Millennium Challenge Corporation CEO testifies before House panel

Ambassador John Danilovich, CEO of the Millennium Challenge
Corporation, this week told members of a key House foreign aid panel
that Armenia has made a number of reforms that are both `positive and
constructive,’ and expressed that elections in Armenia be `conducted
correctly,’ reports the Armenian Assembly of America.

Danilovich appeared before the House Appropriations Subcommittee on
State, Foreign Operations and Related Programs to discuss MCC’s
funding needs for Fiscal Year 2008. Committee Chairwoman Nita Lowey
(D-NY), in her opening statement, stressed that MCC funding was
designed to be additive, and should not take away from other funding
programs, such as the Freedom Support Act. Her concerns were echoed by
Congressman Jesse L. Jackson, Jr. (D-IL) and Armenian Caucus Co-Chair
Rep. Joe Knollenberg (R-MI), who also noted that Armenia must work to
sustain its status as an MCC recipient.

FRUITLESS EFFORTS TO PREVENT DEMONSTRATIONS OF ARMENIAN FILMS IN CZECH
TOWNS

In the town of Brno, Czhech Republic, the demonstration of Armenian
"War and Peace" film by director Hovhannisian was preceded by
anti-propaganda and distribution of booklets by Azerbaijan. According
to "Azeri.press" agency, the Azerbaijani side desired in that way to
"spread light upon the truth" of the events in Nagorno-Karabakh. As it
is already clear, the film is about the war in
Nagorno-Karabakh. Certain sources from Prague inform that Fuad
Alkhasov, who poses himself as Karabkah war veteran, had also
organized protest actions before the demonstration of the Armenian
film in Prague.

Organizers of the film festival, being well acquainted with the real
situation in Karabakh, did not leave the turn to answer to the
Armenians. Before the next demonstration of "War and Peace" in the
town of Budovice, detailed information on the Nagorno-Karabakh
conflict will be represented to the guests.

AGBU 100-TH ANNIVERSARY CELEBRATED IN NEW YORK

For long years, until recently, New York has been a vast field of
AGBU’s activity. Even before moving the AGBU center from Paris to New
York the national benevolent, cultural and education programs
implemented there for decades have been an example for other Armenian
institutions, not only in the USA but the whole wide-spread Diaspora.

After the Genocide the AGBU became the first biggest and most
important structure to render help to the Armenian communities
(especially in the Middle East) and Armenia itself. For sure, it was
not easy to meet every challenge, but if one studies thoroughly the
history of AGBU, it will become clear that the Union has had a role
equal to that of statehood, in sense of uniting the spread and broken
peaces of the Armenian nation, founding orphanages, education centers,
schools and clubs. Indeed the importance of AGBU in preserving the
Armenian national identity is indubitable.

The New York members of the Armenian General Benevolent Union long
expected the organization’s jubilee to be celebrated there, and the
opportunity was provided by the efforts of AGBU President. The event
took place on March 3, at the Museum of the New York Historical Union.

A documental film about the long years of AGBU activity was
demonstrated that evening. It is rather complicated to represent a 100
year-long history in 60 minutes but the generation of American
Armenians, brought up and educated in AGBU various institutions, was
deeply moved by recollection of well-known events, native names and
locations.

Episodes of the Armenian Youth Union activity were especially
sentimental to some participants of the celebration, among who surely
was also Berge Sedrakian.

Ervand Temirchian (grandsonb of one of the very first Armenian
philanthropists), John Hcerkezian and Nathalie Kaprielian made
comments on the film. That part of the celebration was concluded by
Hurik Keotlekian on behalf of the organization commission.

Then President Berge Sedrakian was Invited to say his word. He,
assuming the mission of Armenian national identity perseverance,
promised to insure the success of AGBU activity also in the next 100
years.

To the festive meeting were present eminent members of the AGBU –
Vice-President doc. Arshavir Keonjian, Sinan Sinanian, Sargis
Jepejian, Michael Ansour, Nazareth Fstekian. Archbishop Khajhak
Parsamian and US Congressman Frank Pallone were also present.

