PHONE HOOLIGAN ARRESTED

officers of the Armenian Police and State Security Service a phone hooligan
was arrested. To remind, yesterday at 2 p.m. local time an unknown called
the waiting room of the Armenian Prime Minister and told that a bomb was
laid in the government building. After carrying out all the essential
measures the call was defined as false. As it was reported, the plotter `is
twice convicted and unbalanced person’, Mediamax agency reports.

Orinats Yerkir: Do Not Spread Argument Among OYP & ARF Members

SECRETARY OF “ORINATS YERKIR” FACTION ADVISES NOT TO SPREAD ARGUMENT
AMONG OYP AND ARF MEMBERS ON RELATIONS BETWEEN TWO PARTIES
YEREVAN, JUNE 23, NOYAN TAPAN. A personal debate having arisen among
members of the “Orinats Yerkir” (Country of Law) and the ARF parties
does not mean that there is any problem among the two parties. Heghine
Bisharian, the Secretary of the NA “Orinats Yerkir” faction expressed
such a confidence at the June 22 press-conference. According to her,
the debate having been discussed in the press receintly comes out of
the people’s interests as Hovhannes Margarian, a member of the
“Orinats Yerkir”, a MP elected in Giumri by the majoritary electoral
system, raises those issues for which he is turned to. “If there are
problems between him and the Governor (ARF member Romik Manukian:
“NT”) let them quarrel as much as they are able, becuase as a result,
those people will win the issues of whose flats have been raised,”
Bisharian mentioned. According to her, the Shirak Governor “bore with
pain” the discussion of the issue at the Parliament and instead of
answering started counterblows.
Meanwhile, Bisharian mentioned, everybody knows that there are clear
problems in the zone of the disaster, especially ones concerning the
allocation of flats what is just the subject of the problem. Heghine
Bisharian mentioned that the “Orinats Yerkir” refers to such incidents
which were and will still be, very calmly. “Orinats Yerkir” goes round
the people, clearly understands what problems there are today, and
within its framework, raises all issues, irrespective of the fact who
likes that,” the MP stated.

Gas Stations Built With Gross Violation to be Dismantled in Yerevan

YEREVAN, JUNE 22, NOYAN TAPAN. Mayor of Yerevan Ervand Zakharian told
reporters on June 22 that 25 gasoline filling stations built with
gross violation of urban development norms will be dismantled in
Yerevan within the next two months, whereas the filling stations built
with some breach of norms and thus not subject to demolition will be
brought into line with urban development norms. According to
E. Zakharian, several dozens of gasoline filling stations have been
dismantled due to gross violation of urban development norms in recent
years, but such actions turned out to be insufficient for the final
solution of the problem.

STEPANAKERT, JUNE 23, NOYAN TAPAN. “The health condition of NKR MP
candidate Pavel Manukian who was cruelly beaten in the cabinet of NKR
Defence Minister Seyran Ohanian remains stable,” the June 23 press
release of ARF Artsakh Central Committee read. According to doctors,
Manukian got a “close skull-cerebral trauma.” On June 22, the victim’s
wife, Marine Manukian, applied to NKR Prosecutor General’s Office with
a demand to immediately institute a criminal case. In addition to the
names of already known generals, in her application Marine Manukian
also mentioned the names of A.Haroutiunian, V.Balayan, M.Hakobian.
Pavel Manukian in his interview to the Yerkir Media Yerevan TV company
on the phone declared that Defence Minister Seyran Ohanian, Deputy
Defence Minister Samvel Karapetian and other generals being in the
Minister’s cabinet were among those who beat him. In the evening of
June 22 the ARF Artsakh Central Committee sent a letter to NKR
President Arkadi Ghukasian demanding that the leadership of NKR
Defence Ministry be dismissed. “Realizing the important problem of
preservation of home political stability in the country, the ARF
Artsakh Central Committee condemns the created situation and expects
fair solution,” the letter, in particular, read. It was mentioned that
such action carried out by the commander of Defence Army permits to
suppose that an atmosphere of fear and horror will be created in the
country. On June 23, on the initiative of the ARF Artsakh Central
Committee and Movement-88 party a number of NKR political parties made
a statement condemning the act of violence. “The only and most correct
way is taking of immediate measures by the President of the republic,
guarantor of preservation of legality, for the purpose of maintaining
calmness inside the country, preventing possible political excess, as
well as not endangering the international image of our non-recognized
republic,” the parties’s statement, in particular, read.

