TEL AVIV, MARCH 13, NOYAN TAPAN – ARMENIANS TODAY. Historian Georgette
Avagian, one of leaders of Israel’s Hay Dat Committee, expressed a
hope during an interview to Radio Liberty that the Meres Party will
raise the issue of recognition of the Armenian Genocide at the Knesset
on March 14.

"I hope that if the resolution is not passed this time, next time it
will be passed without fail," she stated.

Georgette Avagian and Hakob Sevian of Israel’s Hay Dat Committee will
go to the Knesset on March 13 to get prepared for the vote expected
to take place next day.

Israeli mass madia has not responded so far because members of the
Meres Party, which has 6 deputies in the Knesset, meet separately
with MPs and make no public statements.

Deputies representing Arab parties at the Knesset have declined to
participate in the vote on the Armenian Genocide issue: "They said:
"We understand you but Turkey is an Islamic country."

In all likelihood the Israel-Turkey and Israel-Azerbaijan
interparliamentary friendship groups functioning in the Knesset will
either prevent the issue’s discussion or vote against. There are
also Russian-speaking deputies – immigrants from Baku who ofter make
anti-Armenian statements in the Israeli press.

An Israel-Armenia interparliamentary friendship group headed by Ze
Velkin, member of the ruling Kadima Party, functions in the Knesset.

The supreme legislative body of Israel last made an attempt to put
the Armenian Genocide’s issue to the vote in 2002.

U.S. Congress resolution on the Armenian Genocide, the Turkish Prime
Minister’s foreign policy advisor stated. Justice and Development
Party (AK Party) deputy Egemen Bagiş said at a time when Turkey
and the U.S. have numerous joint projects going on, including Iraq’s
reconstruction, the resolution’s passage would be unacceptable for
the Turkish public.

The next Turkish delegation is leaving this weekend for the United
States with a group of legislators to lobby in Washington against
the resolution on the 1915 Armenian Genocide. "This resolution
would be like adding insult to injury. It would make things more
complicated. This is not a threat. It would put the government in an
awkward situation," he noted, Today’s Zaman reports.

it criminal to deny the Armenian Genocide will be held, most likely
after presidential and parliamentary elections, Chairman of the
Armenian Federation of Europe (EAFJD) Hilda Tchoboyan stated to a press
conference in Yerevan. She said, the possibility to adopt that law is
very high. "This issue is situated in the plane of moral and universal
values, and not of politics and history as the Turkish side tries
to present. The Turkish lobby in Europe and the political parties,
which assist them have made a lot of efforts in order to represent
the Armenian Genocide issue just from the historical viewpoint.

However, the Armenian side insisted on its stance; that is history
must not be fitted under politics and we succeeded. The matter is
not in recognizing the Genocide, France has already recognized it,
the matter is in punishment for its denial," Tchoboyan stressed.

She noticed presidential candidate and French Interior Minister Nicola
Sarkozy supports the bill. "In near future the Armenian community
of France will decide on support of candidates in presidential and
parliamentarian elections," the EAFJD representative said.

Azerbaijan, Baku / Trend , corr S.Ilhamgizi / Nizami Bahmaov, the
head of the Azerbaijani community of Nagorno-Karabakh, stated that a
meeting of the Azerbaijan and Armenian Foreign Ministers, organized
by the OSCE Minsk Group, does not promise any serious breakthrough
in the resolution of the Nagorno-Karabakh conflict.

He reminded that the meetings are continued within the framework of
the Paris agreement and said that the co-chairs will organize a next
meeting of the Ministers on 14 March. "I guess the discussions will
focus on some disputable milestones. The major progress can be expected
from the meeting of the Presidents of two countries," Bahmanov noted.

Bahmanov stressed that the continuation of peace talks is the
greatest compromise and any other compromise is out of question. He
was commenting on the statement by the Armenian Foreign Minister
Vardan Oskanian, who urged that should Azerbaijan make a compromise,
the progress is possible.

