“Hraparak” got hold of a document related to the RA-EU summit to be held in Yerevan on May 4-5. The document opens a number of brackets and shows the real picture of Armenia-EU relations. What desperate measures the RA authorities are trying to woo the EU with, and how they obediently fulfill the most incomprehensible proposals and instructions, and what kind of humble service the EU expects from Armenia.
The document talks about how the summit convened at the beginning of May should proceed, and what the Armenian side should say and do, how it should behave, what issues it should resolve. Simply put, this is a guide for the “sovereign” leadership of RA, what Europe expects from it. It is true that it is mostly done in the form of consultation, but the existence of such a document itself speaks of the unequal relations, the master-slave dependence that exists between the EU and RA authorities. It is clear from the document how much the European Union attaches importance to two issues: the issue of the railway, taking it away from the hands of the Russian company at any cost, and the cooperation of the border checkpoints with Turkey and Azerbaijan in the context of the Middle Corridor. The EU lists the procedure of the summit, the things to be done. signing of letters of intent, pre-agreements in relevant fields, a list of possible benefits for Armenia, etc., proposing steps aimed at strengthening and intensifying partnership relations, for example, in the fields of transport, energy, digital, people-to-people ties, involvement of the Armenian diaspora, involvement of Tumo Center in digital education processes, etc.
In the document, for example, it is stated in several places: “The President can announce:…” we are talking, presumably, about the President of Armenia or the Speaker of the RA National Assembly, or the chairman of the summit. In other words, even the president is not provided with freedom of speech and the right to decide what to say on his own. According to Hraparak, a high-ranking EU official, Hoa-Bin Ajemyan, who has close ties with some pro-government businessmen in Armenia, took part in the drafting of this document-proposal. Years ago, he was the head of the cooperation department in the office of the EU delegation operating in Armenia, including in the period before the “revolution” of 18, and was often a guest at the office of the EU delegation.
Returning to the so-called package of proposals of the EU, let’s present its content. The document refers to the energy sector. According to the Europeans, Armenia’s energy sector faces the challenge of grid instability, which complicates large investments in renewable energy, effective power management and conservation, as the battery energy storage system is missing, and there is a need to upgrade and modernize the grid. The European partners offer their help, as well as advise what the president should say in his speech regarding this. They also promise investments of up to 1 billion dollars in this field.
The package of proposals also refers to the digital sphere, the successes of Armenian companies in this sphere are recorded, and the goal is “the integration of Armenia into the European digital economy”. They offer cooperation models and a fund where approximately 60 million euros of capital can be mobilized. In this section, the names of a number of well-known organizations in the field are mentioned, among which is NVIDIA. the latter’s vice president was in Yerevan a few days ago, meeting with Nikol Pashinyan. In the context of preparations for the summit, the document also talks about people arriving in Armenia starting from March. The company “Synopsys Armenia” is also mentioned, the director of which is Hovik Musayelyan, who closely cooperates with the authorities and is a member of the Public Council. He was also in the group of those who went on an excursion to the Kirants wall with Pashinyan.
The EU partners did not ignore the Armenian diaspora with its well-established organizations, such as AGBU, the Armenian Benevolent Union. It is noted that the Armenian diaspora, with its strong communities and businesses in Europe, its activity in the fields of culture and public policy, is one of the most important strategic assets of Armenia, and AGBU has a long history of education, entrepreneurial support and international cooperation. Cooperation between the EU and AGBU would help mobilize the diaspora more systematically and strengthen the ties between Armenia and Europe. And the diaspora could become a bridge between Armenia and Europe. By the way, AGBU issued a statement in 2023 to respect Artsakh’s right to self-determination, and last year called on the RA authorities to respect the autonomy of the church. The topic of possible cooperation with Tumo Center and Dilijan International College was also included in the package of EU documents-proposals. It is written that they want to take advantage of Tumo’s experience, and Dilijan International College, in a region with unresolved conflicts, can play a strategic role in encouraging dialogue and prepare the next generation for peaceful cooperation.
Now let’s look at the 2 most important points of this document-proposal package.
