The Armenian government expects Turkish airlines to enter Gyumri airport. In parallel, official contacts between Yerevan, Ankara and Baku are turning into a normal working process aimed at the regulation of regional relations.


RA Prime Minister Nikol Pashinyan announced this in a briefing following the government session on April 18, noting that the process of expanding air traffic is already underway, and there is hope that new flights will be made to Gyumri in the near future.


The head of the executive reminded that the agreement on the implementation of Turkish Airlines flights to Yerevan was reached earlier, during the meeting with the President of Turkey in China. The Turkish side took the initiative, to which the official Yerevan responded positively.


Referring to the tripartite diplomatic contacts, Pashinyan emphasized that communication between Armenian, Turkish and Azerbaijani officials should be perceived as a daily work activity. Although, according to the Prime Minister, there are no conceptual news in the negotiations at the moment, daily consistent work is being done to find edges for the development of relations.


Speaking about the prospects of opening the Armenian-Turkish border and concluding a peace treaty with Azerbaijan, he assured that the main problem is not the actual implementation, but the specification of the dates, and the government is making maximum efforts to achieve the results as soon as possible.


The process of normalization of Armenian-Turkish relations without preconditions was officially started at the end of 2021 with the appointment of special envoys Ruben Rubinyan and Serdar Kilic. As a result of bilateral negotiations, the parties managed to implement a number of important agreements. In particular, at the beginning of 2022, passenger air traffic between Yerevan and Istanbul was restarted, and in January 2023, Ankara officially lifted the ban on direct air cargo transportation. 


However, some key agreements still remain incomplete or are in the process of implementation. The most important of them is the agreement reached in the summer of 2022 on the opening of the land border for citizens of third countries and holders of diplomatic passports. Although the Armenian side has completely completed the modernization and technical equipment of the “Margara” checkpoint, the border remains closed because, according to the statements of the Armenian envoy, the Turkish side has just started infrastructure works in its territory. In addition, the project of the joint restoration of the historical border bridge of Ani is currently in the stage of technical and documentary agreement.


At the same time, Turkey, despite its commitment to negotiate without preconditions, has not refused to condition the Armenian-Turkish process with Armenian-Azerbaijani peace negotiations.

Armenian Prime Minister Nikol Pashinyan does not rule out that the publication of the draft of the new Constitution will be postponed until the end of the upcoming elections, due to internal discussions in the ruling team about the governance system.

Nevertheless, debates continue in the political team on a number of fundamental nuances related to state administration regulations. The Prime Minister emphasized that he does not consider it appropriate to publish the text without finally addressing these work issues. Taking into account the fast approach of the pre-election stage, if a consensus is not formed in the near future, the project will be presented to the public only after the elections. The need to adopt a new Mother Law has been actively discussed since February 2025. Although the authorities put forward the agenda of constitutional reforms after 2018, the current process is taking place against the background of demands voiced by official Baku. Azerbaijan considers the amendment of the Constitution of Armenia as the main precondition for signing the peace treaty. Baku’s displeasure is related to the preamble of the RA Constitution, which refers to the Declaration of Independence of 1990, where, in turn, the decision on the reunification of the Armenian SSR and Nagorno Karabakh is mentioned. The Azerbaijani side interprets this legal chain as a territorial claim.

Armenia and Russia have reached an agreement to restore and fully implement the previously concluded agreements in the field of military-technical cooperation.


Prime Minister Nikol Pashinyan announced this during a briefing held in the government on April 18. The head of the executive stated that the bilateral military-technical cooperation, which was significantly reduced or interrupted for a certain period of time, is now returning to normal in order to fulfill the old obligations.


This statement of the Prime Minister was preceded by his parliamentary speech on April 15, where, referring to the negotiations held with the Russian President in Moscow at the beginning of the month, he mentioned the achievement of new agreements of strategic importance, the results of which will become visible in the near future.


Let’s remind that the issue of arms supply was an agenda issue in bilateral relations for a long time.

Asbarez: Exhibition Honoring Armenian ‘Righteous Among the Nations’ held in J

A commemorative exhibition dedicated to 24 Armenians recognized as “Righteous Among the Nations” by Yad Vashem was held in Jerusalem on Holocaust Remembrance Day. The event took place at the Clergy Seminary Hall in the Armenian Quarter of Old City of Jerusalem and drew hundreds of visitors.

