/PanARMENIAN.Net/ Yesterday Azeri serviceman Ramil Safarov, who was
sentenced to life imprisonment by the Budapest Court for the murder
of Armenian officer Gurgen Margaryan, was conveyed to prison located
170 km far from Budapest.

Safarov’s family representative Ikram Shirinov informed that lawyer
Clara Fischer is going to attend the convict in prison. The decision
by the Court of Appeal has not been submitted to the lawyers yet. Upon
receipt Safarov’s lawyers are going to organize a cassation complaint
to the Hungarian Supreme Court.

February 22, 2007 judge Piroski Karpati of the Hungarian Court of
Appeal sustained the April 13 verdict providing for life imprisonment
for Ramil Safarov.

February 19, 2004 Armenian armed forces lieutenant Gurgen Margaryan,
who was taking an English language course within Partnership for
Peace NATO program, was hacked to death by Safarov. The Hungarian
court sentenced the murderer to life imprisonment without the right
to pardon during initial 30 years.

much of the restoration of a 10th century Armenian Church on Akhtamar
island in Lake Van. Until recently, it was not clear whether this
restoration project was a peaceful gesture to Armenians, or a crude
gloss over the reality of the Armenian Genocide and the destruction
of Armenian cultural properties in modern Turkey," says the statement
issued by Komitas Institute, London, UK.

"The head of the Turkish Historical Society, Yusuf Halacoðlu, commented
on the opening of the restored Holy Cross church on Akhtamar Island on
April 15th, 2007. We hope his words do not reflect official thinking
in Ankara.

According to The New Anatolian, Halacoðlu stated that "We [Turks]
don’t have anything to hide… Opening the Agdamar Church will be
a gesture to Armenians and the whole world… After the conquering
of Anatolia, the Turks didn’t damage foreign assets… Nothing was
destroyed. In this way, these assets have survived through to today."

Halacoðlu’s words will surely prove to be an embarrassment to
Turkey. Should the guests invited to the opening of the church on
April 15th decide to look around them, they will see that Akhtamar
Island is an exception.

On the eve of World War I, there were scores of medieval Armenian
churches within 20 km of Akhtamar Island alone, and practically none
of them remain standing today. Most of them have been completely
destroyed during the life of the Turkish Republic.

Today gravediggers enjoy a free hand looting these localities while
Turkish state authorities continue to turn a blind eye to these acts
of desecration.

Halacoglu’s words only add to Turkey’s shame," the statement says.

/PanARMENIAN.Net/ The verdict on the case of Dogu Perincek, head of
the leftist-nationalist Turkish Workers’ Party, will be announced in
Lausanne March 9.

In the words of chairman of the Armenian-Swiss Union Sargis Shahinyan,
the Turkish side was accompanied in the court by Prof. Norman Stone,
Prof. Justin McCarty, Paul Leidenberg and Jean-Michel Thibaux, the
latter requested Turkish citizenship after the adoption of the French
bill criminalizing the Armenian Genocide denial. The Armenian side
was represented by Tessa Hoffman and Raymond Gevorgyan. Perincek’s
supporters tried to prove that "there was no Armenian Genocide and the
Turkish government was unable to plan and perpetrate a genocide within
several months." However the Armenian side refuted their statements by
submitting documents. The court session transformed into a historical
discussion. The conviction may become a precedent. However, it was
not our goal. We wanted a condemnation for the violation of the Swiss
law. The verdict to be announced on Friday will show the extent of
importance of the issue for both sides," Shahinyan said. The prosecutor
demanded a 6 months’ imprisonment for Perincek, reports RFE/RL.

Sadoyan To Send A Letter To Condoleeza Rice

On March 7 the U.S. Embassy in Armenia turned down the request of
Arshak Sadoyan, leader of the Alliance of National Democrats (AND). To
remind, on February 24, Arshak Sadoyan applied to the U.S. Embassy and
urged them to render financial assistance to the RA "medium parties"
to realize pre-election campaign via television.

Steve Benks, head of the U.S. Embassy department engaged in Political
and Economic issues, expressed his regret in the letter saying,
"The U.S.

Embassy cannot render the financial assistance you seek. The idea
proposed by you has nothing to do with our programs and mission to
support the RA elections and democracy enhancement".