The guests would be happy to hear a few Armenian words in the festive
declaration, as the overwhelming majority of them spoke well and
understood Armenian. There were a few words about the Armenian
language, but not in Armenian language, although one of the priority
tasks of the AGBU for 100 years has been to preserve it and teach the
coming generations. (Perchance, this shameful negligence and
forgetfulness of Armenian was the reason that AGBU made decision to
sale the Melgonian Education Institution of Cyprus. – editorial)

Nevertheless this was a day of glory for AGBU, a worthy jubilee was
celebrated. Let us hope that the Benevolent Union will have even more
initiatives, projects and ideas in the coming years and realize them
with even more enthusiasm, being a trusty support for our people and
Homeland.

Belgian Senator conditions Turkey EU accession with recognition

Belgian Senator conditions Turkey’s EU accession with recognition of
the Armenian Genocide

During the conference dedicated to the assertions about the Armenian
Genocide Belgian Senator representing the MR Party Roland de Vivier
conditioned Turkey’s accession to the European Union with recognition
of the Armenian Genocide.

According to the Turkish `Yeni Shafar,’ the Belgian Senator said
Turkey can join the European Union only after acknowledging the
Armenian Genocide. In Senator de Vivier’s words, the Belgian
politicians of Turkish origin must also recognize the Armenian
Genocide. Noting that de Vivier is one of the supporters of including
the bill criminalizing the negation of the Armenian Genocide in the
agenda of the Belgian Parliament, the paper wrote the law still
expects its discussion in the Belgian Parliament.

`We have stated many times that Armenia exceeds the quota envisaged by
the agreement on regular armed forces of Europe. However, Azerbaijan
has also exceeded the quota,’ Special Representative of the NATO
Secretary General for South Caucasus and Central Asia Robert Simmons
declared at a press conference in Baku.

In his words, every year NATO exchanges information on the quantity of
armaments, and this year it was mentioned that Azerbaijan made
purchases that exceed the share envisaged by the agreement. `I think
this question should be solved through negotiations,’ Special
Representative of the NATO Secretary General noted. Speaking about the
necessity of appointing a civilian to the position of the Defense
Minister, Robert Simmons said NATO has never made such recommendation,
APA reports. `We always aspire to draw attention to the fact that when
preparing and executing of the budget of the Defense Ministry civilian
oversight should be guaranteed, and the question should be a
transparent one for the Parliament. We think the Ministry of Defense
must be more civilian. There should be experts on technical questions
and civilian persons working in the Ministry. It does not mean,
however, that we demand the Defense Minister to be a civilian,’ he
declared.

The political-public network `Refugees and International Right’ has
considered the first 200 applications of Armenian refugees addressed
to the NKR President.

The refugees urged the NKR authorities to assist them to get moral and
material compensation from the Azeri officialdom and criminal circles.

The applications covered data on the refugees’ former status, the
reason for their displacement, the amount of material losses they
suffered, etc.

Most of the applications /150/ was submitted by the refugees of
Baku. There were also applications from Kirovabad /19/, Shamakhi,
Zakatalay and other regions of the Republic of Azerbaijan, as well as
from Martunashen (NKR) and Artsvashen (Armenia) – territories occupied
by the Azeris. Currently all the above-mentioned refugees live in
Armenia, Russia, USA and Uzbekistan.

The overall material loss is calculated over 11 million 200 thousand
USD. To note, the calculation was made in accordance with the
1989-1990 market prices.

By the way, thirty-six refugees point out they managed to sell or
change their property prior to the migration.

Forty-nine refugees state that they were forcibly displaced by the
Azeri authorities and the others claim to have survived by accident.

Only two refugees from Martounashen and Artsvashen are eager to return
to their former dwelling places. The others have no intention of
returning to the Republic of Azerbaijan.