"It is not worth to expect a compromise from an belligerent country
in the ongoing peace negotiations," he stressed.

ANKARA, MARCH 13, NOYAN TAPAN – ARMENIANS TODAY. Chairman of Turkish
Workers Party Dogu Perincek appealed against the Swiss court’s verdict,
by which he was convicted for denying the Armenian Genocide.

According to the Cihan Turkish news agency, Turkish chauvinist’s
lawyer Loran Moreyon said that his defendant appealed against the
verdict at Vo canton provincial court.

To recap, on March 9, Perincek was sentenced to 90-day suspended
imprisonment and was fined in the amount of nearly 3000 USD bu the
Lausanne court for denying the Armenian Genocide.

WASHINGTON D.C. – "If the draft (on the so-called Armenian genocide)
submitted to the U.S. Congress is adopted, Turkish-U.S. relations
will be harmed by the Congress itself," Egemen Bagis, Justice &
Development Party (AKP) MP, said on Tuesday.

Bagis is a member of the Turkish parliamentary delegation actually
in Washington D.C. to lobby against the draft resolution.

In an exclusive interview with the A.A correspondent, Bagis said,
"we are endeavoring to prevent the U.S. Congress to make a wrong
historic decision. We will inform and warn them within this scope."

Expressing uneasiness over the situation since he is also the Chairman
of Turkish-U.S. Inter-Parliamentary Friendship Group, Bagis said,
"Congress members are under pressure by their own voters. The voters
exerce pressure for their own ethnic interests."

"This resolution will also kill the chance of Armenia to open up
to the West. Turkey is the gate for Armenia to open to the Western
world. This is a passage of peace, civilization, democracy and
economic development. However, Armenia insistently try to close this
gate through such kind of campaigns," Bagis indicated.

"Armenia should abandon remaining stuck between the controversial
pages of the history and should catch up with the 21st century. In that
case we will have many things to discuss with Armenia," Bagis noted.

On the other hand Turkish parliamentary delegation members met
executives of AIPAC, a Jewish institution, on Monday evening.

The delegation is expected to have talks in U.S. State Department
and meet executives of some Jewish organizations today.

The delegation will also have talks in the Congress on Wednesday
and Thursday.

Services Grow By 10.8% In Armenia In January 2007 On Same Month Of L

YEREVAN, MARCH 13, NOYAN TAPAN. In January 2007, the total amount of
services provided in Armenia made 34 bln 17.5 mln drams (over 93.5 mln
USD), increasing by 10.8% on the same month of last year. According
to the RA National Statistical Service, the greatest growth – 64.2%
in January 2007 on January 2006 was registered in the sphere of
municipal services where services amounted to 368.7 mln drams in
January 2007. These indices in the sphere of social services made
55.4% and 800 mln drams respectively, in the sphere of information
technology services – 48.6% and 1 bln 57.9 mln drams.

RA ECONOMIC COURT POSTPONES EXAMINATION OF 6 RADIO COMPANIES’ LAWSUIT AGAINST GOVERNMENT UNTIL MARCH 22

YEREVAN, MARCH 13, NOYAN TAPAN. The RA Economic Court postponed
examination of the lawsuit of 6 radio companies against the Armenian
government until March 22. Thus the court satisfied the defendant’s
petition to be given time in order to become acquainted with
objections of plaintiffs. To recap, these radio companies demand
to recognize as invalid the governmental decision concerning the
setting of payments for radio broadcast frequency. By the decision,
the RA ministry of transport and communication is authorized to set
the amount of these payments. According to plaintiffs, in accordance
with Article 45 of the RA Constitution, the order and amount of taxes,
duties and other mandatory payments is regulated by law. However,
the Law on Television and Radio says nothing about the amount and
order of setting of broadcast payments. In the words of Artashes
Hovsepian, representative of the defendant, Head of the Juridical
Department of the RA Ministry of Transport and Communication, the
demand of radio comapnies is unfounded, as by the law on legal acts,
the government regulates all legal relations which are not regulated
by the RA Constitution, law or presidential decrees. To recap, at the
February 27 sitting, the court satisfied the petition of Olga Safarian
(lawyer representing interests of the radio companies) to be given
time to become acquainted with the government’s answer and present her
objections. The court postponed the case examination until March 12.

