NKR PRESIDENT ARKADY GHUKASSIAN MET WITH BERNARD FASSIER

On March 12 NKR President Arkady Ghukassian met with the French
co-chair of the OSCE Minsk Group in Yerevan at the permanent
representation of NKR to Armenia. During the meeting they discussed
the present stage of the settlement of the Karabakh conflict, the
proposals that are on the ground and the engagement of NKR in the
talks. Both parties emphasized that the meetings of the OSCE Minsk
Group and the NKR government should be held more frequently. The
meeting of the foreign ministers of Armenia and Azerbaijan appointed
on March 14 was discussed as well. The NKR foreign minister Georgy
Petrossian and the permanent representative of NKR to Armenia Karlen
Avetissian participated in the meeting.

NKR POPULATION AS ON JANUARY 1, 2007

As on January 1, 2007 the population of Nagorno-Karabakh Republic was
137747. The population has grown by 419 or 0.8 percent in Stepanakert,
214 or 3.4 percent in Hadrut, 197 or 7.6 in Shahumyan, 200 or 4.6
percent in Shushi. The population of Kashatagh region decreased by
1152 or 11.8 percent. The population decreased by 59 or 0.3 percent
in Martakert and 38 or 0.2 percent in Martuni.

PRESIDENT KOCHARYAN MET WITH KOTAYK MARZPET

The socio-economic state of Kotayk Marz and the programs of further
development of this were discussed during today’s working meeting
between President Robert Kocharyan and Kotayk Marzpet Kovalenko
Shahgldyan.

The Marzpet informed that the community budget execution in 2006
exceeded the indices of 2005 with 970 million drams, whish enabled
to solve more social problems.

Referente was made to the program of reconstruction of 28 schools,
1 hospital and 6 culture houses at the expense of the state budget.

The President gave instructions on the issued discussed.

"Dialogue among Cultures and Civilizations: Bridge among Human Rights
and Cultural Values" will take place in Paris on March 13-14. It
is organized under the UNESCO patronage, with the efforts of the
"Dialogue among Civilizations" world political forum. Archimandrite
Vazgen Nanian, manager of the Gevorgian Theological Seminary of the
Mother See of Holy Etchmiadzin will present the Armenian Apostolic
Church at the conference.

25th ANNIVERSARY OF "NAIRI" ARMENIAN CULTURAL UNION MARKED IN TEHRAN

of foundation of the "Nairi" Armenian cultural union functioning
in Iran was recently marked in the "Sukerian" hall of the Majidie
district of Tehran.

Archbishop Sepuh Sargsian, the Tehran Armenian Diocese primate, RA
Ambassador Extraordinary and Plenipotentiary to the IRI Karen Nazarian,
Deputy of North Iranian Armenians at the Islamic Parliament Gevorg
Vardanian, representatives of national bodies, unions were present
at the celebration. The "Alik" (wave) daily states about it.

REPUBLICAN RUBEN KHLGHATIAN TO COMPETE WITH "BARGAVACH HAYASTAN" MEMBER ARAYIK AGHABABIAN IN ELECTIONS OF ARMAVIR MAYOR

ARMAVIR, MARCH 14, NOYAN TAPAN. 2 candidates, acting Mayor, RPA member
Ruben Khlghatian and "Bargavach Hayastan" (Prosperous Armenia) party
member Arayik Aghababian, were nominated for the Mayor’s elections to
be held in the city of Armavir on March 25. As Gayane Sukiasian, the
Chairwoman of No21 district electoral commission informed the Noyan
Tapan correspondent, according to the lists fastened at electoral
districts, 26 200 voters may participate in the Mayor’s elections.

And the community head’s elections will take place on April 1 in the
communities of Nalbandian and Nor Armavir, the marz of Armavir. In
G. Sukiasian’s words, acting community head, non-partisan Romik
Grigorian was nominated in Nor Armavir, and there are yet nominations
in Nalbandian.

ISSUE OF PARTICIPATION OF SWITZERLAND IN DEVELOPMENT PROGRAMS OF ARMENIA DISCUSSED IN BERN

BERN, MARCH 14, NOYAN TAPAN. The state of bilateral relations and
participation of Switzerland in the development programs of Armenia,
particularly, in the program of liquidation of poverty in rural
settlements were discussed at the March 13 meeting taken place in Bern
between Micheline Calmy-Rey, the President of the Swiss Confederation,
head of the Federal Department of Foreign Affairs and RA Minister of
Foreign Affairs Vartan Oskanian.

V. Oskanian presented in details the process of the Nagorno Karabakh
conflict settlement, in the light of the Armenian and Azerbaijani
Foreign Ministers’ meeting scheduled for March 14. The Armenian-Turkish
relations and possible developments were also discussed.

V. Oskanian met in the second half of the day in Geneva with
representatives of the Armenian community of Switzerland and discussed
possibilities of practical participation of the community in the
program of development of rural settlements of Armenia.

The RA Foreign Minister made a speech on the same day in the session
of the Human Rights Council proceeding in the Geneva UN Office.

WATER SUPPLY OF DAVITASHEN TO STOP DURING DAYLIGHT HOURS ON MARCH 14-16

of Davitashen 1-4 will be stopped from 10:00 to 18:00 on March 14-16,
connected with construction works. Noyan Tapan was informed about it
by the "Yerevan Jur" (Yerevan Water) company.

MINISTER OF EDUCATION AND SCIENCE ATTACHES IMPORTANCE TO PROCESS OF ACCREDITATION OF INSTITUTES OF HIGHER EDUCATION

YEREVAN, MARCH 14, NOYAN TAPAN. About one dozen of branches
of institutions of higher education of the Russian Federation
functions today in Armenia, but not all of them correspond to adopted
standards. Levon Mkrtchian, the RA Minister of Education and Science
expressed such anxiety at the March 13 meeting with students of
the Yerevan branch of the Moscow State University of Service. The
Minister emphasized in this sense the importance of the process of
accreditation of institutions of higher education, what, in his
words, is the most important and primary stage. "Institutions of
higher education must work out their educational, methodological and
organization programs with the help of well-founded self-examination,"
L.Mkrtchian emphasized.

The Moscow State University of Service Yerevan Branch has functioned
from 2001 and has 5 faculties and more than 800 students at present. As
institution Rector Mushegh Asoyan mentioned all conditions are created
at the institution of higher education to organize the educational
process corresponding to modern standards. He also stated that their
branch was honoured in 2005 in Geneva with a gold medal of the "High
Quality in Business Practice" international fund.

Levon Mkrtchian touched upon introduction of three-degree and credit
system, presented importance of unification of inner-republican
institutions of higher education, creation of institutional consortiums
what creates possibility of students’ free move among local and
foreign institutions of higher education to gather credits in the
direction of this or that speciality.

In the Minister’s words, the next important step to move concomitant
with international educational processes is introduction of continual
educational mechanisms. "Today scientific and economic processes
develop in the world so quickly that specialties proposed two years ago
can already have no demand for the present moment, so it is necessary
to found new structures for re-training and re-qualification,"
L.Mkrtchian mentioned.

YEREVAN "ULIS" BECOMES WINNER OF REPUBLICAN FOOTBALL MEMORY TOURNAMENT AFTER HUNAN AVETISIAN

ARMAVIR, MARCH 14, NOYAN TAPAN. The final of the traditional republican
football memory tournament after USSR hero Hunan Avetisian took place
on March 13, in the "Hobelyanakan" (jubilee) sports ground of the
city of Armavir. The Yerevan "Ulis" and "Pyunik-2" teams met. The
"Ulis" team won with the score of 2:0 and deserved the honorary cup.
