TUSIAD TO HOLD TALKS WITH US CONGRESSMEN

A team of top officials from the Turkish Industrialists and
Businessmen’s Association (TUSİAD) is due to have talks with
prominent US Congressman and Administration authorities as part of
Turkey’s efforts to prevent the passage of congressional resolutions
calling for recognition of World War I-era killings of Armenians in
the Ottoman Empire as genocide, the Turkish Daily News reports. The
team includes TUSİAD Chairwoman Arzuhan Dogan Yalcındag, Deputy
Chairman Ferit Å~^ahenk and Deputy Chairwoman Umit Boyner.

The TUSİAD delegation will meet with Democratic lawmaker Robert
Wexler, Cairman of the House Foreign Relations Subcommittee on Europe
and co-chairman of the Turkey Caucus in the US Congress.

Also planned are talks with State Department officials and a senior
official with the International Monetary Fund and meetings at the
Brookings Institution and the Council on Foreign Relations.

"Turkey is involved in an overall effort to stop the resolutions,
and the TUS İAD visit is aimed at contributing to that effort,"
said the TUSİAD official.

Armenian Authorities Refuse To Authorize Rally In Yerevan

Yerevan, 19 March: The Yerevan city authorities did not give permission
to the Prosperous Armenia Party [PAP] members to stage a rally at
Freedom Square on 27 March, the PAP press service has said.

The report said that the PAP wanted to stage a rally at Freedom
Square from 1800 [1400 gmt] to 2000 [1600 gmt] on 27 March. There is
no information about further actions by the party.

Earlier the mayor’s office did not allow the opposition socio-political
Alternative movement to stage a rally at Freedom Square on 30
March. Members of the opposition have said that they will protest
the decision in court. Meanwhile, the mayor’s office failed to
prohibit within constitutional deadlines the staging of a rally by
the Alternative movement at Freedom Square on 23 March.

NKR: Hospital… Wanted

The village of Karmir Shuka, Martuni Region, used to have a hospital
until 1996 but in 1997 it was reorganized into a medical ambulatory
due to a lay-off and several other problems. The head of the ambulatory
Svetlana Avagian says 937 people of the village and patients from the
adjacent 9 villages get medical care at the ambulatory. The patients
mainly have chronic diseases. The staff of the ambulatory consists
of 10 nurses. "Once a quarter the Red Cross provides medicine to
the ambulatory," she says. It is mainly first aid medicine, the
municipality also helps, and since May 2006 Karabakh Gold winery
provides spirit, said Svetlana Avagian. She said that over the past
five years the government provided medicine and medical instruments
only once. Svetlana Avagian says there are patients who need hospital
care but cannot afford to go to Stepanakert. "If the village had a
hospital with at least 10 beds, we would not have such a problem,"
said the head of the ambulatory. The government will hopefully attend
to this problem.

NKR: Only Investments Are Not Sufficient

Along with the development of the economy, different organizations are
set up to foster this development. Besides the government agencies, the
public sector is gradually becoming engaged in this process, which is
evidence to changes in the economy and the approach of the society. The
Regional Business Center NGO was set up in NKR in August 2006, after
the International Alert launched the Business and Conflict program in
2002 with the three recognized and three unrecognized countries of the
South Caucasus (Armenia, Georgia, Azerbaijan, Abkhazia, Ossetia, NKR)
and Turkey, said the director of the NGO Valery Balayan in an interview
with the Azat Artsakh. "The British organization included Turkey
because they think the important routes connecting the South Caucasian
states with Europe run across Turkey. And they found it important to
include Turkey as well. We offered to include Russia as well because
this country has major interests and influence in the region, however,
this effort failed, which was partly due to the indifference of the
Russian party." Valery Balayan says one of the goals of the NGO is to
support small and medium-sized businesses. "In some developed countries
the small and medium-sized businesses provide 60-70 percent of the GDP,
and employ 50-60 percent of the labor pool of these countries. It
means we have a lot to do yet. Our organization intends to mediate
dialogue between the NKR government and enterprises. I think there is
need for this dialogue today. We have problems with taxation, this
sphere needs to be improved. Considering this, the collaboration
of the government with the businesses will produce only positive
results." The Regional Business Center and the International Alert
are partners on the Business and Conflict Program. In answer to our
question how business and conflict are related, Valery Balayan said:
"The idea of the initiators is that business relations, two-party
and multi-party relations may relieve the atmosphere of intolerance.

