All-Armenian Fund Toronto – "Serouj for Karabagh" Piano Concert a Huge
Success

March 12, 2007 Toronto, ON – On Sunday, March 11, 2007, at Canadian
Broadcasting Corporation’s Glenn Gould Studio, internationally acclaimed
pianist Serouj Kradjian gave a superb recital to a capacity audience. The
concert was professionally organized by Canadian Armenian Association for
the Performing Arts (CAAPA) of the Canadian Diocese. All the proceeds of
this concert will go to the construction of the Baroness Caroline Cox school
in Verin Horatagh village, in Karabagh. The construction of the school
project has been undertaken by "Hayastan" All-Armenian Fund, Toronto
Chapter.

Throughout the evening Mr. Kradjian, demonstrating a very fine technique,
brought the audience to its feet by performing pieces from Brahms, Grieg,
Granados, Khachaturian, Liszt and Gomidas. After several encores, Mr.
Kradjian ended the concert by presenting an exquisite interpretation of "Dle
Yaman".

In appreciation of the proceeds being donated to the school project the
music classroom at the Baroness Caroline Cox school will be named after
Serouj Kradjian – CAAPA. On the occasion of the 15th Anniversary of
"Hayastan" All-Armenian Fund the presidential gold coin commemorating the
15th anniversary of the independence of the Republic of Nagorno Karabagh was
presented to the artist at the end of the concert. A congratulatory letter
by Baroness Caroline Cox addressed to Mr. Kradjian was also presented to
him.

YEREVAN, March 9. /ARKA/. Aristomene Varoudakis has been appointed
Head of the Yerevan office of the World Bank (WB), Acting Head of
the WB office in Yerevan Naira Melkumyan told reporters "Next week
Varoudakis will arrive for a fact-finding visit to Armenia, to hold
meetings with the country’s leaders," Melkumyan said.

According to her, the newly appointed Head of the WB office in Yerevan
will start performing his duties on April 2, 2007.

Aristomene Varoudakis studied at the University of Athens (B. A. in
Economics; 1980) and University of Strasbourg, France (M. A. Economics;
1981; Ph. D. in Economics; 1980).

Joined the World Bank in April, 2000. Early assignments were as
Senior Economist, Development Economics Prospect Groups. Contributed
to "Global Development Finance" and "Global Economic Prospects"
annual reports on international trade and policy and financing of
international public goods.

Lead Economist in Middle East and North Africa Region. Led analytical
work on economic policy and public finance in Tunisia, Algeria and
Libya; Development Policy lending in Tunisia supporting private sector
development and financial sector reform. Coordinated MENA regional
work on trade policy and employment.

Lead Economist in Europe and Central Asia Region, Responsible for
analytical/advisory work on EU accession and public expenditure policy
in Turkey, and ECA regional work on Growth and Public Finance.

Author of two books on macroeconomic policy and financial development
and growth. Several publications in professional journals.

Research Associate. Center of Planning and Economic Research, Greece
(1985-1986).

Professor of Economics, Institut d’Etudes Politiques, University of
Strasbourg (1990-1995).

Aristomene Varoudakis Greek nationa. Married, with three
children. Speaks Greek, English and French.

Roger Robinson was Head of the WB office in Yerevan in 2002-2006. He
completed his mission late in October 2006. Naira Melkumyan was
appointed Acting Head of the WB office in Yerevan on October 30,
2006.

After the judgment of Turkish Workers’ Party Lader Dogu Perincek for
negation of the Armenian Genocide, journalist Tristan Mendes-France,
and a specialist in communication on Internet, Alban Fisher, with the
support of the French weekly magazine Nouvel Obs, will interview the
Turkish population on the topic of the memory of Armenian Genocide.

>From March 12 to 18, live on Internet, the visitors who will go
to are invited to react and take part
in the development of the reports by proposing a topic to Tristan
Mendes-France on the video bloc which will appear on the Main Page
as March 12.