Armenian Communist Leader Opposes NATO’s Influence On Region

Yerevan, 13 March: Strengthening [the position] of NATO in Armenia
in fact is strengthening [the position] of Turkey, Ruben Tovmasyan,
first secretary of the Armenian Communist Party Central Committee,
has told Arminfo.

He said claims that the increase of NATO’s influence in the region
is not directed against Russia are groundless because a rightful
question arises: why does NATO exist then?

"The Warsaw Treaty Organization does not exist any more; why, then,
does NATO continue working actively?" he asks.

He said that if NATO’s attitude to Armenia was really positive then
it should influence Turkey, which has imposed a blockade on Armenia
with an excuse of the unsettled Karabakh conflict. Tovmasyan said
that the country’s security can only be ensured within the [CIS]
Collective Security Treaty Organization.

He made the statement amid the NATO week under way in Armenia.

OIC SECRETARY-GENERAL SUPPORTS AZERBAIJAN’S RIGHT TO REGAIN OCCUPIED TERRITORY

interview with Secretary-General of the Organization of the Islamic
Conference, Ekmeleddin Ihsanoglu

Question: What are OIC’s priorities for 2007 and the near future?

Answer: The OIC’s broad priorities for 2007 would be to continue
the process which was started two years ago to promote the role and
the performance of the Organization to be able to cope with the new
international and regional order and to face the many challenges
confronting the Muslim World. I would like to highlight some of the
most important areas which are already being focused upon by the OIC.

These include, first and foremost, the adoption of the new OIC Charter,
which I consider will create a new momentum to the performance and
the effectiveness of the organization in order to serve the collective
interests of its 57 Member States. Another important area would be to
reinforce the political role of the OIC in addressing the many crisis
and challenges which confront its Member States and the Muslim World, a
process which I had started already ever since my assumption of office
in January 2005. I would also especially focus upon reinvigorating
the Solidarity / Assistance Funds which the OIC has established to
fulfill their noble objectives of forging solidarity and assisting
the Muslim people in need.

Another area that I would actively address would be the
institutionalization of the new OIC agenda items like science

Question: How do you assess the co-operation between Azerbaijan and
the OIC and the role of Azerbaijan in the OIC? How do Azerbaijani
activities as OIC’s ICFM Chairman meet the necessary requirements?

Answer: I personally highly appreciate the manner in which
Azerbaijan has conducted itself ever since its assumption of the
ICFM chairmanship. I have been extremely pleased to note that my
sentiments are also fully shared by all OIC Member States. On the
ground, Azerbaijan called for the convening of two Ministerial-level
meetings of the OIC Executive Committee on the questions of Beit
Hanoun and Jerusalem. This clearly demonstrated Azerbaijan’s strong
commitment to OIC causes. Furthermore, Azerbaijan convened in Baku
the 5th OIC Ministerial Conference on Tourism. We are now all looking
forward and grateful to H.E. the President of Azerbaijan’s initiative
of organizing another important and timely conference in Baku on
"The role of the media in promoting understanding and tolerance".

Question: Do you plan to inject any changes into the OIC’s Charter
adopted in 1970 which might have become outdated amid the developments
that have taken place over the last 35 years ? Is there any necessity
to carry out reforms within the OIC?

Answer: This is a very important question and I have already partially
answered this question earlier. I would like to further elaborate
that the new OIC Charter is already in the process of being drafted
and I earnestly hope that it will be adopted very soon by the Member
States. A new OIC Charter is becoming a necessity for more than
one reason. Firstly, this will be an implementation of the 10-year
Programme of Action, which was unanimously adopted by the Third
Extraordinary OIC Summit Conference in Makkah in December 2005.