1. “Rehabilitation of border checkpoints with Turkey and Azerbaijan, special attention on data exchange (e-custom, e-freight) in order to build an efficient and integrated middle corridor. In order for the Middle Corridor to flourish and be resilient and be fully integrated into the regional rail and road network, “reducing Russian influence,” the document says. And they advise what the Armenians can announce and what these announcements will help, for example: “…will help to attract EU private investments”.
2. And, of course, the topic of the railway, which is being hung over Armenia’s head like a sword of Damocles. In the proposal document, it is clearly written in black and white: RA must undertake to eliminate the Russian monopoly and re-nationalize the railway.
This topic has been widely discussed. For example, they write: Armenia’s railway network currently operates through a 30-year (2008-2038) concession agreement granted to the South Caucasus Railway (a subsidiary of Russian Railways). They make a number of proposals to reduce Russian influence, increase EU involvement and attract potential EU investments, as well as to get as close as possible to EU transport requirements. For example, to dismantle the monopoly of the national railways, to separate the company of rails, railroaders and the general management. This approach, according to the EU, will reduce Armenia’s dependence on Russia, open up new opportunities, such as investments in additional segments of the railway network (concession island), so that the railway system of Armenia is integrated with the regional one (Azerbaijan and Turkey), while keeping the Russian railway operator away from the rehabilitated track (on the Eurotunnel model). The European partners did not forget to remind that Armenia will probably be required to pay compensation to the Russian company for this. There is also talk that at some stage of the changes, Armenia may transfer the management of the infrastructure from the Russian company to an independent unit. According to EU partners, this change will create a favorable environment for investments in line with EU standards.
The interest of the EU in all this is obvious, but it remains unclear where the interest of RA is. Especially if we take into account that the EU has not fulfilled the previous promises of investments and aid. And does Armenia have enough resources to be able to abruptly abandon RA-RF relations and cooperation with all the economic consequences arising from it?

The Office of the Human Rights Defender of Armenia has publicly responded to the letter-message sent from Baku prison by Ruben Vardanyan, former Minister of State of Nagorno-Karabakh who was sentenced to prison in Azerbaijan.
“Ruben Vardanyan’s message addressed to RA Human Rights Defender Anahit Manasyan was spread in social media and mass media.
Within the framework of the message, a number of observations are presented regarding the mandate and powers of the HRD institution, which we consider necessary to address below.
First, we consider it important to emphasize that the institution of the human rights defender of the Republic of Armenia operates on the basis of the principle of independence, is not part of the government, operates independently from the latter and is accredited by the subcommittee on accreditation issues of the Global Alliance of National Human Rights Institutions of the United Nations with A status confirming the independence of the institution.
The stated status of the human rights defender of RA implies that the latter cannot and does not conduct negotiations on behalf of the state, does not implement the state’s foreign policy, but acts exclusively according to the legislation of the Republic of Armenia and international standards, within the framework of the mandate assigned to the human rights defender. Accordingly, the powers of the Human Rights Defender of the Republic of Armenia extend exclusively to the processes of recording alleged violations of human rights by the state and local self-government bodies of the Republic of Armenia, regardless of the citizenship of the right holder.
Moreover, the human rights defender of the RA has the right to conduct monitoring visits to the places of deprivation of liberty and has the unhindered opportunity to use all his tools during those visits exclusively in the Republic of Armenia.
At the same time, we consider it necessary to emphasize that within the framework of peace processes, national human rights protection institutions can play a key role, strictly observing the international standards and ethical principles set for the activity of the said bodies and performing this role based on the principles of independence, impartiality, neutrality, multilateralism and cooperation.
The RA Human Rights Defender institution, being an institution accredited by the United Nations as an independent body, does not consider the immediate implementation of all humanitarian and legal mechanisms extremely important in the current situation, but has always used its tools in the post-conflict and peace processes, including from the point of view of ensuring the rights of Armenians deprived of their freedom in Azerbaijan. In this regard, the information to be published is presented on the official platforms of the Human Rights Defender.
At the same time, it should be noted that the activities of national human rights institutions are also based on the principles of “do no harm” and “do no harm”, which the Human Rights Defender of the Republic of Armenia maintains now and will maintain in the future, within the framework of all processes.
