/PanARMENIAN.Net/ Now Azerbaijan and Armenia must work with their
societies more active for signing a peace treaty, EU’s Special
Representative for South Caucasus Peter Semneby stated. He thinks that
much can be done both by the Armenian and Azeri sides concerning the
settlement of the Nagorno Karabakh conflict.

Commenting on OSCE PA President Goran Lennmarker’s statement that
after parliamentarian elections in Armenia a peace treaty can be
signed on the Nagorno Karabakh conflict settlement, Peter Semneby
stressed that it demands courage from both parties.

"Almost two decades after the rise of the conflict it’s time for the
sides to seriously deal with the issue to sign a peace agreement. We
hope, basing on those principles and ideas that we offered last year
and the last meeting between Presidents I. Aliev and R. Kocharian in
Minsk it will be possible to reach an agreement,’ Peter Semneby stated,
"Trend" reports.

chance to keep his influence in South Caucasus; that is to recognize
Abkhazia and South Ossetia, Abkhazian Foreign Minister Sergey Shamba
stated. He said, Moscow must use the Kosovo precedent and make a
resolute step now, since afterwards the example of Kosovo will lose
its actuality. "Georgia and Azerbaijan will become NATO members,
after which Armenia will just have to follow their example.

Russia’s influence in the region will reduce to zero.

The only buffers between Russia and NATO in the region will become
Abkhazia and South Ossetia. These countries still are ready to defend
Russian interests.

But soon political figures of younger generation may come to power
there, who unlike us have not experienced war. And we know how they
will behave themselves occurring in the circle of NATO member-states,"
S. Shamba stressed. "Of course, reaction of the world community to
Russia’s recognition of Abkhazia will be negative. But any Russian
firm actions have always aroused dissatisfaction in the West. If
Russia does not recognize Abkhazia and South Ossetia now it will mean
that politicians in Moscow do not view South Caucasus as a zone of
Russian interests. Now or never: either recognition of unrecognized,
or complete loss of influence in the region," the Abkhazian FM added,
"Moskovski Comsomolets" reports.

d’Estange stated.

He said, Turkey has never been a European country and it is senseless
to speak about it. "Europe will never accept Turkey in the EU, since

find a solution to the problem-close cooperation, but not membership,"
he stated to Newsweek magazine.

seven organizations, which will carry out observation mission during
the parliamentarian elections in Armenia. Up till now 5 local and
2 international organizations are registered in CEC. The latter
two are CIS Executive Commission’s watchdog mission consisting of
8 members and CIS Parliamentarian Assembly’s mission consisting of
12 observers. From local organizations registered "Your Choice",
"Electoral Systems Center", "Apaven", and "Center of Human Rights
Protection after F. Nansen".

Alongside in four electoral districts of Armenia-N4, N13, N18 and N21,
four candidates running on majority system withdraw their candidacy.

Congress does not meet U.S. interests," Co-Chair of Turkish Caucus
of U.S. Congress Robert Wexler stated during his meeting with New
York residents of Turkish origin. Turkish Daily News reports Wexler
said that the United States must strengthen his ties with Turkey,
since it meets American interests.

Iraq preparing a large scale operation against Kurdish gorillas, one
of Iraqi internet web-sites close to Patriotic Union of Kurdistan
reported on Thursday. "The Turkish army with large forces invaded
Haftanin, Sineht and Pirbila districts in Northern Iraq, where
armored equipment and "commandos" of Special Forces are stationed,
Iraqi media reports. The Turkish general staff has not made any
comments concerning this message, RIA "Novosti" reports.

Earlier in its parts Turkish media reported about transfer of a
20-thousand division to the border with Iraq. "Elements of Turkish
armed forces created security zones along the border with Iraq in order
to prevent penetration of terrorists of Workers’ Party of Kurdistan
(PKK), CNN-Turk reports citing military sources.

The longstanding conflict of Turkey with PKK, which aims at
establishing the so-called independent Kurdistan on Turkish territory,
resulted in deaths of more than 37 000 people. Turkish authorities
refuse to carry on a dialogue with separatists and are going to
forcefully put an end to PKK.

Moscow Mayor To Arrive In Yerevan March 23

March 23. The delegation at the head of Yuri Luzhkov arrives in the
Armenian capital in the framework of the agreement with Yerevan Mayor
Ervand Zakharian. Russian delegation will participate in opening
solemn ceremony of Moscow House in Yerevan.

