DEMOCRATS WIN CONTROL OF HOUSE OF REPRESENTATIVES
ARMENIAN CAUCUS MEMBER REP. PELOSI SET TO BECOME SPEAKER
Caucus Grows in Clout with Some 50 Democrats Slated for Key Positions
Washington, DC – The balance of power shifted in Washington yesterday as
Democrats took control over the House of Representatives, paving the way
for Armenian Caucus Member Rep. Nancy Pelosi (D-CA) to become the first
female Speaker of the House. Pelosi’s anticipated rise, coupled with
the likelihood of numerous Caucus Democrats picking up important
leadership positions, will expand the scope and influence of this
important body in the next congressional session.
As part of that power shift, House Speaker Dennis Hastert (R-Ill) will
pass the Speaker’s gavel to Pelosi, making her the first Armenian Caucus
Member to hold that position. Pelosi has a strong record of support on
Armenian-American issues and has regularly called on the Administration
to properly acknowledge the Armenian Genocide. She is currently a
cosponsor of H. Res. 316 – a bill that affirms the attempted
annihilation of the Armenian people as genocide. Last year, Pelosi
participated in a Capitol Hill observance of the 90th anniversary of the
Armenian Genocide and in April 2001, spoke on the floor of the House
saying that “the Armenian Genocide is a historical fact. The Republic
of Turkey has adamantly refused to acknowledge that the Genocide
happened on its soil, but the evidence is irrefutable….We must learn
from the past and never forget the victims of the Armenian Genocide.”
Additionally, Minority Whip Steny Hoyer (D-MD) will run for Majority
Leader, and if elected, will be another Caucus first. Like Pelosi,
Hoyer has co-sponsored legislation reaffirming the Genocide and has
given commemoration addresses to Congress during the month of April.
During the Assembly’s pan-Armenian Advocacy Conference in March of this
year, Hoyer pledged to continue fighting for U.S. reaffirmation of the
Genocide and said that he has asked Turkish leaders why they cannot
acknowledge the crimes.
“Representatives Pelosi and Hoyer have strong records on Armenian issues
of any Democratic leadership and we look forward to building on these
strong relationships, as well as others in the House, to address issues
and concerns facing Armenian-Americans, as well as our homeland,” said
Board of Trustees Executive Committee Member Annie Totah.
In total, some 50 Democratic Armenian Caucus Members are positioned to
take over important leadership positions and full committee
chairmanships including Representatives Charles Rangel (NY) House Ways
and Means, John Dingell (MI) Energy and Commerce, John Conyers, Jr. (MI)
Judiciary, George Miller (CA) Education, Henry Waxman (CA) Government
Reform, Barney Frank (MA) Financial Services, Collin Peterson (MN)
Agriculture and Nydia M. Velazquez (NY) Small Business Committee.
Congresswoman Nita M. Lowey (D-NY), who is the current Ranking Member of
the Foreign Operations Appropriations Subcommittee and is also poised to
become a subcommittee chair and potentially the first Armenian Caucus
Member to Chair Foreign Operations. Lowey, an ardent supporter of
Armenian issues, has commemorated the Armenian Genocide with statements
on the House floor and urged Congress to retain Section 907 of the
Freedom Support Act. Representatives Donald Payne (D-NJ), Brad Sherman
(D-CA), Gary Ackerman (D-NY), William Delahunt (D-MA) and Grace
Napolitano (D-CA) are positioned to Chair various International
Relations Subcommittees. Additionally, Representatives Peter Visclosky
(D-IN), Rosa DeLauro (D-CT), Dale E. Kildee (D-MI), Lynn Woolsey (D-CA),
Robert Andrews (D-NJ), Carolyn Maloney (D-NY), Caucus Co-Chair Frank
Pallone, Jr. (D-NJ) and Anna Eshoo (D-CA) are anticipated to become
subcommittee chairs, among others.
The majority of Armenian Caucus Members were re-elected including
Co-Chairs Joe Knollenberg (R-MI) and Frank Pallone, Jr. (D-NJ).
Representative Benjamin Cardin (D-MD) won a seat in the Senate. As for
Caucus Members of Armenian descent, Congresswoman Anna Eshoo (D-CA) was
elected for an eight term, while Congressman John Sweeney (D-NY) was
defeated after serving four years in the House, where he championed
issues facing Armenian-Americans.
Totah also noted that prior to the election, several lawmakers pledged
to join the Armenian Caucus if elected and that the Assembly will reach
out those new Members.
In other House leadership posts, Congressman Tom Lantos (D-CA), who has
traditionally opposed efforts to reaffirm the Genocide, but supported
the Armenian Genocide resolution during a 2005 vote before the
International Relations Committee, is anticipated to Chair the
International Relations Committee. The Appropriations Committee
Chairmanship is expected to be filled by Congressman David Obey (D-WI),
who has also supported Armenian issues.
On the Senate side, longtime Armenian issues supporter Senator Robert
Menendez (D-NJ) faced a hard-fought race and retained his seat, while
Senators Rick Santorum (R-PA) and Lincoln D. Chafee (R-RI) lost their
re-election bids. Earlier this year, Santorum and Menendez introduced a
major bill (S. 2461) to bar assistance for a railroad bypass of Armenia.
In September, Menendez also placed a “hold” on the nomination of
Ambassador-designate Richard E. Hoagland as America’s next Ambassador to
Armenia. The move is in protest to the Bush Administration’s flawed
policy on the Armenian Genocide, neither denying nor properly affirming
the events as genocide.
At press time, the balance of power in the Senate was yet to be
determined and contingent on the outcome of the Virginia Senate races.
Senator George Allen (R-VA) was trailing democratic challenger Jim Webb
by a margin of less than 1 percent, opening the door to a potential
recount vote.
“The Assembly congratulates Armenian-American supporters in the Senate
and House on their victory and looks forward to reaching out to new
members in the coming year,” said Assembly Executive Director Bryan
Adouny. “To that end, we also encourage Armenian Americans to join us
in our outreach efforts and build on our advocacy successes in the
current Congress.”
Ardouny noted that, with this election, the anticipated leadership of
the 110th Congress will offer new opportunities to pass an Armenian
Genocide resolution, to ensure that attempts by Armenia’s neighbors to
isolate her are addressed, and to make security issues facing Nagorno
Karabakh and Armenia priorities. When Congress returns next week for the
lame duck session, several outstanding items remain including the rail
legislation, appropriations funding for Armenia and Karabakh, as well as
the confirmation process for Ambassador-designate Richard E. Hoagland.
Governors in 36 states were also elected. In Ohio, Armenian Caucus
Member Ted Strickland (D-OH), a cosponsor of the pan-Armenian Genocide
bill H. Res. 316 and the House rail bill H.R. 3361, was elected
governor, while in California, incumbent Arnold Schwarzenegger (R-CA)
defeated his Democratic challenger by a large margin. As governor,
Schwarzenegger has championed Armenian-American issues. Last month he
signed legislation authorizing the construction of a memorial for the
victims and survivors of the Armenian Genocide. Earlier, the Governor
signed into law Senate Bill 1524, enabling Armenian Genocide victims and
their families to seek legal action to recover assets lost or stolen as
result of the tragedies, as well as Senate Bill 424, which permanently
recognizes April 24 as the Day of Remembrance of the Armenian Genocide
in California.
Thousands of state and local races were also contested across the
country yesterday. In California, State Senator Charles Poochigian
(R-CA), who has done much to advance Armenian-American issues in the
Legislature, was defeated in his bid for State Attorney General.
California State Assembly Armenian Caucus Co-Chair Greg Aghazarian
(R-Stockton) was re-elected and Paul Krekorian (D-Glendale) became the
first Armenian-American elected to the State Assembly representing the
Glendale-Burbank area which includes the largest concentration of
Armenians in the United States. California State Senator Jackie Speier
(D-San Mateo), retiring due to term limits, made an unsuccessful bid for
Lieutenant Governor during the primaries.
The 110th congressional session will convene in January when the Speaker
of the House will be elected by the full House of Representatives.
The Armenian Assembly of America is the largest Washington-based