We are puzzled by the following idea presented in the text of the message. “During our conversation, the Azerbaijani ombudsman mentioned that he has already discussed with you the possibility of visiting Baku, and the Azerbaijani side has expressed its willingness to contribute to its organization.” We consider it necessary to emphasize that the institution of the human rights defender of the RA has not received any official proposal regarding cooperation on the discussed issue, nor has it received any confirmation that the Azerbaijani side has expressed its willingness to contribute to this cooperation.
At the same time, it should be kept in mind that every issue of rights protection in the territory of a specific state is included within the mandate of the ombudsman / national human rights institution of the given state, is the function of the ombudsman of the given state and cannot in any way be conditioned by the circumstance of communication with the human rights institution of another state.
The institution of the Human Rights Defender of the Republic of Armenia has always been open and is open to any cooperation and communication with partner human rights institutions, if it is carried out strictly following the above-mentioned standards: independence, impartiality, neutrality, observance of ethical principles.
Let’s also add that modern human rights protection systems require an internationally recognized independent monitoring mechanism operating on the basis of the principle of independence to protect the rights of persons during imprisonment, which is a fundamental priority in this context as well.

We declare unequivocally and demand for the hearing of the whole world and Yerevan government cabinets. we will protect the Mother See. it is not subject to negotiation.
We keep Ararat in our soul and at the basis of statehood. it is not a material subject to surrender to the enemy.
We stand for Artsakh and the memory of the Genocide. they are an inseparable part of our identity.
Armenia is not just a territory. Armenia is dignity, memory and faith. And that Armenia is neither for sale, nor for concession, nor for oblivion.
So let’s stand straight. And let our generations know that Armenia has the right to live only standing, not kneeling.”

“Artsakh” union demands the RA government to review the policy encouraging Baku
Following the destruction of St. Hakob Church in Stepanakert occupied by Azerbaijan, the destruction of St. Astvatmamor Hovanu Cathedral is the culmination of Azerbaijan’s consistent erasure of Armenian cultural presence and cultural genocide carried out at the state level. The Artsakh Union emphasizes that these new crimes are the direct result of the impunity of the preceding acts, the absolute silence of the international community, and the actual encouraging statements and inaction of the Armenian authorities.
The targeting and demolition of the Stepanakert Cathedral is not only a continuation of the Genocide policy of the Artsakh people, but also a clear violation of international law and judicial acts. These actions grossly violate the following international documents in particular:
The 1954 Hague Convention on the Protection of Cultural Property in the Event of Armed Conflict and its Protocols;
2003 UNESCO Declaration on the Deliberate Destruction of Cultural Heritage.
International Convention on the Elimination of All Forms of Racial Discrimination.
International Court of Justice (ICJ) of December 7, 2021 and 2023 November 17 orders obliging Azerbaijan to prevent and punish the targeting of Armenian cultural heritage.
The Artsakh Union demands that the government of the Republic of Armenia reconsider its encouraging inaction and rhetoric and take the following immediate steps:

Diaspora military movement to save Armenia from Pashinyan’s destructive steps
On April 11-12, 2026, a conference dedicated to the national Diaspora movement was held in Paris, bringing together 160 politicians, community leaders, international lawyers, clergy and intellectuals from 26 countries, including Armenia and Artsakh.
The purpose of the conference was a comprehensive assessment of the relations between Armenia and the Diaspora in the conditions of ongoing national challenges and changing geopolitical realities, while emphasizing the need for a coordinated military movement around a unified pan-Armenian agenda.
This is a crucial moment in the history of our country. With each passing day, Prime Minister Nikol Pashinyan causes significant damage to Armenia’s national interests to such an extent that if he continues in office after the June 7 parliamentary elections, the existence of the motherland may be in great danger. Armenia needs a capable leader who will protect the country’s national interests from foreign interference from all sides, from the East, West, North or South.
Armenians, who at this crucial moment ignore the unpleasant situation of their homeland and sit idly by, contribute to its downfall. Regardless of the place of residence, every Armenian has a sacred duty to protect Armenia from its enemies, both inside the country and outside its borders.
