Pashinyan highlights strategic road upgrades

Prime Minister Nikol Pashinyan on Wednesday said his administration implemented road projects of strategic importance and constructed or repaired a total of 4,735 kilometers of roads since taking office in 2018 and throughout 2025.

Of the 4,735 kilometers, 1,346 were implemented under subvention programs, he said.

Presenting the 2025 report on the government’s action plan to parliament, Pashinyan recalled that in the past there were problems on the country’s key highways, citing the condition of the Bagratashen–Yerevan, Yerevan–Goris, Yerevan–Meghri, Yerevan–Gyumri, and Yerevan–Vanadzor roads.

According to the prime minister, strategic road construction projects that had been discussed for decades have now been implemented.

“The Ashtarak–Gyumri section of the North–South road is now a reality. We have built or overhauled roads of such strategic importance that have been discussed since 1993,” Pashinyan said.

He also cited the Gandzakar–Itsakar road as an example, noting that discussions about its asphalt paving had already been ongoing since he was a university student.

Relations between Armenia and Russia are currently at their highest level ever, Prime Minister Nikol Pashinyan said during a Q&A session in parliament.

Responding to a question from Lilit Minasyan of the Civil Contract faction, the prime minister referred to statements by businessman Samvel Karapetyan regarding Armenia’s potential economic situation and claims of worsening relations with Russia.

He dismissed such claims as unfounded.

Pashinyan noted that similar concerns had been raised in 2018 and 2021, but stressed that current bilateral relations are stronger than ever.

The prime minister said he remains in constant working contact with the Russian president and the head of government, giving the relationship “special content.”

He also emphasized that Armenia has not entered and will not enter into confrontation with Russia.

“We have not argued with the Russian Federation, we are not arguing, and we will not argue. Attempts to draw us into economic or political contradictions are in vain,” Pashinyan said.

According to him, a balanced foreign policy includes maintaining strong relations with Russia, and Armenia will continue to follow that course.

Strong Armenia party leader and business tycoon Samvel Karapetyan has announced that he is renouncing his Russian and Cypriot citizenships to be eligible for office in the upcoming parliamentary elections.

He made the announcement during a court hearing in a case involving alleged money laundering and public calls for a coup, which he denies. The criminal proceedings were initiated last year, and Karapetyan was initially jailed before being released on bail. He has since been under house arrest.

Karapetyan told the court that he has begun the process of renouncing his foreign citizenships.

Constitutional requirements for a prime minister in Armenia include having resided in the country for at least the previous four years and holding exclusively Armenian citizenship during that period. 

The party has said that if it wins the election, it will initiate legislative amendments to change the relevant requirement and enable Karapetyan’s election. Narek Karapetyan, the billionaire’s nephew, is leading the party list in the elections.