We will not exaggerate if we say that even with the
Armenian-Azerbaijani tensions and the absence of relations between
Armenia and Turkey there are businessmen from both sides who seek for
cooperation. However, the government policies affect this. The Armenian
environment is more tolerant and ready for a itizens do not wish and
have no opportunities to become involved in this dialogue. We have
foreseen dialogue. In Azerbaijan, where the government carries on
anti-Armenian propaganda, ordinary c joint activities, efforts for
cooperation. However, presently there are no ways of implementing
them. Besides, a developed economy necessitates the search for ways
of cooperation. In this sense, every step towards the development of
our economy indirectly increases possibilities. As to the choice of
small and medium-sized enterprises, it was not made at random. Small
and medium-sized enterprises develop only at peace, unlike major
enterprises which can operate at war as well." Valery Balayan said
in late February the NGO held the first photo exhibition headlined
"Small and Medium-Sized Business in Karabakh". "We wanted to show
that besides mere investments and government support a continuous
and clear-cut policy is required, including from production of raw
materials to processing and sale."

According to Valery Balayan, another program is underway. "We intend
to do a research on the NKR small and medium-sized business, the
legislation and tax policy to figure out the factors which hinder
the development of small and medium-sized enterprises."

NKR: Government Focuses On Water Supply Problem

The first stage of the water supply program of Stepanakert will have
been finished by April 15, stated Prime Minister Anushavan Danielian
in the recent meeting of the NKR president at Artsakh State University
answering the question of one of the professors. According to the
prime minister, no drinking water program has been carried out,
even worked out in Karabakh for decades now.

In 2001, as in 2006, the population of the capital was facing a
major water problem due to the drought. The government invited
specialists of Armwaterproject Institute who have been working in
Artsakh for two years. They study the area and the sources around
the capital. The program will allow pumping 15 thousand cu m water to
the capital to supply 24-hour running water. The program costs 8-10
million US dollars. According to the prime minister, it is not a big
sum for such a major program. "However, it does not mean that we do
not stir a finger. We use every possibility to improve water supply
somehow. We have provided 25 million drams to the City Hall for a new
pumping station and reservoirs. This year 200 million drams will be
allocated for the same purpose.

>From next year serous steps will be taken for a fundamental solution
of the problem of water supply," Anushavan Danielian said. Since
water is also an issue of strategic importance, it is in the focus
of attention of the NKR government, the prime minister says.

NKR: Vaccination Of Children Against Measles Started In NKR

On March 12 the program of vaccination of children against measles was
launched in Karabakh which had begun in other countries five years ago,
in 2002.

According to the NKR minister of health Zoya Lazarian, Artsakh falls
behind because the country is unrecognized, and cannot participate
in various programs.

The ministry of health of Armenia and the Millennium Armenian
Children’s Vaccination Program have negotiated with international
organizations but in vain. The international organizations refused to
provide the vaccine. Recently the vaccine has been finally acquired
thanks to the Armenian Ministry of Health and Karabakh Telecom. On
March 12 the coordinator of the Millennium Armenian Children’s
Vaccination in Armenia Narineh Hayrapetian, the director of the
Armenian national program of immunization Gayane Sahakian and experts
of the Armenian Ministry of Health arrived in Karabakh to take part
in the seminar marking the start of the vaccination program. The NKR
minister of health Zoya Lazarian thanked Karabakh Telecom, Millennium
Vaccination of Armenian Children Foundation and its founder Raffi
Atajian and everyone who contributed to this mission.

YEREVAN, MARCH 20, NOYAN TAPAN. During his recent visit to Syunik,
RA MP Vazgen Manukian, Chairman of National Democratic Union, was
not given a room at hotels and was not provided a hall for meeting
with local population. As V. Manukian stated at the March 20 press
conference, directors of hotels were terrified and were made "not
to give room to enemy" and and he received threats through anonymous
telephone calls.

