Evocabank and Proparco-AFD sign a €20 mln credit agreement to advance women’s entrepreneurship and renewable energy in Armenia.

As France and Armenia mark a new chapter in their bilateral relationship during President Emmanuel Macron’s State Visit to Armenia, Evocabank and Proparco-AFD (Groupe Agence française de développement) signed a €20 million credit agreement targeting two of Armenia’s most pressing development priorities: the economic empowerment of women and the country’s energy transition.

In Armenia, women represent only 17% of business owners. A structural gap that limits the country’s economic potential and social cohesion. At the same time, Armenia is actively seeking to reduce its dependence on energy imports and accelerate its transition towards renewable sources. This agreement, signed in the presence of President Macron and Prime Minister Pashinyan, responds to both challenges at once.

Half of the credit line: €10 million, will finance women-led businesses, strengthening women’s access to formal financing and entrepreneurship. The transaction is eligible under the 2X Challenge, an international initiative by development finance institutions that sets standards for gender-lens investing. The remaining €10 million will support the development of Evocabank’s renewable energy portfolio, contributing to Armenia’s clean energy ambitions. In total, nearly 17,000 jobs will be sustained and over 300 MSMEs supported.

This agreement reflects a shared ambition: Evocabank, as one of Armenia’s most forward-looking financial institutions, and Proparco-AFD, as a committed partner of the country’s private sector development, are joining forces to put finance at the service of those who are too often left behind — women entrepreneurs and communities seeking access to clean energy.

The signing ceremony took place within the framework of the EPC 2026 Summit (European Political Community), in the presence of French President Emmanuel Macron and Armenian Prime Minister Nikol Pashinyan.

Georgia’s Deputy Foreign Minister Lasha Darsalia has said that relations with Armenia are exemplary and important for the development of the entire South Caucasus.

“Armenia–Georgia bilateral relations are officially strategic, but I think the word ‘strategic’ is not sufficient to describe the brotherly relations that exist between Georgia and Armenia. Today they are very strong in all respects,” the Georgian Deputy Foreign Minister told Armenpress on the margins of the Yerevan Dialogue 2026 forum.

He pointed to very good cooperation in economic, political, and other fields, as well as in international organizations.

“The cooperation between Armenia and Georgia is exemplary, and it is truly very important for the development of the whole region. As for the prospects for further development of relations, I can say that there is still a lot of potential that we need to explore; perhaps there is more room to further deepen economic ties. There are many areas where we can deepen our relations, and this is actually our main goal. We have very good cooperation not only between states, but also at the inter-agency level. Almost all agencies of Georgia and Armenia cooperate very well and very closely, but there are areas where many things can still be improved in the future,” Darsalia emphasized.

Referring to the importance and significance of the already traditional Yerevan Dialogue international forum, Darsalia noted that it is becoming a very important platform not only for the region but also for other actors.

“There were very good discussions during the conference, and I myself participated in the discussion on connectivity in the South Caucasus. We were talking about the importance of our region and the role that it can play in connecting the wider region and different parts of the world,” the Georgian Deputy Foreign Minister said.

According to him, the transit role of the South Caucasus is increasing, and the region’s importance is rising, especially in today’s turbulent world, when many developments are taking place around the South Caucasus.

“Our region now has the opportunity to become a truly connecting region, and regional cooperation is something that Georgia strongly promotes. We have all been searching for and waiting for this opportunity for the past 35 years. This region went through many tragedies, wars, conflicts, and a great deal of chaos in the 1990s, and today we truly have the opportunity to turn it into a space of cooperation and peace. This will make our region an important hub for international trade, investment, and connectivity,” Darsalia emphasized.

The new cooperation agreement signed between Armenia and France will enable the two countries to deepen their already three-year-long cooperation in research and innovation, particularly in the fields of unmanned aerial vehicles, artificial intelligence, and quantum computing.

Alice Rufo, Minister Delegate to the French Minister for the Armed Forces and Veterans Affairs, hailed the signing of the memorandum of understanding during French President Emmanuel Macron’s state visit to Armenia.

“I am pleased with the signing of the memorandum of understanding with Armenia’s Minister of High-Tech Industry, Mkhitar Hayrapetyan. It formalized the cooperation between the ministry he leads and the Defense Innovation Agency of the [French] Ministry of the Armed Forces. This agreement will allow us to deepen the cooperation between our two countries, which began in 2023, in the fields of research and innovation, particularly in unmanned aerial vehicles, artificial intelligence, and quantum computing,” Rufo said on X.

Within the framework of French President Emmanuel Macron’s state visit to Armenia, important documents aimed at developing bilateral cooperation in the fields of high technology and the defense industry were signed on May 5.

A memorandum of understanding was signed between the Government of the Republic of Armenia and the Government of the French Republic on cooperation in the fields of artificial intelligence, cybersecurity, and semiconductors.

Armenia is not allied with Russia on the issue of Ukraine, Prime Minister Nikol Pashinyan said during a briefing while responding to criticism surrounding Ukrainian President Volodymyr Zelenskyy’s visit to Yerevan.

“Regarding the visit of Ukraine’s president, I have spoken about this topic before. We sent humanitarian aid to Ukraine, and I have said that on the issue of Ukraine, we are not allies with Russia,” Pashinyan said, reports Armenpress.

