/PanARMENIAN.Net/ As Turkey-EU relations enter a critical period, the
Turkish government replied harshly to the EU term president Finland’s
deadline of Dec.6 for the Cyprus issue, reports the Zaman. Assessing
Finnish Prime Minister Matti Vanhanen’s statement that the deadline
for the Cyprus issue was the first week of December, Turkish Prime
Minister Recep Tayyip Erdogan said, `We will not take any steps if
unacceptable proposals are put before us.’
Erdogan noted that Minister Gul will head to Helsinki on Saturday
after wrapping up talks with technocrats and administrators. Gul said:
`If we can find a way to settle the issue, we will welcome it, but
Turkey has done its duty. Turkey’s expectation when signing the
protocol was that the EU would start free trade with Turkish
Cypriots.’ `This cannot be done through blackmailing and deadlines,’
the foreign minister said.

AZERI ANALYST SAYS KARABAKH CONFLICT HINGES ON NATO STATUS
Vafa Quluzada, former state adviser on foreign policy, has said that
the settlement of the Nagornyy Karabakh conflict depends directly on
Azerbaijan joining NATO. Speaking in an interview with an Azeri
website, Quluzada said that little effort is being made in reality to
resolve the conflict and that Armenia is merely a pawn in the hands
of Russia. He predicted that pressure would be put on the Kazakh
president by Russia once the latter begins to dislike Nazarbayev’s
policies. The following is the text of the interview with Vafa
Quluzada conducted by C. Ali entitled `Vafa Quluzada: “The solving of
the Karabakh problem depends directly on Azerbaijan joining NATO”,’
posted on the Azerbaijani website Day.az on 20 November; subheadings
have been inserted editorially:
An exclusive Day.az interview with Vafa Quluzada, former state
adviser of Azerbaijan on foreign policy issues and political expert.
[Correspondent] A few days ago Karabakh separatists conducted
military exercises in immediate proximity of the line of contact
between troops. What, in your view, was the cause of this, and is
this occurrence connected with forthcoming visit in the very near
future to the region of conflict of the co-chairmen of the OSCE Minsk
Group and the negotiations between the presidents of Azerbaijan and
Armenia?
Foreign policy is a balancing act despite Russian pressure
[Vafa Quluzada] I believe that this exercise is an attempt to put
pressure on Azerbaijan, moreover not from the side of Armenia, but
Russia. In other words, Moscow wants it to be understood that the
Armenians can be thrown at us at any time.
[Correspondent] What is this pressure connected with?
[Quluzada] This is connected with the process of integrating
Azerbaijan into Euro-Atlantic structures, which is developing
sufficiently successfully. NATO requires even greater rapprochement
from Azerbaijan. So far we have been doing a balancing act,
developing good neighbourly relations with Russia, working with it
and, I would add, at the same time integrating into NATO in a
restrained manner.
However, in order to satisfy Brussels and Washington, Azerbaijan, in
their view, must undertake more weighty steps in this direction. And
that is why there is nothing surprising that Russia, which is afraid
of our rapprochement with the North Atlantic alliance, attempts to
use any sort of measures for applying pressure on Azerbaijan.
By the way, I consider such a measure, the holding of the second
Russian march on 21 December, on the anniversary of the birthday of
Joseph Stalin, which will involve the participation of radical
Russian nationalist forces. As is known, in the course of this first
“march”, which passed recently, four Azerbaijanis were killed. And if
soon in Moscow they do not see manifestations of the withdrawal of
Azerbaijan from rapprochement with NATO, the second such attack by
Russian nationalists threatens to become bloodier, and I do not rule
out that with the further development of events our fellow
compatriots who live in Russia, this sad participation will also
befall Georgians.
“Armenia is pawn of Russia in Karabakh conflict”
[Correspondent] Is it possible to expect some new initiatives from
the latest visit by the co-chairmen on stepping up the process of
resolving the Nagornyy Karabakh conflict?
[Quluzada] It is not worth waiting for any new proposals from the
visit of the co-chairmen. All their proposals, just like the position
of the sides are well known. During his recent visit to Turkey,
President Ilham Aliyev said once again that the he will never approve