In his words, this visit showed that the people is not broken and
the authorities are afraid that representatives of opposition can
come and raise the people and in this case they will have no salvation.

The NDU Chairman said that he does not pursue the goal to raise the
people, but will continue visiting various regions to see what is
taking place in the country on the threshold of the elections. "I am
engaged in politics not for becoming an MP," V. Manukian said.

He stated that during the elections NDU will support any opposition
force or figure who will express such willingness. In particular,
all NDU structures will work in favor of PPA.

As regards former Commander of NKR Defence Army Samvel Babayan who
has been nominated by majoritarian electoral system in Goris, in
V. Manukian’s words, supporting his candidature is not connected
only with his personality. In NDU Chairman’s words, the brother
of Defence Minister Serge Sargsian has been nominated at the same
electoral district. He "is a real nothing" and does not enjoy people’s
confidence. "If Alexander Sargsian is defeated, this will be a strong
blow for Serge Sargsian: I want Serge Sargsian to receive a strong
blow," V. Manukian stated.

YEREVAN, MARCH 20, NOYAN TAPAN. Lately the Kentron and H2 TV companies
have applied to the Press Office of Zharangutiun (Heritage) Party
inviting party leader Raffi Hovannisian to take part in Urvagits
ans Chorrord Studia political broadcasts. But as it was mentioned in
the press release of party’s Press Office, "it is strange that after
information blockade lasting a year and a half such invitations were
received at the very moment when R. Hovannisian is away for some days."

According to the statement, if that "bursts" of attention are
not formal, these TV companies will have an opportunity to receive
R. Hovannisian already one of these days, as soon as he is back. "And
in that case it will be possible to state that the bonds imposed
from the presidential residence on native TV companies have softened
a little."

The Zharangutiun Party’s Press Office also touched upon NA Speaker
Tigran Torosian’s statement that R. Hovannisian’s frequent trips
to foreign countries maybe have impact on not giving him the right
to speak on TV. In connection with that statement it was mentioned
that the majority of political figures, including NA Speaker, much
oftener and for a longer time travel abroad, which, nevertheless,
does not hamper to give not seconds or minutes but hours to coverage
of their activities.

YEREVAN, MARCH 20, NOYAN TAPAN. At the March 20 morning sitting RA
NA adopted 17 out of 27 bills and legislative packages discussed the
day before.

Voting of four issues was postponed and adoption of another six issues
failed, as 66 MPs should have taken part in the voting.

The majority of bills and legislative packages adopted by the
parliament envisage amendments and additions to current laws.

By amendments and additions to two laws on service in National Security
bodies and Police adopted in the first reading dual citizens’ service
in National Security Service and Police highest posts is prohibited.

By amendment to the law "On National Security Bodies" the above
mentioned bodies having the right to carry out preliminary
investigation and investigation are permitted to have places for
keeping imprisoned people in consideration of the fact that the former
investigation isolation cell of National Security Service was given
to subordination of RA Ministry of Justice.

By the package of amendments and additions to laws "On Electronic
Communication" and "On State Duty" adopted in first reading, in
particular, the current rates of pay of state duty for exploitation
of public electronic communication networks are reduced in average
by 6-8 times, which, according to the government, will contribute
to spreading of Internet communication and full establishment of
electronic society in Armenia.

By one of bills not approved by the parliament the government proposed
making amendments to the law "On State Duty" by raising the amount
of state duty for receiving permission of foreign currency sale
and purchase from current 50 thousand drams to 600 thousand drams
(nearly 1.7 thousand USD).

The HSBC Bank Armenia is moving to a new building (Teryan 66), and
the former place of the head office is occupied by the second branch
of the bank in Yerevan (V.Sargsyan 9).

Today, the press service of the Central Bank of Armenia told ArmInfo
that by CBA Chairman Tigran Sargsyan’s decision dated March 19, the
HSBC Bank Armenia’s new regulations with the new address of the head
office have been registered, and the former address of the bank has
been assigned to its new branch by another decision.

According to the source, on the same day a decision was taken to
register two regional branches of the ArmBusinessBank – "Vanadzor"
and "Talin".

To note, by Jan 1, 2007, each of the mentioned banks had one branch
in Yerevan.