Unfortunately, about half of the registered voters of Armenia said that they will not participate in the upcoming parliamentary elections. Such indifference enables the continuation of policies that the majority opposes. Every registered Armenian voter has a civic duty to participate in the elections and vote on June 7. Even Armenian citizens living in the Diaspora must come to Armenia to participate in the voting.
In terms of campaign strategy, opposition political forces should focus their efforts on those voters who plan not to participate in the elections, rather than wasting time and resources on convincing Pashinyan’s dwindling supporters. His followers will continue to support him because they depend on him for their livelihood, they are either civil servants receiving large bonuses or enjoying monopoly business privileges.
In the conditions of the urgency of the political situation, the Paris conference gained special importance. Most of the participants, who were not affiliated with any party, jointly recorded the dangers facing Armenia and pledged to take the necessary steps upon returning home to mobilize members of their communities. It is noteworthy that three former prime ministers of Armenia, Vazgen Manukyan, Khosrov Harutyunyan and Hrant Bagratyan, participated in the conference.
Bishop Grigor Khachatryan, leader of the diocese of the Armenian Apostolic Church of France, read the message of Catholicos of All Armenians Garegin II. Aram I, Catholicos of the Great House of Cilicia addressed the participants in a video message. Ashot Danielyan, Acting President of the Republic of Artsakh and Chairman of the National Assembly of Artsakh, personally addressed the conference.
At the conference, 19 speakers took part in four panel discussions.
1. The strategic role of the diaspora in solving national problems. What is the political agenda of the Diaspora?
2. The importance of national values and the Armenian Church in the Diaspora for the preservation of Armenian identity. the challenges of the new situation.
3. Issues and horizons of Armenia-Diaspora relations.
4. Mobilization and revitalization of the Diaspora for national goals.
As one of the speakers at the conference, in my speech I expressed regret that the successive governments of Armenia have not fully utilized the Diaspora as a precious resource. After the closure of the Diaspora Ministry by Pashinyan’s administration, Diaspora-Armenia relations have reached their lowest level since Armenia’s independence. Pashinyan often belittles and opposes the Diaspora, thereby distancing his government from the concerns of the Diaspora.
Pashinyan’s views and positions deviate significantly from Armenian values and priorities. He openly criticized the national symbols: Mount Ararat, the state coat of arms and the national anthem. By renaming the textbooks of “Armenian History” to “History of Armenia”, he reduced the historical scope of Armenian identity. Pashinyan has questioned the authenticity of the Armenian Genocide, and he wears the map of “Real Armenia” on his chest, trying to forget historical Armenia.
In matters of security and sovereignty, Pashinyan handed over Artsakh to Azerbaijan, renounced 220 square kilometers of the territory of the Republic of Armenia in favor of Azerbaijan, considers the Artsakh issue closed, while the leaders of Artsakh remain in prison in Baku, and made a black list of Diaspora Armenians who were deprived of the right to visit Armenia simply because they disagreed with his policies.
In addition, he has taken confrontational steps against the Armenian Apostolic Church, including arresting high-ranking clergy. His “Civil Contract” party has announced plans to organize an official conference exclusively for “state-centric organizations of the Diaspora”.
Concluding my speech, I proposed a mechanism that would be able to unite millions of Diaspora Armenians in one unified structure, forming a Parliament of Diaspora Armenians, which will be elected by members of different communities of the Diaspora.
At the end of the conference, to my surprise, Ashot Danielyan, the Acting President of the Republic of Artsakh, handed me a letter of thanks from the Republic of Artsakh, which stated: “I express my deep gratitude to you for the great contribution you have made in protecting the rights of forcibly displaced Artsakh Armenians and ensuring their safe and dignified return to their historical homeland.”
The recognition was an honor, but more important is the responsibility shared by Armenians around the world to act decisively at this pivotal moment.

The municipality of Byureghavan issued a statement referring to the management of “Andranik Petrosyan City Polyclinic of Byureghavan” CJSC.

Sponsorship, double standards? What is happening at the Pedagogical University?