The same day delegation will return Moscow, "Novosti-Armenia" reports.

The laying of the first stone of Moscow House in Yerevan took place
October 8, 2005 in the presence of Luzhkov and Zakharian. The project
totals $10 million.

YEREVAN, MARCH 20, ARMENPRESS: Azerbaijani president Ilham Aliyev said
today he hopes that the Nagorno-Karabakh conflict would be solved
in favor of his country. Aliyev made his remarks when addressing a
gathering on the occasion of Novruz, an old feast celebrating the
arrival of spring.

Aliyev argued that Azerbaijan was reinforcing its international
standing saying ‘many leading countries and influential international
organizations recognize Azerbaijan’s territorial integrity."

At the same time Aliyev told his country fellows that they should
not pin their hopes on outsiders.

"We have to be strong, we have to develop our economy and our army. We
have to take all measures to be able to liberate our lands at every
moment,’ he said.

Aliyev accused Armenia of dragging off the negotiation process and
adopting a non-constructive approach.

"Armenians must known that times works for Azerbaijan," he said adding
that his country’s economy is seven times stronger than Armenia’s.

"In a couple of years we shall gain an absolute advantage over Armenia,
and this will ease our efforts to liberate our lands," he said.

PRELATE TO PARTICIPATE IN A MEETING OF PRELATES AND PRELACY REPRESENTATIVES
OF THE CATHOLICOSATE OF CILICIA IN ANTELIAS

Upon the invitation of H.H. Aram I, Catholicos of the Great House
of Cilicia, H.E. Archbishop Moushegh Mardirossian, Prelate, departed to
Antelias, Lebanon to participate in a meeting of the Prelates and
representatives of the Prelacies of the Catholicosate of Cilicia.

During the meeting, held under the auspices of His Holiness,
from March 23rd to March 27th, a number of issues of immediate concern to
the Catholicosate as well as relations between the Catholicosates of Armenia
and Artsakh, Christian Education projects, inter-church relations, the
mission of Armenian schools and the Year of the Armenian School, and various
other topics will be discussed.

The Prelate will return to Los Angeles to celebrate Palm Sunday,
Holy Week, and Easter with the Prelacy faithful.

DURING HOLY MASS ON THE FIRST ANNIVERSARY OF THE REESTABLISHMENT OF
THE LAS VEGAS PARISH AS STEWARDS WE MUST SECURE OUR SPIRITUAL
BLESSINGS THROUGH THE MATERIAL BLESSINGS GOD GRANTS US
DECLARED THE PRELATE

On Friday, March 9th, H.E. Archbishop Moushegh Mardirossian,
Prelate, departed for Las Vegas for a two day visit with the parish. The
Prelate was accompanied by Executive Council members and the committee for
distant parishes.

On Sunday, March 11th, the Prelate conducted Holy Mass assisted
at the altar by Religious Council Chair and Christian Education Department
Co-Director Very Rev. Fr. Muron Aznikian, as well as Archdeacon Zohrab
Yaralian from St. Garabed Church.

In his spiritual message, the Prelate congratulated the parish
on the first anniversary of their reestablishment, commended the efforts of
the devoted servants of the parish, and wished them success. In his sermon
on the fourth Sunday of Lent, the Sunday of the Unjust Steward, the Prelate
emphasized the necessity of doing good deeds with the material blessings and
opportunities God grants us. God trusts us to use the earthly, material
blessings He offers us to bring about higher, eternal values, for he who is
faithful in what is least, is also faithful in much. If we, as stewards,
are not faithful and cannot be trusted with earthly riches, how will God
trust us with eternal treasures? The Prelate urged the parishioners to
serve toward the enhancement of the community through their collective
efforts and means, and work together to achieve the plan to build a church.

During the requiem service following Mass, special prayers were
offered for the soul of Hrant Dink on the 40th day after his assassination.

Church services concluded with the singing of "Giligia" and "Mer
Hayrenik" and the "Bahbanich" prayer by the Prelate. A reception organized
by the Ladies Association followed.

On the evening of Saturday, March 10th, a banquet took place
under the auspices of the Prelate with the participation of Executive
Council members. Throughout the two-day visit, the Prelate and Executive
Council members also had the opportunity to meet with the parish council and
the newly established Ladies Association to discuss the actualization of
future endeavors. Taking into consideration the relentless work of the
Parish Council, its commission was extended for another year.