the option of a solution with Nagornyy Karabakh existing outside of
Azerbaijan.
True, the Russians have one option: the release of three occupied
regions of Azerbaijan in exchange for renewal by Azerbaijan of its
membership of the [CIS] Collective Security Organization [which Baku
left in 1999] and agreement to the creation of Russian military bases
on its territory.
That is, for the sake of an attractive, in principle, the idea of
release from the occupation of a number of large districts, Baku must
voluntarily forego its independence and become a vassal of Russia, of
the type that Armenia is. But we never will agree to this.
[Correspondent] The negative attitude of Baku to the Russian military
presence is understandable. But in what there can be the negative
consequences of Azerbaijan returning to the Collective Security
Organization? To reject receiving Russian arms at privileged prices
simply due to not wanting to accept Armenian servicemen. Indeed,
after all, we do participate together with Armenia in the CIS Council
of Ministers of Defence.
[Correspondent] One should realize that Armenia is not a state, which
resists us in the Nagornyy Karabakh conflict. In reality Russia is
this state and Armenia is all of just a tool in its hands. Russian
State Duma Speaker Boris Gryzlov somehow called Armenia the advance
post of Russia in the Southern Caucasus, and this is the truth. But
the return of Azerbaijan to the Collective Security Organization will
unavoidably bind us to agree to the return of Russian servicemen.
[Correspondent] But in Kazakhstan, one of the member nations of the
Collective Security Organization, there are no Russian military
facilities.
[Quluzada] But then again there is an imposing Russian diaspora,
which in the case of Russia is for certain used to overthrow
President Nursultan Nazarbayev as soon as his policies stop suiting
Moscow. In Azerbaijan the Russian part of the population is not so
numerous to be able to use it for political purposes.
[Correspondent] Returning to the theme of the visit of co-chairmen.
Does it turn out then that this event in the current conditions is
just a formality of protocol?
[Quluzada] The illusions of community for each arrival by co-chairmen
were not substantiated initially. I believe that the mediators who
represent Russia, US and France, who have no connection at all with
the leadership of these countries, simply work independently. They
are perfectly aware of the lack of prospects for regulation in the
current under the present conditions so that the leadership of these
countries can occupy themselves with this problem.
Therefore, in such conditions, I regard the last quite optimistic
statements by American co-chairman Matthew Bryza to be simply
speculation. The work of the co-chairmen is only a show and showing
off.
About what progress it is possible to talk about when the leadership
of Armenia, having occupied Azerbaijani territories, declare that
Nagornyy Karabakh have never belonged and never will belong to
Azerbaijan, and Baku will never agree to the separation of these
lands?
[Correspondent] Does this mean that the possible meeting between the
presidents of Azerbaijan and Armenia within the framework of the
quick CIS summit in Minsk is also doomed to failure?
[Quluzada] Yes, this meeting is absolutely senseless. In the current
conditions of incompatible contradictions between the presidents, as
was the case earlier, they will certainly have a cup of tea and
depart.
Conflict hinges on Azerbaijan’s NATO membership
[Correspondent] So are hopes for a speedy solution to the conflict
very illusive?
[Quluzada] Hopes for a settlement do exist and they are connected
with the further extension of NATO into the Caucasus and the
disintegration of the Russian empire. But these times are at hand.
The rising price of oil, which is the cause of the current existence
of this empire, is not eternal. And the Americans, after a speedy
exit from the Iraqi crisis will deal with Russia directly.
It is worth understanding clearly that in Moscow, as before, they are
still raving on about the restoration of the USSR, and as long as
Russia has imperial desires, it will be impossible to regulate the
Karabakh conflict.
The depressing demographic situation in Russia contributes to all of
this. According to forecasts, in the next 20 years, the Slav
population of this country will decrease by 50m people, and even now
the Muslim population of Russia is about 40m people. So in time
Russia will also become a Muslim country.