Nairit Plant’s Production Makes 4.2 Bln Drams in January-May

NAIRIT PLANT’S PRODUCTION MAKES 4.2 BLN DRAMS IN JANUARY-MAY
YEREVAN, JUNE 23, NOYAN TAPAN. According to the head of the Industry
Department of the RA Ministry of Trade and Economic Development
Meruzhan Hakobian, in January-May, 2005, the production of the Nairit
Plant CJSC made 4.2 bln drams, with production of May amounting to 1.1
bln drams. The plant produces on average 860 tons of chloroprene
rubber a month, 520 tons of caustic soda, 220 tons of synthetic
hydrochloric acid, 180 litres of natrium hypochloride and 178 litres
of vendible hydrochloric acid. Meruzhan Hakobian noted that the cost
price of the rubber highly depends on the raw materials. After solving
some problems it will be possible to organize the production of
butadiene rubber with lower cost price by using imported raw
materials.

government approved the strategy of development of energy sphere in
the context of development of RA economy. Noyan Tapan was informed
about this by RA government’s Information and Public Relations
Department. The goal of the strategy is provision of the security of
energy sphere, stimulation of country’s energy independence, provision
of maximum use of production capacities, efficient use of local energy
supplies and alternative sources of energy and application of economic
and legal mechanisms aimed at this.

TWO CHESS-PLAYERS OF ARMENIA ARE IN GROUP OF LEADERS OF EUROPE CHAMPIONSHIP

of Europe started. 230 chess-players of 40 countries will participate
in competitions being held in Warsaw. The championship is held with
Swiss contest rules, in 13 rounds and will finish on July 3. Both
Europe champion title and a great number of prizes as well as 36
permits to the world cup title are raffled in Warsaw competitions. 9
chess-players of Armenia also participate in the Europe championship.
Ashot Anastasian and Artashes Minasian, who won at 2 starting meetings
and shared the 1st place with each 2 points with a number of
chess-players with the same result, play more successfully. The
results of the other representatives of Armenia are the following:
Levon Aronian, Gabriel Sargsian, Karen Asrian each 1.5 points, Smbat
Lputian, Tigran L.Petrosian, Levon Babujian each 1 point, Tigran
Nalbandian each 0.5 point.

MONTEVIDEO — On June 15th, the Armenian community of Uruguay
commemorated the 90th anniversary of the martyrdom of the 20 Armenian
heroes. The solemn event was organized by the Social Democrat Hunchak
party’s Uruguayan central committee. Dignitaries who attended the
commemoration included; keynote speaker Vice-President of the Oriental
Republic of Uruguay Mr. Rodolfo Nin Nova, Uruguayan Minister of Housing
and Territorial Development Mr. Mariano Arana, Greek Ambassador Nikolaos
Diktakis, Primate of the Armenian Apostolic Church of Uruguay Archbishop
Hagop Kellendjian, Primate of the Armenian Catholic Church of Uruguay
His Eminence Antonio Keshishian, Owner and Director of Uruguay’s Radio
Armenia, Mrs. Araksi Roupenian, as well as officials of Uruguayan
Armenian organizations.
In his speech, Archbishop Kellendjian noted `remembering the Hunchakian
20 martyrs, is parallel to remembering crucial parts of Armenia’s
history. It is through their heroic actions and martyrdom that (the
Armenian) people lives on.’
Addressing the overflowed auditorium, Uruguayan Vice-President Mr.
Rodolfo Nin Nova stressed that the 20 Hunchakian Armenian martyrs are
not just Armenian heroes but heroes for all humanity. The Vice-President
also announced to the attendees that he sent a letter to the EU urging
them to advise Turkey to accept historical truths and recognize the
Armenian Genocide.
Representing the S.D. Hunchakian Central committee, Mr. Santiago
Odabashian thanked the dignitaries, and assured the attendees that the
Social Democrat Hunchak Party, and its sub-organizations will continue
to pursue the aspirations of the 20 martyrs, and continue to work and
sacrifice for the betterment of Armenia, recognition of the Armenian
Genocide, and protection of the Armenian people and culture.

