Agents of the Moscow Criminal Investigations Department detained
three persons suspected of murdering two Armenian citizens.

Russian media report that the arrested are citizens of Moscow and
Voronezh Districts. They are charged with kidnapping Armen Nalbandyan,
29, and Gurgen Khachatryan, 26, who were working as constructors in
Istratovo District. The criminals took the kidnapped Armenian to the
woods and smothered them. " Investigators think that the competition
between brigadiers served as a motive for the crime," said the
representative of the General Board of the Ministry of Interior
Affairs. An accusation against the detainees has been brought in
compliance with Article 105 of the Russian Criminal Code (murder of
two or more people).

NKR Army is always ready to resist any assault against its air space,
Press Secretary of the NKR Ministry of Defense Senor Asratyan told
ArmInfo, commenting on the reports of the Azeri media on the flight
of Azerbaijani MiG-29 fighters along the contact line between the
Armed Forces of Azerbaijan and Nagorno Karabakh.

According to Senor Asratyan, Azerabijani planes periodically carry
out such flights. "So far there has been no case of violation of the
NKR air borders.

However, if it occurs, we are ready to prevent such attempts and
resist any assault against our air space," Senor Asratyan underlined.

The American Co-Chair of the OSCE Minsk Group Matthew Bryza advises
Azerbaijan to demonstrate patience before the parliamentary elections
take place in Armenia. Yesterday Bryza declared in Tbilisi that Baku
should demonstrate patience and give time to the Armenian side to
hold the parliamentary elections, " Trend" reports.

In his words, only after the parliamentary elections in Armenia we can
anticipate activation of the negotiation process. Simultaneously,
he underlined that the Armenian side must also "be willing to
continue the negotiation more intensively after the parliamentary
elections." The American diplomat underlined that both sides show
interest in continuing the negotiations. "I felt during my visit
to Baku that both President Ilham Aliyev and Foreign Minister Elmar
Mammadyarov are ready to uphold the negotiation process. I had the
same feeling in Yerevan," Bryza noted.

The American Co-Chair stressed that any of the conflicting sides has
its small details which it would like to include in the negotiation
process. "Now I would not like to discuss the negotiation process,
since it will disturb the process," Mathew Bryza declared.

The Å~^iÅ~_li Office of the Public Prosecutor adjudicated that
historian Taner Akcam who in his article, published in the AGOS
journal, wrote the sentence " I believe that what happened between 1915
and 1917 was holocaust," was innocent, the Turkish Daily News reports.

The Office of the Public Prosecutor stated that using the word
"holocaust" is within the lines of freedom of speech and does not
contain an expression of insult against Turkey. The decision was
announced 12 days after the assassination of Hrant Dink, who was
judged in violation of Article 301 of the Turkish Penal Code (TCK)
for also expressing the word "holocaust."

Taner Akcam has backed his former colleague, Dink, with the
article which said, "If using the word ‘Holocaust’ is a crime then
I am committing it at least once every single week. I have to be a
collaborator in Hrant’s alleged crime in order to clear this situation
of injustice." The Office of the Public Prosecutor ruled on Jan. 30
that the sentence authored with Akcam’s pen did not constitute an
offense and was within the limits of freedom of speech.

One hundred members of the UK Parliament recognize the events in
Ottoman Turkey in the early 20th century as the Armenian Genocide,
the web-site of the "Orange" British newspaper ()
reports. According to the source, a milestone on the road to Armenian
Genocide recognition in the UK was passed yesterday, when Ed Davey
became the 100th MP in the House of Commons, London, to sign a Motion
recognizing the Armenian Genocide. The motion was put by Bob Spink
MP in December.

There are over a thousand motions in the House of Commons at this time
but this is the only motion opposed to government policy which has
accumulated 100 names. The motion will run until November so there is
still plenty of scope for the number to increase. The Genocide issue
is a high priority amongst MPs, and they express willingness to vote
on the issue in the late autumn.

Of the motions on international issues, only motions on Burma, Zimbabwe
and Darfur have gained more signatures. The House of Commons consisting
of 650 MPs is elected for 5 years.

The Nagorno-Karabakh Defense Army is always ready to repel any
claim on its air borders, Lieutenant Colonel Senor Hasratyan, the
press-secretary of the Nagorno-Karabakh Defense Minister, told an
ArmInfo correspondent, commenting upon Azeri mass media’s announcements
about the flights of Azeri MiG-29 fighters along the contact line of
the NKR and Azeri armed forces.

According to Senor Hasratyan, Azeri planes make such flights

Italy’s Agusta Aerospace Wins Turkish Attack Helicopter Contract

ITALY’S AGUSTA AEROSPACE WINS TURKISH ATTACK HELICOPTER CONTRACT

Italy’s Agusta Aerospace on Friday won a major Turkish tender worth
US$2.7 billion (A2.0 billion) to co-produce attack helicopters as
Turkey sought to diversify resources from its usual supplier _ the
United States.

For the first time since they began cooperating in arms sales, no U.S.

companies bid for the contract because of strict Turkish
regulations. The rules stipulate Turkey be given full access to
the aircraft’s specific software codes _ which the U.S. considers a
security risk _ and a guarantee from the provider’s government that
there would be no political obstacles to the sale.

U.S. firms have been the main arms suppliers to Turkey, a key
element of NATO’s southern flank during the Cold War. Turkey, whose
neighbors include Iran, Iraq, Syria and traditional rival Greece,
has been eager to supply its large army, which is also dealing with
a domestic Kurdish insurgency.

The contract is for the co-production of 30 Mangusta A-129 helicopters
with an option for 20 more, Defense Minister Vecdi Gonul said. The
Turkish model will be named T-129.