Arshak Sadoyan is not satisfied with the answer of the U.S. Embassy. He
intends to apply to the Embassies of the U.S., the UK, Germany,
France, Italy, as well as the Armenian offices of the UNO and OSCE.

It is noteworthy that in answer to Sadoyan’s request, some embassies
refused getting Sadoyan’s letter at all. U.S. Charge d’Affairs
Anthony Godfrey informed Arshak Sadoyan that they wouldn’t help
separate parties.

" Mr. Godfrey is surely unaware of this application. Will the USA allot
$6.5 million only to the RA authorities? ", wonders Mr. Arshakyan.

In Mr. Sadoyan’s opinion the embassies and international organizations
in Armenia conceal part of the data and don’t pass the full information
on Armenia to their governments.

That’s why Sadoyan is going to send a letter to Condoleezza Rice,
Secretary of State, inquiring whether they are going to render real
assistance during the March 12 elections. In case they give a positive
answer "I urge them to do it as soon as possible".

And in case Sadoyan gets a negative answer, he will apply to the
U.S. great tax-payers via famous mass media announcing that "they
make promises they don’t intend to keep".

2007. The monitoring object were 7 TV channels: the First Channel
of the Public Television of Armenia, "ALM", "Armenia", "Kentron",
Second Armenian TV Channel, "Shant" (Yerevan), "Yerkir-Media", namely,
their daily air from 18.00 to 24.00. The programs that started, but
did not end before 18.00 were not studied. The programs that started
but did not end before 24.00 were studied completely.

Monitors recorded the references to 34 political parties, most active
in Armenia during the recent years, as well as the airtime allocated
to them.

The party "accounts" also received the portion of references and
the airtime given to the representatives of these parties (their
statements, speeches, quotations, as well as descriptions of their
activities, opinion, and comment about them by other persons). In
the cases when representatives of parties appeared as persons in
their line of their non-partisan work, profession, etc., and their
party affiliation was not stressed, the references and airtime were
not recorded.

The airtime, allocated to parties for promotional
videos/announcements/materials about their activities, was recorded
separately.

The guests invited to interview, "guest in studio" programs throughout
February were also listed separately.

Along with the quantitative monitoring, the legislation, the overall
media situation, statements of media representatives about their work
during the pre-election period were analyzed.

The purpose of the study is to define: 1) how comprehensive the
information provided to the TV audience about the political spectrum
and the activities of parties ahead of elections is; 2) whether equal
opportunities are ensured for all parties to present their political
views and platforms.

"Kentron" TV channel was most active in covering the pre-election
political situation: it allocated most airtime to different parties. It
is followed by "Yerkir-Media", the Second Armenian TV Channel, the
PTA First Channel and "Shant". "Kentron" and "Yerkir-Media" are also
distinguished for their big number of current affairs programs and the
diversity of the politicians and other public figures interviewed. The
least interest to politics was demonstrated in February by "Armenia" TV
channel: since early 2007 it gave up a whole number of current affairs
programs, also of "guest in studio" type. Throughout the month the TV
channel only made an exception for the RA Minister of Defense and the
Chairman of the Council of Republican Party of Armenia Serge Sargsian.

"ALM" TV channel holds a particular position here, because, on the
one hand, it gave the most airtime to politics, but on the other,
this was achieved by exceptional attention to the activities and the
stance of the TV company owner Tigran Karapetian, also the head of the
Popular Party. The Popular Party received 85.5% of "ALM" political air.

Owing to the attention by this TV channel the Popular Party has a
huge advantage over the remaining parties in terms of the airtime
allocated to it and its leader on all 7 TV channels (78,263 sec.). At
the same time 98% of the aggregate airtime given to the Popular Party
is accounted for by "ALM". Besides, the Popular Party used the air
of this channel for a number of announcements (3,924 sec.). "ALM" was
the only TV channel in February, whose paid political air was used by
a party – the United Labor Party, similarly to the previous months,
placed its programs here.