The exhibition focused on stories of Armenians who rescued Jews during the Holocaust, many of whom had themselves survived the events of the 1915 Armenian Genocide. It featured photographs, archival materials, and personal accounts of rescuers who operated in several European countries, including Ukraine, Crimea, Austria, Hungary, and France.

The initiative was led by Yisca Harani, a scholar of Christianity and director of the Religious Freedom Data Center, an Israeli organization established in 2023. The center documents incidents affecting Christian religious freedom in Israel and promotes interfaith dialogue. The exhibition was organized in cooperation with the Armenian Patriarchate and the Armenian community in Jerusalem.

Among the attendees were representatives of Christian communities, residents of Jerusalem’s Old City, religious students, as well as diplomatic and municipal figures, including Israel’s Ambassador to Armenia Joel Lion and Jerusalem City Council member Yeela Bitton de Lange.

Organizers noted that the exhibition also reflects historical connections between Armenian and Jewish communities. Armenia has one of the highest numbers of individuals recognized as Righteous Among the Nations among countries where the Holocaust was not carried out. For comparison, Georgia has one recognized Righteous Among the Nations, Turkey also has one, while Azerbaijan has none. Many Armenian rescuers were themselves survivors of the Armenian Genocide of 1915, in which more than 1.5 million people were killed.

The exhibition also highlighted broader historical connections between Armenians and Jews, emphasizing themes of solidarity and humanitarian action across different periods. Historical accounts note that various Jewish figures and institutions contributed to raising awareness about the fate of Armenians during the events of 1915. Among them was U.S. Ambassador to the Ottoman Empire Henry Morgenthau Sr., who advocated for Armenians, as well as Austrian-Jewish writer Franz Werfel, whose novel “The Forty Days of Musa Dagh” brought international attention to the tragedy. Polish-Jewish jurist Raphael Lemkin later introduced the term “genocide,” drawing in part on his study of the Armenian case. Members of the NILI underground, including Sarah Aaronsohn and Aaron Aaronsohn, also contributed to raising awareness at the time.

Several individual rescue stories presented at the exhibition illustrated the risks taken by Armenian families during the Holocaust. One example is Ashkhen Agopian, who was recognized as Righteous Among the Nations in 2010 together with her daughters. During the German occupation of Odessa, she helped organize support for a Jewish family, hiding them and assisting their escape from deportation. Her young daughter also played a role by delivering food and clothing despite the dangers involved.

Another account featured the Tashjian family in Crimea – Grigori and Fran – who sheltered Jewish children for several years, moving them between different hiding places to avoid detection. Despite significant personal risk, they continued to protect the children throughout the occupation.

The exhibition also referenced instances of Armenian-Jewish cooperation in the French Resistance, including the Manouchian Group led by Armenian poet Missak Manouchian, which included members of different backgrounds who fought against Nazi forces.

Organizers note, however, that despite the warm relations between the two peoples, the State of Israel has not yet officially recognized the Armenian Genocide. In addition, Israeli weapons sold to Azerbaijan were used in ethnic cleansing against Armenians in Nagorno-Karabakh.

Following the event’s reception, the Religious Freedom Data Center indicated plans to expand the exhibition and present it in other locations in Israel, including Jaffa and Haifa, in cooperation with local Armenian communities.

Organizers described the exhibition as both a historical commemoration and an effort to highlight examples of solidarity and humanitarian action during periods of mass violence. As Pietro Kuciukian observed in his writings on the rescuers of Armenians during the 1915 genocide, “Connecting the memories of peoples who have experienced genocide is not simple, but focusing on the righteous makes dialogue easier.”

Nikol Pashinyan does not say openly, but he does not hide that he is going to withdraw Armenia from EAEU. What this means for business, these people understand better than anyone else, regardless of what Nikol Pashinyan will say or not.