MESROB II: “ECEVIT WAS A GREAT MAN OF STATE”
His Beatitude Mesrob II, Armenian Patriarch of Istanbul and All Turkey, sent
a message to Rahsan Ecevit, wife [Mustafa] Bulent Ecevit, on the occasion of
his death. In the message the Patriarch said he had followed the late
leader, who served as Prime Minister and previous President of the Social
Democrat Party (DST), since his elementary school years, and that his
passing has plunged the country into mourning. Expressing his condolences,
His Beatitude the Patriarch desired the comfort of the Holy Spirit for
Rahsan Hanim, who shared her entire life with the late leader.
His Beatitude the Patriarch also telephoned Zeki Sezer, President of the
DSP, made known his sorrow at the death of Bulent Ecevit, and expressed
condolences to all of his colleagues.
PRESS STATEMENT
His Beatitude the Patriarch said the following in his statement to the
press.
“I feel deeply sorrowful at the loss of our former Prime Minister, the
Honorable Bulent Ecevit. He was one of those large personalities who put his
stamp on our country’s political history. With his decisiveness, political
consistency, modesty, and multi-talented character, Bulent Ecevit has
written his name into Turkish history with letters of gold.
“The Honorable Bulent Ecevit signed off on important decisions in both the
domestic and international spheres, and he introduced many new views of
Turkish politics. We met on several occasions and established a good
relationship and mutual understanding.
“I pray that the grace of Almighty God be with Bulent Ecevit and grant peace
to his soul, and I extend my condolences both to the Honorable Rahsan Ecevit
and to all of Turkey.”