The videos will follow one another in rhythm of one per day, put

The verdict against seven citizens of the Moscow District accused of
murdering an Armenian citizen on the ground of nationalism has come
into force.

The crime was committed on August 9, 2005. According to the
investigation data, six dwellers of Odintsovo region, aged 19-28, had
earlier agreed to attack persons of non-Slavonic nationality." They
looked for their victims in electric trains to Belarus. Seeing Armenian
citizen Samvel Tadevosyan, they "attacked the victim, hitting him
with feet, hands, metallic chain and recorded the scene on a digital
camera. After stealing Tadevosyan’s cell phone, money and documents
they made a stab on his head and neck with a piece of glass bottle,
after which the victim died," those in the Moscow Public Prosecutor’s
Office noted.

The District Court of Moscow announced the suspects guilty. They were
sentenced to 4.5-11.5 years of imprisonment.

CSTO Secretary General To Visit Armenia

March 13 the Secretary General of the Collective Security Treaty
Organization (CSTO) Sergey Bordyuzha will arrive in Yerevan, the
Ministry of Foreign Affairs informs.

In the framework of the visit the CSTO Secretary General will have
meetings with the leadership of the republic. However, the exact
schedule of the visit has not been announced yet.

A Week of NATO starts in Armenia today. As RA FM’s press-service
told ArmInfo, visits of NATO’s representatives to Armenia, lectures,
different programs at TV are scheduled within the frames of the Week
that is being held in the framework of Individual Cooperation Actions
Program and will last till March 16.

The official opening of NATO’s Information Center will be held
today with participation of RA FM Vardan Oskanyan and the NATO
Deputy Secretary on Public Diplomacy Jean Furne. The latter will
give lecture today in the Yerevan State University to be followed by
the opening of an exhibition devoted to Armenia-NATO cooperation. A
seminar will open in RA Foreign Ministry on March 14 devoted to the
electron information network for broadcasting of NATO actions. The
Head of NATO Defense Policy and Planning Division George Katsirdakis
will visit the Information Center of NATO on March 15. A TV-bridge
Yerevan-Kosovo is scheduled for March 16 with participation of the
Armenian peacemakers in Kosovo and their relatives.

ARMEN AYVAZIAN: ONE MUST SOLVE STATE SECURITY PROBLEMS WITHOUT INTERFERENCE OF THIRD FORCE

YEREVAN, MARCH 12, NOYAN TAPAN. Advices, analyses of any other
state, military-political alliance, experts’ group in the security
issues may only hinder us as those third forces will always
pursue their own interests which will for the most part contradict
Armenian interests. Armen Ayvazian, the Director of the "Ararat"
Strategic-Scientific Center, Doctor of Politics stated about it at the
presentation of the book entitled "Strategy and Security Issues" which
took place in Yerevan on March 10. The book is the 2nd volume of the
"Hayrenatirutiun" series of books which was formed and edited by Armen
Ayvazian. An attempt is made in the book to analyse security issues of
Armenia with own efforts. A number of issues are examined here which
relates to the armed forces and military conceptions of Armenia and its
probable opponents, Azerbaijan and Turkey, possibilities of development
and improvement of relations between the Armenian society and the state
of Armenia, especially, army, activity of Turkish special services,
urgent problems of information security of Armenia, etc. The 1st volume
of the series of books entitled "Liberated Territory of Armenia and
Artsakh Problem. Analytical and Documentary Selected Materials" was
published in February, 2006. It is envisaged to publish the 3rd volume
of the series of books as well. Other issues relating to strategy and
security of Armenia will be touched upon in it. Samvel Martirosian,
an expert on information security issues, touched upon problems of
information security of Armenia.