Nikol Pashinyan does not say that he will deprive businesses from the EAEU market, but everyone sees what he is doing. When they ask, he tries to give an evasive answer, saying that when the time comes, we will make a decision. He avoids saying it directly, but in the footnote everyone understands where all this is leading. The goal is to leave the EAEU and join the European Union, although we have been convinced many times that no one in the EU is waiting for Armenia.

As much as they do not expect Armenia in the EU, the rulers of Armenia have made their choice long ago. There is no doubt as to who will be the first victims on the way to that election. the people and the business will be the victims.

The people and the business will bear the economic and social consequences of such a decision when they face serious problems. But then it will be too late. That is why it is necessary to think about one’s own future now, until others decide their fate for them. Even if it continues like this, even the authorities will not be the decision-makers. Neither will wait until they decide whether to stay or go. Without them, that decision will be made and Armenia will be faced with the facts.

In that case, the problem is not so much about Armenia’s high dependence on strategic goods imported from EAEU. The problem is about losing the largest market for the sale of Armenian products without the creation of alternative markets.

The largest market for the sale of Armenian products, including agricultural products, is the Eurasian Economic Union and, first of all, Russia. Those engaged in the production of agricultural products, especially those who took loans, set up production, built greenhouses in the hope that they will be able to sell their products in those markets, have a serious reason to think. The main market for Armenia’s greenhouse economy products is the Eurasian Economic Union and Russia. If they lose that market, the greenhouses will be closed everywhere, and the greenhouse owners will find themselves under loans. We still do not say that the greenhouse economy today is able to survive exclusively due to the cheap imported Russian gas. It is not difficult to say what will happen if Russian gas becomes more expensive.

Today, most of the products of Armenia’s processing industry and at least one third of the local products in general are sold in EAEU markets. In the case of being left out of the EAEU, there will always be reasons to limit or prohibit the sale of Armenian products in the markets of the EAEU countries. Not only do these products have no alternative markets, but it takes a long time to find them. Before finding them, you should think about ensuring their competitiveness. The competitiveness of Armenian products does not always allow to get sales opportunities in other markets. The EU is not an alternative in that sense.

Even after last year it was decided to subsidize customs duties for the supply of Armenian goods to EU countries, it did not have a significant impact on export volumes. If before that, supplies to EU countries amounted to 611 million dollars, after the subsidy they increased by only 55 million dollars. Almost as much as the provided subsidy.

At this rate, it will take tens of years to compensate for the possible losses of the EAEU markets.

Only the export of Armenian products to the Russian market fluctuates around 1.5 billion dollars per year. In the event that supplies to the EU markets do not even reach 700 million dollars. Last year, even after the subsidy from the state budget in terms of customs duties, they amounted to barely 666 million dollars.

At least twice less than the supplies of the Russian market alone.

By the way, in recent years, when the political government adopted the policy of EU integration, the supplies of Armenian goods to the markets of the European Union countries have even been reduced. 2018 More Armenian goods were exported from Armenia to the EU than now, 7 years later. In seven years, there has been no absolute movement, one thing has also been recorded, the volume of export of Armenian goods has decreased.

According to official data, 666 million dollars of goods were supplied to the markets of EU countries last year. In the event that in 2018 supplies amounted to 683 million dollars, 23 million dollars more than after 7 years.

At one time, the share of exports to EU countries reached up to 27-28 percent, now it is barely 7-8 percent.

This is how economic relations with EU countries have been deepened.

Given the current opportunities and capabilities of the Armenian economy, the EU cannot be a substitute for the EAEU market. This may not concern Nikol Pashinyan and members of the CP, but all those businesses that are connected with the EATM sales markets cannot help but be concerned. That is why they are forced to think seriously about the future of their business before the upcoming elections.

No matter how Nikol Pashinyan declares that there are no problems with EAEU and especially with Russia, everyone understands that this is not the case. Those problems are already visible today, and they will deepen. It is obvious that if this continues, the issue of staying or not in EAEU will not depend on the decision of the Armenian authorities, as Nikol Pashinyan says, but will be sold independently of us. What the current rulers of Armenia are doing will accelerate these processes. And before it’s too late, we haven’t reached the point of irreversibility, business is forced to make a choice.

