TURKMEN CAPITAL HOSTS INTERNATIONAL NUCLEAR CONFERENCE

ASHGABAT, June 8 Asia Pulse – A three-day international conference on
implementation of the Comprehensive Nuclear Test Ban Treaty is under
way in the capital’s President Hotel. As the Ashgabat correspondent of
Turkmenistan.ru reports, the participants of the discuss the
significance, advantages and current state of work on this Treaty in
Central Asia and Caucasus.
The conference was organized by the Turkmen government and the
Comprehensive Nuclear Test Ban Treaty Organization
(CNTBTO). Specialists of this organization along with representatives
from Russia, Iran, Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan,
Armenia, Azerbaijan and Georgia are participating in the conference.
The Turkmen side is represented by specialists from the Defence
Ministry, Turkmengeologiya state corporation, the Supreme Council on
Science and Technology under the Turkmen president and from the
National Research Institute of Seismology of Turkmenistan.
The conference will also hear the reports on the systems of
seismologic control used in various countries and the activities of
relative national centers. The forum participants will exchange
opinions on achievements and prospects of cooperation in this field.

The Russian-Georgian accords that have been reached on the procedure
and timescale for the withdrawal of military bases have not made the
situation of the Russian service personnel in the republic easier,
Vladimir Kuparadze, deputy commander of the Group of Russian Troops in
the Transcaucasus, said today.
Among those who still cannot get into Georgia are Maj-Gen Aleksandr
Bespalov, the commander of the Group of Russian Troops in the
Transcaucasus, who is forced to stay in Armenia. He still has not been
issued a Georgian visa. The new deputy commander for armaments has
likewise been denied entry.
The Russian military fear that as a result the Georgian government may
thwart the process of timely withdrawal of the bases.

Minister Andranik Margaryan agreed Wednesday to cooperate in reforms
of the United Nations, Japanese officials said.

YEREVAN, June 8. /ARKA/. NATO Parliamentary Assembly will hold
Rose-Roth seminar in Yerevan on October 6-9, 2005, as stated the
Chairman of the RA NA Standing Committee on Defense, National Security
and Internal Affairs Mher Shahgeldyan. He noted that in the course of
the seminar regional issues will be discussed. Sjaheldyan didn’t
exclude that “global processes in the world will be analyzed at the
seminar”. He emphasized the importance of the fact that Armenia
submitted an individual plan of activities in the framework of
partnership with NATO and received positive feedback. According to
Shahgeldyan, “the program is quite pragmatic and realistic and has

YEREVAN, JUNE 8. ARMINFO. Leader of Azerbaijani Organization of
Karabakh Liberation (OKL) Akif Nagi threatens Minister of Finance and
Economy of Armenia Vardan Khachatryan in case of the latter’s arrival
in Baku beforehand, the newspaper Echo reports.
OKL Leader made these threats in response to the statement of Vardan
Khachatryan on his intention to participate in a regular sitting of
the managers of Black Bank of Trade and Development to be held in Baku
next year. “I shall take advantage of Armenia’s right of a sovereign
state and shall leave for Azerbaijan,” V.Khachatryan said recently at
the bank’s sitting in Yerevan. It should be noted that Akif Nagi fully
approves the fact that Azerbaijani minister did not attend the meeting
in Yerevan. Akif Nagi thinks the Armenian minister’s statement has a
propagandist nature, calculating on a public effect in Armenia. “We
shall not allow participation of a representative of the government of
an aggressor country,” he said. Milli Mejlis MP Mais Safarli shares
the opinion of Akif Nagi unless the Karabakh conflict is settled
before the next sitting of BSBTD.

YEREVAN
Armenian President Robert Kocharyan has signed a decree on amending
the Electoral Code, the presidential press service told Mediamax
today.
The Armenian parliament adopted amendments to the Electoral Code on 19
May, Mediamax said. In accordance with the amendments, the number of
the first-past-the-post constituencies in Armenia has been reduced
from 56 to 41.
The procedure of setting up electoral commissions has also been
changed: earlier the president had the right to appoint his three
representatives to each commission, now he may appoint only one.

The former Russian co-chairman of the OSCE Minsk Group, Vladimir
Kazimirov, who is mainly protecting Armenia’s interests and is
well-known for his obvious pro-Armenian stance, was deprived of a
chance of delivering a speech at a conference of NGOs in Baku today [7
June].
As soon as Kazimirov took the floor, members of the Karabakh
Liberation Organization [KLO] demanded that he recognize Azerbaijan’s
territorial integrity before delivering his speech. The Russian
diplomat ignored this and tried to speak again. The KLO members
started chanting the slogan Get away from Azerbaijan.
Vladimir Kazimirov, who seemed to be confused, said that he had
visited Armenia to express his opinions during the parliamentary
hearings on [the settlement] of the Nagornyy Karabakh conflict, not to
please the Armenians.
I have come to Baku now to express my views. I have, in general, no
intention of pleasing the Azeris, end of quote.

“Artsakh School From Ancient Time To Our Time” Published in NKR

A BOOK “ARTSAKH SCHOOL FROM ANCIENT TIME TO OUR TIME” PUBLISHED IN NKR
STEPANAKERT, June 8. /ARKA/. A book “Artsakh School from Ancient Time
to Our Time” was published in Nagorno-Karabakh Republic (NKR).
According to ARKA’s reporter in Stepanakert, the book is devoted to
the 1600th anniversary of the Armenian alphabet and history of Artsakh
school. It for the first time presents 1600 years lasting history of
Artsakh school, starting from pre-Mesrop period to our time. The book
is based on the manuscripts from Matenadaran, rich archive materials,
Armenian press (1858-1920), works of famous figures of Armenia (Leo,
G. Arakelyan, A. Mandinyan, G. Aghayan, M. Barkhudaryan and others).
Also, archive materials of separate funds and researches were used,
part of which for the first time was included in scientific