Among the leaders in terms of attention received from the TV channels
are "Dashnaktsutiun" party (29,938 sec.), "Prosperous Armenia"
(24,559 sec.), Republican Party of Armenia (22,630 sec.). These are
the two parties, making up the basis of the ruling coalition as well
as the party ("Prosperous Armenia") that started campaigning earlier
than others and most actively, and, judging by the composition of its
governing body, also quite close to the authorities. Rather distanced
from them – for a party, represented by a parliament faction and
membering in the ruling coalition – was the United Labor Party (3,929
sec.). However, this party, to a significant extent, compensated
these modest figures by the active use of paid air (being 3.5 times
more than the editorial coverage of the party on 7 TV channels).

Judging from what journalists themselves say, the disproportion in
the attention of the TV channels to the parties in most cases is
due to the following factors: the political weight of the party,
the competence of its leaders and their readiness for contacts with
media on a broad scope of issues, the influence of parties on certain
TV channels and their owners, the availability of financial resources
and activeness in conducting pre-election events.

The First Channel of the Public TV of Armenia, having a particular
mission in accordance with its status, distributed the attention to the
parties mostly in close correspondence with their current position in
the political arena (in particular, with their representation in the
parliament): Republican Party of Armenia (6,038 sec.), "Orinats Yerkir"
party (3,214 sec.), "Dashnaktsutiun" (3,127 sec.), People’s Party of
Armenia (1,810 sec.), "National Unity" (1,780 sec.). There is, however,
one significant exception to this rule that will be discussed below.

7 channels studied (this fully refers to the PTA First Channel, too)
displayed either zero or little interest to these three parties. Their
activities were either not covered at all, or were seldom and minimally
referred to; their events, press conferences were little reported on,
the representatives of these parties were never interviewed.

CoE Is Concerned Over The Tortures Towards Women

CoE calls on its member countries to take measures to combat against
family and women tortures. It urges to apply legislative, legal,
budget and educational methods in this respect.

The results of the polling, initiated by the order of the CoE, revealed
that family tortures are the most common in the CoE member countries.

Women are mainly subjected to sexual torture. This type of torture
doesn’t know geographical boundaries, age, cultural identity and
social status. The issue is socio-political and demands the attention
of all CoE member countries.

On March 7 the "Friday" Club hosted Albert Bazeyan, leader of the
"National Revival" Party. The key issue of the discussion was the
upcoming parliamentary elections. It is noteworthy that Albert Bazeyan
is the second candidate in the proportional ticket of the Armenian
Democratic Party (ADP).

"We offered Mr. Bazeyan to be the second in the ticket and he accepted
our offer", Grigor Haroutyunyan, Secretary of the ADP, says.

"National Revival" has no opportunity of participating on its own,
as it is a new force in the political sphere. If we ran for the
parliamentary elections alone, our votes would go in favor of the
first two leading forces", says Mr. Bazeyan.

Mr. Bazeyan touched upon his relations with Vazgen Sargsyan. Reminder;
there are rumors that in 1998 Vazgen Sargsyan called Albert Bazeyan
from Argentine with a request but on getting Bazeyan’s refusal
complained to Mr. Kocharyan.

"Vazgen Sargsyan would never complain to the president if he ever
disliked anything", reminded Albert Bazeyan.

Albert Bazeyan also referred to the rumors according to which their
party is Serge Sargsyan’s adherent. I must confess that it is already
seven years I have changed any words with Serge Sargsyan. No one can
dictate me how to live, it is beyond my principles.

Mr. Bazeyan claims that their party didn’t boycott the elections
taking into account the previous attempt.

Dual Citizens Not To Participate In The Elections

Only the residents of the Republic of Armenia will participate on the
May 12 parliamentary elections though the RA Government has passed
the packet on "Dual Citizenship". Candidate of juridical sciences
Hrayr Tovmasyan says, "Dual citizens will not participate in the
parliamentary elections as currently we don’t have dual citizens
as such".

All the dual citizens who are registered in Armenia have the right
to vote.

In Hrayr Tovmasyan’s words, Armenia won’t have constituencies in
other countries; the voting will be held only in Armenia. All the
dual citizens living abroad, can participate in the elections only
coming to Armenia", he notes.

Election Code, on Criminal and Administrative Offence, on Military
Service and on RA Citizenship, president press services report.

The law on making amendments in the Law on Citizenship approves
dual citizenship.