In his words at the time, when Turkey and Azerbaijan, in a regulated
way, implement obvious anti-Armenian propaganda by internet, the
Armenian side can oppose only activity of individuals living in
Diaspora and Armenia to that propaganda. In the consequence of it,
dozens of thousand of people in the world have a notion about the
Armenian-Azerbaijani conflict only getting acquainted with the
Azerbaijanl side’s viewpoints. "Azeris broke about 15 Armenian web
sites on February 26, one of which was the RA Ombudsman’s site.

After it Turks smashes 35 Argentinian web sites connected with the
events in Khojalu," S.Martirosian said. In his words, Azeris distort
also the materials relating to the Nagorno Karabakh conflict involved
in one of the famous internet encyclopedias, "Wikipedia." And, in
Samvel Martirosian’s words, it is worrying in that sense that "there
are references to "Wikidepia" in scientific articles being published
in Armenia, and Armenian newspapers placing their publications in the
internet as well simply quote from those publications of Azerbaijani
web sites which have obviously anti-Armenian contents.

Gaining 7 points, Armenian Grand Master Levon Aronyan holds the forth
place at the Morelia-Linares International Chess Tournament held in
the Spanish city of Morelia. Winner of the previous tournament Levon
Aronyan lost to Vasili Ivanchuk, celebrated one victory and 12 matches
ended in a draw.

The winner of the tournament was Vishvanatan Anand of India with
8.5 points.

Alexander Morozevich of Russia was the second with 7.5 points. Norweign
Magnus Karlsen ran third with 7.5 points.

A number of Armenian Mass Media has signed a Code of Rules of the
Journalist Ethics on March 10 in the Yerevan press-club.

Twenty-one local Mass Media, 8 information organizations, as well
as a number of independent journalists have joined The document. The
document remains open for joining. Moreover, a Supervising body has
been created to survey the fulfillment of the Code of Rules of the
Journalist Ethics. The Supervising body includes the Editor-in-Chief
of "Azg" daily Hakop Avetikyan, the Head of the Gyumri "Asparez"
Journalist Organization Levon Barseghyan, the Head of the Union of
Journalists of Armenia Astghik Gevorkyan, the Director of ArmInfo
Information Agency Emmanuel Lazarian, the Head of "Melteks" Ltd Mesrop
Movsissyan, the Head of the Yerevan press-club Boris Navasardyan
and the Head of the "Center of Law and Information", a lawyer Lilit
Simonyan. A press-conference of the organizers of this initiative and
the members of the Supervising body will be held on March 13 at 12:00
PM in the Union of Journalists of Armenia, during which the history
of its creation, the essence of the Code of Rules of Journalist Ethics
and the authorities of the Supervising body will be represented.

MCC Vice President John Hewko Visits Armenia

John Hewko, Vice President of Operations for the Millennium Challenge
Corporation (MCC), is in Armenia to meet with high-level government
officials and review progress of the $235 million MCC Armenia Compact.

During his meetings here, Hewko stressed how important it is to MCC,
and the American Government, that Armenia continue to maintain a
high level of performance on the 16 objective indicators MCC uses
to determine Compact eligibility. These indicators measure whether
a country is ruling justly, investing in its people and promoting
economic freedom. Because the coming legislative and presidential
elections will directly affect three MCC indicators in the Ruling
Justly category – Political Rights, Civil Liberties and Voice and
Accountability – Hewko stressed that it is critical for the Government
of Armenia to maintain its commitment to holding elections that
demonstrate significant improvement over past elections.

As MCC Vice President of Operations, John Hewko is responsible for a
broad range of MCC interactions with eligible countries, including
proposal development, proposal due diligence, compact negotiation,
and compact implementation. The Operations Department works closely
with MCC’s Department of Accountability and Office of the General
Counsel on due diligence activities, compact negotiations and program
oversight. Prior to joining MCC, Mr. Hewko was an international
partner with the law firm Baker & McKenzie (B&M), specializing in
international corporate transactions in emerging markets spending
many years in the firm’s Kyiv and Prague offices.