On March 16, RA President Robert Kocharyan received Ms. Donna
Douset-Koirolo, the World Bank (WB) Regional Director for South
Caucasus and the newly-appointed head of the WB Yerevan office
Aristomene Varoudakisi.

The sides highlighted the high level of the bilateral collaboration
and the mutual efficiency.

Robert Kocharyan pointed out the importance of high-quality reforms
and dwelt on the Armenia-WB relations from this angle.

In Mr. Kocharyan’s words, the current prosperity in the country’s
economic sphere is determined by the fruitful cooperation with the WB.

While introducing the newly-appointed head of the Yerevan office,
Ms. Donna Douset-Koirolo assured that Aristomene Varoudakisi will
continue the economic reforms further on and enhance cooperation.

The sides also referred to the programs realised by the WB in
Armenia. The RA President sees the social issues the country’s number
one priority. In this view he suggested paying more attention to the
social sphere.

Russian-Turkish Treaty of 1921 Is Illegal

RUSSIAN-TURKISH TREATY OF 1921 IS ILLEGAL

Today the Writers’ House hosted the representatives of NGOs and
parties who claim that the `treaty signed between Russia and Turkey in
1921 laid the Armenia-Turkey borderline via genocide implementation.
`The Republic of Armenia must condemn the Russian-Turkish treaty
signed in Moscow on March 16, 1921,’ they claim.

The presentees have decided to apply to the RA National Assembly, RA
NA Speaker and the chairman of the RA NA Standing Committee on State
and Legal Affairs to condemn the 1921 treaty. They suggest holding
parliamentary hearings on this score.

`Nakhijevan is an Armenian territory but under the illegal treaty of
1921 it was given to Azerbaijan. Armenia has got a full right to take
back Nakhijevan’.

The official circles must handle the matter and the RA NA must set up
a special group of specialists to consider the matter.

The representatives of the United Communists’ party and Progressive
United Communists’ Party were also present at the meeting. `The
cornerstone of our ideology is internationalism. The RA statehood
belongs to all of us despite the person’s political and ideological
views’.

ART Doesn’t Believe the Elections

ART DOESN’T BELIEVE THE ELECTIONS

Today `Tesaket’ Club hosted poet Razmik Davoyan and renowned actor
Ervand Manaryan who dwelt on the May 12 parliamentary
elections. Ervand Manaryan has decided neither to participate in the
election campaigns nor to back up any force. `I don’t want to
participate as I know for sure that most of the NA deputies are
already decided. What can I change with my participation?’

Razmik Davoyan also assumes that the engagement of the Armenian
intelligentsia in the election campaign is useless as `there is no
such demand’

To note, Razmik Davoyan is a member of ARF Dashnaktsutyun. He will
participate in the election campaign after getting familiarized with
the proportional ticket of the party.

Ervand Manaryan is astonished at the current political atmosphere. `I
don’t understand how a party may have 300 thousand members taking into
account the fact that the party didn’t exist two years ago.’

Nevertheless, the hosts of the `Tesaket’ Club realize why the parties’
tickets involved the representatives of intelligentsia. By the way,
Ervand Mamaryan is disappointed by the RA current political state, the
general atmosphere and art. On the whole, both of them don’t inspire
great expectations from the elections.

`LONG LIVE TO THE RA’

`We haven’t held a rally like this for a long time,’ Nikol Pashinyan,
member of `Alternative’ Public-Political Initiative announced during
today’s rally.

The organizers were not discouraged by the heavy rain and voiced hope
that more people would join them during the next meeting adjacent
Liberty Square.

Today the rally participants spoke of the NKR conflict. Alternative is
namely concerned over the fact that U.S. State Department has
qualified Karabakh as a territory occupied by Armenia. We find it
amusing that Vardan Oskanyan sees this interpretation a mistake.

`Robert Kocharyan must resign from office and a coup d’etat must be
held in the country in order to correct the mistake.

`Long live to the Republic of Armenia’ shouted the rally participants
and promised to hold suchlike rallies further on.

To note, Alternative will hold its recurrent demonstration on March 23
at Liberty Square.