Secondly, it is true that many major developments have taken place,
both internationally and regionally, and the organization needs
to effectively cope with these developments. As for the reforms,
it is also becoming a necessity for the OIC and is being given
utmost priority. The new Charter is one of this reform process. Other
measures are already underway at many levels, like restructuring the
Secretariat and some of its affiliated institutions as well as their
working methodologies, improving the level coordination between the
Secretariat and its over 20 affiliated institutions, recruitment
of highly qualified staff members, construction of an impressive
headquarters building, new agendas and many other such measures.

Question: Have you set up arrangements for the forthcoming Conference
on Tolerance in the Media, which is being organized in Baku in April?

How relevant do you find this topic?

Answer: This Conference would be an important occasion and, as per
its usual practice, the Secretariat would be extending its full
support to organize a successful event. However, rather focusing
on administrative arrangements, I would like to highlight both the
importance as well as this timely initiative. We all are aware about
the importance of the media in the contemporary age, especially its
influence on formulating the perceptions of the public opinion. We
are now suffering from the alarming phenomena of escalating violence
and terrorism. This is a direct outcome of the intolerance and
misunderstandings. Moreover, it is becoming a growing problem that
the misperception being disseminated through the media about linking
violence and terrorism with Islam. For all these reasons, I find H.E.
the President of Azerbaijan’s initiative to be most timely and would
significantly contribute in correcting this misperception and lead
to greater understanding and tolerance among mankind

Question: When do you plan to convene a regular OIC Summit and what
issues would be included in its agenda?

Answer: According to OIC’s Charter and its rules of procedures, the
next regular Summit Conference was supposed to take place this year
in Senegal. However, upon its request, it has been postponed to March
2008. Malaysia will continue with its responsibilities as the Summit
Chairman until that time. As for the Summit’s agenda, this is the
prerogative of Member States and it is still too early to talk about
it at this stage. The agenda would, generally, include all issues of
mutual interest to the Member States and would encompass all fields.

However, I would like to elaborate that the coming Summit would be
an important one since it will be the first ordinary Summit to be
held after the 3rd Extraordinary Summit of Makkah and also it will be
entrusted the responsibility to endorse and adopt whatever has been
achieved since Makkah. The Summit would also give a new impetus and
momentum to the ongoing process for OIC’s reform.

Question: Despite OSCE’s Minsk Group involvement in the
Nagorno-Karabakh conflict for over 10 years, no results has
been achieved as yet. Do you believe that it is time for another
organization, including the UN, to join the conflict resolution
process?

Answer: I strongly believe that in any conflict situation, it was
imperative to maintain all the ongoing processes of resolving the
conflict, whether on a bilateral or a multilateral level. Because
of the extremely complicated nature of conflicts, like the one in
Nagorno-Karabakh, it needs both time as well as accumulation of
collective efforts until its resolution materializes. Therefore, I
think we need to maintain the OSCE Minsk Group efforts and supplement
them with other efforts by the UN and other international and regional
organizations. I would like to highlight that as an organization
responsible for security and cooperation in Europe, OSCE is most
relevant organization to deal with this conflict.

Question: What could be OIC’s reply to the possible decision of the
Azerbaijani leadership to regain the occupied territory by military
means?

Answer: At the outset, I would like to confirm that I personally and as
the Secretary General of the OIC fully supports the right of Azerbaijan
to regain its occupied territories from Armenia and that the OIC will
continue to work hard, with its Member States and the international
community, to assist in fulfilling this objective. At the same time,
I strongly believe that any conflict should be peacefully resolved
through political and diplomatic means. Military solution is a very
costly and a very dramatic one in terms of loss of lives and damage
to property. In the ultimate analysis, this option is a zero-sum game
and requires that after the cease-fire and the many losses of lives,
the concerned parties to return to the negotiating table for a final
settlement through diplomatic means. I would accordingly suggest
that the Azerbaijani leadership and the OIC as well as all other
international actors to be actively involved in peacefully resolving
the problem.