The only other company to be shortlisted in the tender was Denel of
South Africa. Franco-German company Eurocopter and Kamov of Russia
were eliminated earlier in the process.

Denel’s Rooivalk helicopter was powered by an engine manufactured by
France _ with whom Turkey suspended military relations in November
in response to proposed French legislation that would criminalize
denying that the mass killings of Armenians in the Ottoman Empire at
the end of World War I amounted to genocide.

Asked whether the use of a French engine in the South African model and
the tensions with France over the Armenian bill negatively affected
the selection process, Gonul said: "all aspects were evaluated,"
private Dogan news agency reported.

But Gonul said the main factor in the decision was the huge price
difference, the state-run Anatolia news agency reported. He did
not elaborate.

Turkey imposed new bidding rules for military contracts in 2005, after
it canceled a 2004 tender when a deal for U.S. firm Bell Helicopter
Textron’s "King Cobra" _ a Turkish version of the AH-1Z Super Cobra
used by U.S. Marines _ collapsed over price, technology transfer and
licensing problems.

Turkey went through a low point in defense relations with Washington
following its refusal to host U.S. troops for the invasion of Iraq
in 2003. It has actively sought out other potential arms suppliers,
making Turkey’s business less attractive for U.S. companies.

The new rules also empower Turkey to substitute alternative, locally
manufactured components such as weapon systems, the mission computer,
avionics and electronic warfare suites, and require the supplier to
integrate other systems or equipment built by Turkish companies.

Turkey’s concerns over technological control of its weaponry increased
after it faced arms blockades from several countries because of
human rights problems in its fight against Kurdish guerrillas, while
Washington demanded Turkish progress on human rights as a condition
for arms sales.

Meanwhile, Turkish firm Otokar, which produces armored vehicles, won
a tender of US$500 million to develop a main battle tank prototype,
private CNN-Turk television said. If successful, the firm could be
granted the authority to produce tanks to replace Turkey’s aging tanks.

Gonul expressed hope that his country would be allowed to produce
upgraded F-16 warplanes under U.S. license. Turkey had assembled
previous F-16 models under U.S. license.

US Assistant Secretary of State Matthew Bryza is content with the

Margaryan’s untimely death"

The sudden death of Armenian Prime Minister Andranik Margaryan not only
became a tragedy for his family and relatives, but also shocked his
numerous supporters and comrades in the Republican Party of Armenia
(RPA) he led.

Meanwhile, this tragedy gave rise to many questions, including the
opinion that the death of one of the most significant figures in
Armenian politics was not a natural one. It looks like there are
enough reasons to back such opinions when one tries to find out who
would benefit from the sudden death of the prime minister.

According to the close circle of the prime minister, Margaryan and
his family members received threatening phone calls recently demanding
that he resign and voluntarily leave the RPA he led. Many in Armenia
linked this to the election campaign and the plans of the forces close
to [Armenian President] Robert Kocharyan to neutralize Margaryan,
who until recently, enjoyed one of the highest ratings among the
politicians seeking high offices in the country.

In addition, it is reported that in his capacity of prime minister,
Margaryan possessed compromising documents about corruption in the
country’s armed forces, illegal property deals involving the top
military leadership of Armenia, as well as facts of illegal waste of
budget money envisaged for military purposes, and that he planned to
make those facts public before the parliamentary election set for 12
May 2007.

According to experts, who checked up Margaryan, the cardiac arrest was
provoked by an external factor that put enormous psychological pressure
on him and by nervousness not usual for the prime minister. His
relatives also seem to be suspicious about the late arrival of
ambulances during the cardiac arrest.

The analysis of the political developments in Armenia in the past
years, rich in facts of removal (including physically) of many of the
current regime’s opponents, indicates that only one force could be very
interested in the death of Margaryan, and that is the "Karabakh clan"
headed by President Robert Kocharyan and the mighty defence minister,
Serzh Sargsyan.

According to some information, the resignation of Andranik Margaryan
from the post of prime minister was mulled as early as in 2001 in
the corridors of power. President Kocharyan considered Margaryan’s
candidacy as a "transitional figure" and was planning to sack him
after strengthening his grip on power.

There were several reasons for that. First, the leaders of the
"Karabakh clan" did not trust a Yerevan native, who was trying to
play his own game.

Second, the prime minister maintained close ties with the opposition,
and in particular, the Republic Party, which united many comrades
of Margaryan.

Margaryan’s resignation, however, could have serious negative
consequences for the president and his circle. Taking into account
that the issue of Kocharyan’s power being illegitimate is hot, should
the chairman of the RPA that has the majority in parliament switch
to the opposition, this could result in initiating an impeachment of
Kocharyan backed by other anti-Kocharyan factions.

Because of these reasons, Kocharyan had to tolerate the unwanted
premiership of Margaryan until the confrontation between the head of
the cabinet and the representatives of the "Karabakh clan" reached
its peak. The forthcoming parliamentary election was the reason
for this. The thing is that the RPA has great chances to lead a
majority in the National Assembly [parliament] as was the case with
the past two elections. However, the prospect of Serzh Sargsyan,
who was included in the RPA last year, with a further nomination for
prime minister, escalated the confrontation between the Margaryan
supporters and the "Karabakh clan". Apparently, Andranik Margaryan
too, who, in the past years, managed to take control practically
of all the regions and local governments, was not very enthusiastic
about such a prospect. He was prepared to become a "used material"
in the hands of scriptwriter Kocharyan.

Therefore, Andranik Margaryan became a touchstone for the plan
of Kocharyan and the corrupt defence minister, Serzh Sargsyan, to
protect the political and economic longevity of the "Karabakh clan"
in Armenia. And in the fight for survival, that stone had to be either
buried to blown up. No other way is acceptable to these people as
life shows.