Ukraine signs military coop plans with Azerbaijan, Armenia

UKRAINE SIGNS MILITARY COOPERATION PLANS WITH AZERBAIJAN, ARMENIA
Brest, 23 November: The Ukrainian and Azeri defence ministries have
approved a cooperation plan for 2007. It was signed by Ukrainian
Defence Minister Anatoliy Hrytsenko and Azeri Defence Minister Safar
Abiyev.
The plan envisages holding six joint events by the two defence
ministries: three in Ukraine and three in Azerbaijan.
Among the events planned are the Ukrainian defence minister’s visit
to Azerbaijan in 2007 and a visit of the Azeri chief of General Staff
to Ukraine.
The plan envisages the continuation of active work to set up an
international centre for training aviation personnel and aviation
specialists in Baku, with Ukraine taking an active part. The centre
will train aviation personnel to counter acts of terrorism.
The cooperation plan also envisages sharing experience in military
education.
[The Ukrainian and Armenian defence ministers also signed a
cooperation plan for 2007 in Brest, the UNIAN news agency reported at
1410 gmt. The plan envisages joint participation in exercises, in
particular See Breeze-2007 in Ukraine. It also includes a visit of
the Armenian chief of General Staff to Ukraine and joint training for
peacekeeping operations.]

controversial Middle East historian Bernard Lewis was
amongst those honored by President Bush this month
with the prestigious National Humanities Medal,
reported the Armenian National Committee of America
(ANCA.) President Bush, joined by First Lady Laura
Bush, bestowed the medal at a November 9th ceremony
held in the White House Oval Office. Bernard Lewis,
Professor Emeritus at Princeton University in the
department of Near Eastern Studies, began his career
as a historian with an honest assessment of the
Armenian Genocide as a “terrible holocaust.” He soon
reversed his position, serving as leading spokesman
for the Turkish government’s denial campaign. Lewis’
genocide denial became international news on June 21,
1995, when a French court condemned him for statements
he made during a 1993 interview with French newspaper
“Le Monde.” The case, which argued that Lewis’
statements caused harm to Armenian Genocide survivors,
was filed by the International League Against Racism
and Anti-Semitism and the Forum of Armenian
Associations, representing a number of French Armenian
organizations, including the ANC of France. The Court
found Lewis “at fault,” stating that, “his remarks,
which could unfairly revive the pain of the Armenian
community, are tortuous and justify compensation.”
Lewis was symbolically fined one franc and “Le Monde”
was ordered to reprint portions of the French court
judgment, which appeared two days later.
“The President’s decision to honor the work of a known
genocide denier – an academic mercenary whose
politically motivated efforts to cover up the truth
run counter to the very principles this award was
established to honor – represents a true betrayal of
the public trust,” said ANCA Executive Director Aram Hamparian.