They need a strong country that guarantees the stable development of young people for the next 20-30 years, a safe and dignified life, a strong economy built on internal and external investments, and real opportunities for free self-expression at different stages of life. They need all the components of preservation of spiritual and cultural values ​​and national identity characteristic of the national state to be guaranteed in their country. They really want to be the master of their country, not to arrange their lives within the framework of the “ideas” and demands of the neighboring Azerbaijanis or Turks.

The approach of the youth assures me that the Republic of Armenia has a future, has chances to recover and strengthen, has an internal drive to strengthen statehood and sovereignty, has a mindset based on national values ​​and interests. Armenia will buy weapons from Russia. Is there such an opportunity within CSTO?

Meanwhile 168.am– tried to find out from the Ministry of Defense of the Republic of Armenia through a written request whether the unfulfilled arms supply contracts were signed during the current government, or whether the contracts signed during the previous authorities were not fulfilled, or maybe it refers to the 44-day war and the period that followed it? More specifically, we recalled the agreements with the arms supply reached between the former RA Defense Minister Arshak Karapetyan and the then Russian Defense Minister Sergey Shoigu in August 2021, and asked Suren Papikyan whether they have been moved to the practical stage.

At that time, in response to our questions, from the Ministry of Defense of the Republic of Armenia had reported that “the military-technical cooperation between the Republic of Armenia and the Russian Federation and SRT acquisitions are carried out in a planned manner.”

But during these 4 years, we have regularly heard about the complications of Russian arms supplies and the non-fulfillment of contractual obligations by Russia. And in the background of all this, Armenia established military-technical cooperation with India and France.

The timing, motivation and interests chosen by these countries to sell arms to Armenia on different occasions we touched on therefore, we will not refer to them in this case. And the new military-technical reality was called diversification by the RA authorities. And in the concept of transformation of the Army, it is even mentioned in this regard. “Armenia needs combat-ready and equipped with modern equipment and weapons to protect the security, territorial integrity, integrity of the borders and the adopted peace agenda of Armenia, replacing the asymmetric and hierarchical metaphors of relying on one center with symmetrical and non-hierarchical metaphors with many centers. The preferred international military-technical format is the state-to-state approach, based on the single-window principle, excluding the involvement of commercial intermediaries.”

Isn’t it clear, what, to whom, what is the provision of mediated arms supplies?

For the sake of justice, it should be said that although the Chairman of the National Defense and Security Affairs Committee Andranik Kocharyan is also a supporter of the state-state military-technical cooperation format, but in recent years, when various government or government-affiliated circles accused the Russian side of deliberately not fulfilling the military-technical agreements undertaken with Armenia, and even creating obstacles, for example, to prevent deliveries from India to Armenia, he urged “we’ll get into a conspiracy theory and never get out.”

Kocharyan tried to explain the difficulties in supplying Russian weapons with the fact that the Russian-Ukrainian war is going on, and due to this, Russia itself needs weapons, let’s get it right. This was initially, and later, from time to time, he reported that the Russian side had started making some supplies within the framework of the contract.

During this period, however, according to our information, the cooperation of the RA-RF defense departments in the field of maintenance and even modernization of the military equipment in the arsenal of the RA Armed Forces has not been jeopardized.

And the fact that Armenia can acquire weapons from Russia, within the framework of previous agreements, became known to us at the end of last year, but such issues like silence. It is possible that we still have “Tor-M2KM” systems to receive.

And it is nothing that RA Defense Minister Suren Papikyan announced at the meeting with journalists almost in 2025.

“An agreement has been reached between the Ministry of Finance of Armenia and Russia that the amount paid by us should be reduced from the interstate debt, of course, it will be difficult to say in which part of its implementation, but a similar agreement has been reached.”

Anyway, the announcement made during the briefing was remarkable and, why not, useful? We cannot say to what extent we can consider it realistic that Pashinyan’s government will start using military-technical opportunities within the framework of the CSTO as well.

By the way, on one occasion two years ago, Andranik Kocharyan said in the context of Russia-Armenia relations that although Armenia does not participate in the CSTO exercises, the country continues to remain in the CSTO because they hope that «that system may one day be useful from the point of view of national interests of RA”.

It should be noted that since last year, Russian President Vladimir Putin has been offering CSTO members a rearming program.