Mass burial place of Armenians and Assyrians found in south-eastern Turkey
Turkish police instructed residents of one of villages located in the
country’s south-eastern vilayet (region) to keep silence concerning mass
burial place found on October 17 in the area. According to Kurdish Ulkede
Ozgur Gundem paper published in Turkey, the burial place may contain remains
of victims of the Armenian Genocide.
According to the periodical, digging grave for one of their relatives,
villagers of Khirabebaba struck against burial place full of skulls and
bones. According to the source, remains of at least 40 persons lie there.
The villagers themselves are sure; remains of no less than 300 Armenians
killed in 1915 lie in the grave. Journalists who got to the spot to receive
detailed information were stripped of access to the burial place. Professor
of history at Sodertorn University David Gaunt maintains that remains of 150
Armenians and 120 Assyrian men from neighboring city of Dara (now Oguz)
killed on June 14, 1915 lie in the common grave.

TURKISH FRIENDS

Is there a single Armenian today who thinks Turks are better than Armenians? Likewise, is there a single Turk who thinks Armenians are better than Turks? This may suggest that nationalism and racism are inevitable facts of life, which we must never give up combating.
No doubt some Armenians are better than some Turks, and vice versa, some Turks are better than some Armenians. Which reminds me of the following brief exchange in Zabel Yessayan’s autobiographical THE GARDENS OF SILIHDAR:
“Dad, is it true that Jews are bad people?”
“There is no such thing as a bad people, my child. There are only bad men and good men.”
“What about the Turks then?”
“Same with the Turks.”

Are Turkish writers today better than Armenian writers? According to the Nobel committee, and now the world community, at least one Turkish writer is better than Armenian writers.
I once heard an Armenian poet and author of several textbooks say that the Nobel committee was a Zionist conspiracy. And immediately after Pamuk was awarded the Nobel Prize, an Armenian friend, whose patriotism is such that it would not allow him to read “enemy writers,” telephoned to inform me that Pamuk did not deserve the Nobel Prize. But then, with one or two exceptions, this has been said of all Nobel Prize winners.

In a recent issue of the ARMENIAN REPORTER I read a letter to the editor that said something to the effect that, if we are better, why is it that hundreds of Jews have been awarded the Nobel Prize but not a single Armenian? Will this fact convince a single Armenian that Jews are better than Armenians? I suspect it may have the exact opposite effect by reinforcing the notion that the Nobel committee is an offshoot of THE PROTOCOLS OF THE ELDERS OF ZION.

Dissident Turkish historians today have more friends among Armenians than among their fellow Turks. Why should it be different for dissident Armenian writers?