No warm welcome for Pope in Turkey

Ankara – When Pope Benedict XVI arrives in the Turkish capital Ankara
on November 28 the usual thronging crowds that accompany most papal
visits abroad will not be present, the Prime Minister will be in
another country and the President will not be waiting to meet him as
the pope steps down from his aircraft.
The papal visit has been surrounded by controversy since it was first
mooted when Pope John Paul II was still head of the Catholic Church.
The original invitation was issued by Greek Orthodox Patriach
Bartholomew I, whose seat is in Istanbul, an invitation that the
Turkish state said the patriarch had no right to send.
It may seem like a triviality, but Turkish officals took exception to
the invitation on the grounds that since the pope is the head of the
Vatican State, then the invitation must be issued by the head of the
Turkish state, President Ahmet Necdet Sezer.
After a seemingly long wait, Sezer finally did issue an invitation
which the then pope accepted.
The controversy seemed over until German-born Cardinal Joseph
Ratzinger was elected pope in April, 2005.
Turkish newspapers immediately recalled that when he was a cardinal,
Ratzinger had said that Turkey should not become a member of the
European Union.
Then came the pope’s September 2006 speech in which he quoted a 14th
century Byzantine emperor who had said that Islam was a religion
spread by the sword. Muslims in Turkey and many other countries
immediately protested.
While the pope expressed regret for the upset his comments had caused
he did not give an unequivocal apology.
The president of the state-controlled Religious Affairs Directorate,
Ali Bardakoglu, has said that while the visit may help to improve
relations between the Catholic and Muslim worlds, the pope should
offer a complete apology for his remarks.
“The trip won’t resolve all of the problems but it will be a good
step in the direction of dialogue,” Bardakoglu told Italian newspaper
La Stampa.
In his capacity as head of state, the pope will meet the Turkish
president and Bardakoglu and will later travel to Ephesus, the site
where Mary, mother of Jesus is thought to have spent her final days.
He will then move on to Istanbul where he will meet Greek Orthodox
Patriarch Bartholomew I.
While Vatican officials have said this will be the highlight of the
pope’s trip, a chance to further relations and heal old wounds
between the the Catholic and Orthodox church, it is being looked at
with suspicion by Turkish officials.
The status of the patriarch is a particular thorny diplomatic issue
in Turkey. Turkey does not recognise Bartholomew’s title of His All
Holiness Ecumenical Patriarch, instead referring to him as the
spiritual leader of the Greek minority in Turkey, a minority whose
numbers are perhaps just 5000.
The Catholic Church, however, does recognise Bartholomew’s title and
each time the word “ecumenical” is used a diplomatic furore erupts in
Turkey.
Celebrations in Ankara for the 2003 Silver Jubilee celebrations of
Pope John Paul II’s pontificate, where Bartholomew paid tribute to
the pope’s role in spreading peace, were boycotted by government and
opposition politicians as well as state officials due to the
invitation issued by the apostolic nuncio, the Vatican’s ambassador,
which stated that the “ecumenical patriarch” would be present.
There were even calls for the apostolic nuncio to be expelled from
the country.
Yet another possible diplomatic controversy could occur when the pope
visits Armenian Patriarch Mesrop Mutafyan.
The Turkish state completely denies all claims that the massacres of
Christian Armenians during the First World War constituted a genocide
and observers will be watching Benedict closely for any comments he
makes on the controversial issue.
The Turkish government has stressed that it believes the pope’s trip
to Turkey will help Catholic-Muslim dialogue.
But in general it has reacted coolly to the visit.
Prime Minister Recep Tayyip Erdogan won’t even be meeting Benedict,
instead flying to Latvia to attend a Nato Summit.
Both Turkish and Vatican officials have denied that this is a snub.
Papal visits abroad are normally associated with large crowds of the
faithful turning out to greet the leader of their church and local
politicians trying to grab some of the limelight.
Benedict’s trip to Turkey could hardly be more opposite. – Sapa-dpa

Russia is warning Azerbaijan of possible cuts in the amount of both
electricity and natural gas it will provide that country next year.
Marlen Askerov, the vice president of Azerbaijani’s state power
company Azerenergy, said Thursday that Moscow has proposed sending
the Azerbaijanis one-fifth the amount of electricity it supplied them
a year ago. Starting next year, Russia says it will supply only 60
megawatts per day – down from 300 megawatts per day last year.
Askerov said Moscow is also proposing to raise the price of
electricity by 13 percent.
Wednesday, Russia’s state-run gas monopoly Gazprom announced plans to
cut natural gas supplies to Azerbaijan beginning next year. Gazprom
said it will supply Russia’s oil-and-gas rich neighbor with 1.5
billion cubic meters of gas in 2007.
Both moves follow Azerbaijani pledges to supply more gas to the
country’s neighbors, such as Georgia, from its own natural gas fields
in the Caspian Sea. Gazprom says Azerbaijan can still meet its
domestic needs despite the cut in natural gas supplies.
Gazprom has also tightened supplies or announced price hikes for
other countries such as Belarus and Armenia. Analysts say the moves
are designed to allow it to sell more energy on the lucrative western
European markets.

Akkan Suver, the President of the Turkish Marmara Group Strategic and
Social Research Foundation, participating in the 28th Plenary Session
of the General Assembly of the Parliamentary Assembly of the
Organization of Black Sea Economic Cooperation (PABSEC), announced at
a press briefing today that his organization has joined the PABSEC in
an observer capacity.
He said the Foundation has become the first non-governmental
organization granted membership of the PABSEC adding it has observer
status also in UN, OSCE PA, NATO PA and other international
structures.
Akkan Suver stressed importance for Turkey and Azerbaijan of being
members of such influential international organizations.
He promised the Foundation will do all it can for the
Armenia-Azerbaijan conflict over Nagorno-Karabakh to be resolved
peacefully and in accordance with the principle of territorial
integrity of Azerbaijan.
Mr. Suver said they will assist Azerbaijan’s non-governmental
organizations in their efforts to be represented in international
structures.
He thanked the Azerbaijani parliamentary delegation for the support
for his Foundation’s accession to the Parliamentary Assembly of the
Organization of the Black Sea Economic Cooperation.