Elections Praised By Western Monitors
STEPANAKERT — Political groups loyal to Nagorno-Karabakh President
Arkady Ghukasian swept to a surprise landslide victory in a weekend
parliamentary election which was praised by international observers.
Preliminary results released by Karabakh’s Central Election Commission
(CEC) on Monday showed Ghukasian’s Democratic Party of Artsakh (AZhK)
winning 12 out of the 33 seats in the republic’s legislature. The Azat
Hayrenik (Free Fatherland) party, an obscure pro-establishment group,
finished second with 10 seats.
The CEC said eight other seats were won by individual candidates not
affiliated with any party. Most of them are also thought to be loyal to
Ghukasian. The CEC put the voter turnout at 78 percent.
The official figures gave the main opposition bloc uniting the local
branch of the Armenian Revolutionary Federation (Dashnaktsutyun) and the
Movement-88 party only three seats. All of them were won on the party
list basis that covered one third of the parliament seats. The 22 other
seats were contested under the first past the-post system.
Some local observers regarded the Dashnaktsutyun/Movement-88 bloc as a
front-runner during the election campaign, making its poor showing
particularly humiliating. Dashnaktsutyun alone had nine
deputies in the previous legislature and all of them were elected from
single-mandate constituencies.
The Ghukasian administration’s conduct of the vote was largely praised
by over 120 Western monitors representing international non-governmental
organizations.
`This was a transparent election,’ said Paul Williams of the U.S.-based
Public International Law and Policy Group. `The voting procedures were
properly conducted and we had no complaints about the actual conduct of
the election proceedings from either ordinary voters who we spoke to or
from proxies or members of election commissions or observers in the
polling stations,’ agreed Mark Almond of the British Helsinki Group.
Significantly, the poll was also endorsed by representatives of
Armenia’s largest opposition group, the Artarutyun (Justice) alliance.
`It would be great to have such transparent elections in the Republic of
Armenia,’ Arshak Sadoyan, head of Artarutyun’s election monitoring team,
told a news conference in Stepanakert. Predictably, reaction from
Azerbaijan was very critical of the elections.
`Armenia is eager to legalize the occupation,’ Azerbaijan’s Central
Election Commission charged in a written statement on Saturday cited by
AFP. `Elections and referendums on the occupied territories must be
conducted only after the territory’s restoration to Azerbaijan,’ it said.
Turkey, Azerbaijan’s staunchest ally, echoed the condemnation. `Turkey
believes that such unilateral initiatives… will not help efforts for a
peaceful settlement of the Nagorno-Karabakh problem and considers those
elections as illegitimate,’ said a spokesman for the Foreign Ministry in
Ankara.
The elections were contested by seven parties and 185 individual
candidates. The new Karabakh parliament will serve for a five-year term.
– Homenmen Athletes Participate in the 35th Annual Armenian Summer Games
Glendale’s Armenian Athletic Association Homenmen `Vanig’ track and
field team, along with Homenmen Pasadena’s `Artsakh’ basketball team
participated in the 35th annual Western Armenian Athletic Association’s
Armenian summer games in Clovis (near Fresno) California 17thth through
19th of June, 2005. `Vanig’ track and field team competed along with
hundreds of other athletes of Armenian origin, competing in 22 events
and gaining 22 medals (17 gold, 3 silver, and 2 bronze).
Participating in track and field were, Homenmen Glendale `Vanig’
members, Alex Kojababian, Simone Darakjian, Taline Kojababian, Mher
Margosian, Sebou Kouyoumjian, Araz DerTavitian, Vartan Kojababian, and
Razmig DerTavitian. Representing Pasadena’s Homenmen `Artsakh,’ Raffi
Koroghlian competed in track and field as well.
Pasadena’s `Artsakh,’ basketball team competed against Fresno’s three
main Homenetmen Sasoon teams. Friday night, `Artsakh’ basketball team
won a close game against Sasoon 2, 32-31, when Serge Djaghalian made two
free throws as time lapsed. Saturday morning `Artsakh’ lost against
Sasoon 3, 73-28, but made a great come back Saturday afternoon against
Sasoon 1, 49-34.
Even though the win gave Homenmen `Artsakh’ a spot in the championship
game and a rematch against Sasoon 3 the following morning, Homenmen was
dealt a blow when their center; Serge Djaghalian was sidelined due to
injury.
On Sunday morning `Artsakh’ players were determined to redeem their
reputation, and played valiantly in a game filled with excitement with
the was frequently exchanging. But with a man down Homenmen `Artsakh’
was not able to overcome the hometown team, as they lost to Sasoon 3,
and secure second place in the tournament.
Pasadena `Artsakh’ team was composed of the following members; Taron
Eliazaryan, Raffi Krikorian, Hovig Boyadjian, Raffi Koroghlian, Vicken
Banjarjian, Serge Djaghalian, Joe Djaghalian, Levon Avakian, Chris

8.7Mln Euros To Be Provided To Shirak Water Canal & Lori Water Canal

CREDITS OF 8.7 MLN EUROS AMD 6.8 MLN EUROS TO BE PROVIDED TO SHIRAK
WATER CANAL AND LORI WATER CANAL
YEREVAN, JUNE 23, NOYAN TAPAN. Within the framework of the Program on
the Restoration of the Water Supply and Sewerage Systems of Lori and
Shirak Marzes, the German government will provide a 8.7 mln-euro
credit to the Shirak Water Canal CJSC and a 6.8 mln-euro credit to the
Lori Water Canal CJSC. According to the RA Government Information and
PR Department, at the June 23 meeting, the Armenian government
authorized the RA Ministry of Finance and Economy to sign with these
companies the subcredit (credit) agreements envisaged by the program.
The credits carry a 0.75% annual interest rate and are repayable in 30
years with a 10-year grace period. Grant agreements envisaging grants
of 4.3 mln euros and 3.4 mln euros will also be signed with the two
companies.