HERE WE GO AGAIN

“You don’t always practice what you preach,” I am sometimes informed by disappointed readers. To which I can only say, “Here we go again!”
First of all, I am neither a preacher nor a propagandist (same thing). If I were, I would be paid for my work. But like everyone else, including preachers and their dupes, I stand for certain things (such as tolerance and solidarity) and am against others (censorship and authoritarianism…both in the name of patriotism, of course). That doesn’t make me a preacher, just an average Joe who values common sense and decency over charlatanism.
So much for my positives. On the negative side, I am willing to concede that I have little patience with and no sympathy whatever for anonymous and faceless hoodlums who take pleasure in flinging mud at me hoping some of it will stick. They may even think if they make themselves repellent enough I may give up in disgust and fall silent. This may indeed happen some day, but not yet – at least not today and probably not tomorrow.
However, I am willing to compromise and make the following solemn promise. On the day I achieve perfection, I may see the wisdom in bullies and liars, and on the day I achieve sainthood, I may forgive and love them. In the meantime, my advice is: Don’t hold your breath!

ARMENIA GIVES PRELIMINARY POSITIVE REPLY TO PROPOSAL OF POLAND

The preliminary reply of Armenia to the proposal of Poland to represent
the interests of Armenia in Turkey and Turkish interests in Armenia
is positive, Vardan Oskanyan, Armenian foreign minister told a news
conference today.
In his words, the suggestion was made two months ago at the level of
foreign ministries. Turkey has given no response to the suggestion
of Poland.

The criminal and military appeal court ruled out today to call the
next court hearing on the case of Arman Babajanyan, editor-in-chief of
Jamanak Yerevan newspaper, on November 20. New defense attorneys of
Babajanyan, Haik Alumyan and Zaruhi Postanjyan, have applied to the
appeal court with a request to reconsider four years of imprisonment
sentence ruled out by a first instance court.
Defense attorney, Haik Alumyan, has submitted a mediation to release
Babajanyan on bail saying he is fully entitled to it.

YEREVAN, NOVEMBER 6, ARMENPRESS: The government of Armenia believes
that a steep increase in government subsidies to restoration of
forests and planting new ones will result in dramatic decline of
illegal logging.
Thus, the government’s mid-term expenditure plan calls for a
significant upswing in allocations to protect and raise new forests
across the country. The government plans to release 650 million drams
for 2007 and as much for 2008. The increase is tangible if compared
with 459 million Drams released for 2006. The finance and economy
ministry explained the growth in subsidies by the necessity of proper
care after expanded forest areas. In 2007 the area under forests is
expected to grow by 4,500 and in 2008 by 5,000 hectares.
This project is part of the government Poverty Reduction Strategic
Paper (PRSP) and is supposed to reduce poverty levels in rural
communities close to forests. A massive inventory of forests launched
this year will continue into 2008. Experts estimate that around 22,000
hectares of forests are infected with different diseases.
In early 90-s when Armenia plunged into sever power crisis about 40,000
hectares of forests were logged and besides one third of forests are
no longer able to recover.

Michael Bagdasarov Has Not Plans To Sell Stock Of Armavia

Michael Bagdasarov, head of Mika Ltd., refuted rumors that he is
going to sell the shares of Armavia air company. However, Bagdasarov
said he is going to sell 30% of his shares at VTB Armenia Bank. VTB
Armenia is former Armenian Saving Bank which is currently owned by
Russian Vneshtorgbank. Bagdasarov disapproves the policy of the present
management saying regional offices have started to suffer losses. He
said that was the reason for his decision to sell his shares.

Armenian-Russian relations have never been as bad as today, Aram
Manukyan, Pan Armenian National Movement (HHSh) board member told at
national press club today, also saying “only the Armenian side is to
be blamed for that.”
Manukyan thinks Armenian-Russian relations are “humiliating” saying
Russia treats decently only to those countries which behave decently.
Aram Sargsyan, chairman of Armenian Democratic Party and a member of
parliament, supported Manukyan saying Russia would consider us as a
partner if we behaved like a partner. “Corrupt authorities cannot
conduct independent policy” and therefore keep to imposed policy,
he said.

More Money Released To Culture

MORE MONEY RELEASED TO CULTURE

Some 62.4 million drams more money will be released from the state
budget to culture in 2007 as compared to 2006 recording 12.4% rise and
totaling 9 billion 770 million drams, Pavel Safaryan, deputy minister
of finance and economy said. Similar to other sectors, rise in salary
is expected in 2007 making up 36.3 thousand drams in average salary
against 30 thousand this year.
Big sums will be allocated to 16 libraries and National Library
totaling 177 million drams. Money will also be released to Garni,
Zvartnots museums which will have night illumination. Some 945 million
drams will be allocated to reconstruction and another 715 million to
recovery of cultural monuments.