ANOTHER CITIZEN OF ARMENIA KILLED IN THE CAPITAL OF RUSSIA

Itar-Tass, a Russian news agency reported that on November 23 at
about 2 o’clock the policemen tried to stop an Opel car on Dmitrov
highway. The car tried to escape and crashed into another car. The
driver of the second car died, in the Opel the policemen found the
body of Ashot Isakhanyan, citizen of Armenia born in 1977, who had
been stabbed to death. It became known that the Opel belonged to
Ashot Isakhanyan. The driver escaped.

We can be a border installation of EU at best

WE CAN BE A BORDER INSTALLATION OF EU AT BEST

It became clear during the discussion on the Armenian and Turkish
relations at the Hayeli Club on November 23 that for Armenia Turkey’s
membership to the EU is favorable. Ruben Hovsepyan, ARF
Dashnaktsutyun which is part of the ruling coalition, Paruir
Hairikyan, the oppositionist National Self-Determination Union and
Levon Zurabyan who is not member of any political party but is
against this government, were invited to a debate today.
Paruir Hairikyan says the countries of East Europe were accepted to
the European Union because they declassified the `KGB agents’.
Meanwhile, we are busy giving our economy to Russia part by part, and
we have reached the point of `becoming their fort.’ If Turkey becomes
member of the European Union, it needs to live with `that system of
values and recognize the Armenian Genocide.’ According to the leader
of the NSDU, if Turkey’s entry to the EU is obstructed by the same EU
with its stipulations on human rights and several other problems,
from us, Europe demands only democracy. `We are blocking our own way
by falsifying elections. Already four political parties are
distributing aid. The elections have already been marred, and in the
upcoming 5 years we needn’t even touch upon membership to the
European Union.’
Levon Zurabyan thinks that as an EU member Turkey is our shortest way
to the EU, and implies a predictable Turkey, and no president of a
country will say `Armenia is not afraid that we may drop a shell on
the nuclear plant’ like the former president of Turkey Turgut Ozal
said.
Ruben Hovsepyan, like any other member of the ARF Dashnaktsutyun,
does not have an absolute answer. An EU member Turkey would be
favorable for us if it changed and were like the other EU countries;
as soon as it changes, it will become a member of the EU. In fact,
like every member of the ARF Dashnaktsutyun, Ruben Hovsepyan also
tries to question the collective European reason although he did not
disagree that unlike NATO the European Union does not apply double
standard. Ruben Hovanisyan thinks that the EU New Neighbors Policy
means that neither the South Caucasus nor Turkey will become members
of the EU. `EU is creating border installations who live with their
standards.’

Liberated territores as compensation

LIBERATED TERRITORIES AS COMPENSATION

The territories liberated during the Karabakh war, the return of
which is negotiated, should be viewed as a compensation for the
genocide, stated November 23 the leader of the Ramkavar Party
Harutiun Arakelyan. He stated at the Friday Club that their political
party is the only party which considers that a genocide of Armenians
took place in Azerbaijan.
`We think these territories should be kept as a compensation for the
Genocide. And we have stated for a number of times to Vardan Oskanyan
that they shelled our cities Goris and Kapan. We did not shell their
Kirovabad, Baku, Sumgait. Armenia suffered losses, the economy was
ruined, there was a blockade. In other words, we are not using this
trump card,’ says Harutiun Arakelyan.
According to him, `Armenia is playing the game set by the
Azerbaijanis, opposing territorial integrity to the rights of
nations.’
`We think that we must put forward the question of the Genocide and
these territories as a compensation for the Genocide,’ says the
leader of the Ramkavar Party.