The prime minister also stressed the importance of the Alma-Ata Declaration for Armenia, noting that Yerevan relies on it in building the peace process with Azerbaijan.

“You know how important and principled the Alma-Ata Declaration is for us. We rely on that declaration and build peace with Azerbaijan on that foundation. This is our principled position,” he said.

Ukrainian President Volodymyr Zelenskyy visited Yerevan on May 4 to participate in the eighth summit of the European Political Community.

Earlier, Russian Foreign Ministry spokeswoman Maria Zakharova criticized Zelenskyy’s visit, saying that “the country Moscow considered a friend provided a platform to a terrorist and the head of a neo-Nazi regime.”

She also argued that Zelenskyy’s trip demonstrated the future the European Union allegedly envisions for Armenia.

Reports of Macron being blocked at Turkish-Armenia border ‘inaccurate,’ Türkiye says

Türkiye on Thursday denied reports that French President Emmanuel Macron requested permission to cross the Turkish-Armenian land border following his visit to Yerevan

The Foreign Ministry source called the claims false and warned against attempts to turn the Türkiye-Armenia normalization process into a domestic political tool for any country.

A senior Turkish Foreign Ministry official, responding to questions from Türkiye’s Anka News Agency, said the reports were inaccurate.

“When the border opens, Türkiye decides who crosses and who does not. We do not want to waste time with such polemics. We do not want the Türkiye-Armenia normalization process to be turned into a discussion to be exploited for any country’s domestic politics,” the official said.

The denial followed a report by Visegrád 24 claiming that “Macron had planned to enter Türkiye by land from Armenia across the long-closed border, that Ankara had initially given the green light before President Erdogan categorically rejected the request, and that the crossing, had it been allowed, would have been an unprecedented symbolic opening facilitated by a third party.”

Macron calls for all regional borders to open

The episode, disputed or otherwise, comes after Macron made an explicit call in Yerevan for the opening of all regional borders, including those between Armenia, Azerbaijan and Türkiye.

“Borders must open, all borders, and they must open fully. This is what will unlock full economic opportunity and allow for routes of peace rather than imperial conflicts in the South Caucasus,” Macron said at the Yerevan Dialogue forum.

He also framed the South Caucasus as a potential connectivity hub between Europe, Central Asia and the Middle East and called Armenia’s turn toward Europe “courageous and necessary.”

He said the 2020 Nagorno-Karabakh war had exposed the unreliability of Russian security guarantees. “I know that for a long time, many believed Armenia’s destiny could only lie under the so-called protective wing of Russia. But the 2020 war showed that this protection was not as reliable as many thought,” he said.

Armenia-France strategic partnership deal signed

Separately, Armenia and France signed a joint declaration establishing a strategic partnership during Macron’s state visit to Yerevan, with Macron and Prime Minister Nikol Pashinyan signing the agreement ahead of a press conference.

Armenia also signed a similar joint declaration with the United Kingdom during a meeting between Pashinyan and British Prime Minister Keir Starmer on the sidelines of the 8th European Political Community summit.

Macron additionally called for a ceasefire in the Middle East, a return to diplomatic negotiations on Iran and the reopening of the Strait of Hormuz “with free circulation for all container ships and tankers.”

French President Emmanuel Macron said he expressed “deep concern” about the escalation in the region when he held talks with Iranian President Masoud Pezeshkian.

“All parties must lift the blockade of the Strait immediately and unconditionally,” Macron wrote on X.

Nicosia, Cyprus. Vartkes Mahdessian was on Thursday re-elected as the Armenian Cypriot community’s non-voting representative in parliament. He will serve a fifth five-year term.

Unopposed re-election

Mahdessian was the sole candidate registered for the seat on Wednesday. After 24 hours passed following the close of nominations and no objections were filed, he was proclaimed the winner unopposed.

Term details

The 76-year-old was first elected to the role in 2006. The seat will be up for re-election in 2031.

UAE Participates in “Yerevan Dialogue 2026” in Armenia

The United Arab Emirates participated in “Yerevan Dialogue 2026” hosted by the Republic of Armenia with the UAE represented by His Excellency Omran Sharaf, Assistant Foreign Minister for Advanced Science and Technology.  THE BIG PICTURE  

This week, European leaders gathered in Yerevan in a landmark moment for Armenia’s growing ties with Europe.

Beyond diplomacy and economics, one issue dominated discussions: malign influence operations ahead of pivotal June elections.

 VOICES FROM THE FRONTLINE 

“Disinformation in Armenia remains a persistent challenge, becoming especially acute during key political moments such as peace negotiations with Azerbaijan and elections,” explained Knarik Mkrtchyan, IWPR Armenia country coordinator.

Prime Minister Nikol Pashinyan, who has made it clear he intends to pursue a pro-European direction, anticipates tough opposition from pro-Russian forces in the upcoming June 7 vote.

The Kremlin is expected to intensify malign influence operations in an attempt to keep Yerevan within its geopolitical orbit, and Mkrtchyan noted that Armenia was particularly vulnerable to Russia’s sophisticated hybrid tactics.

“Limited public awareness of fact-checking tools and low media literacy often make it difficult for audiences to recognise and verify disinformation,” she said. “It’s also important to highlight that civil society organisations, particularly women-led initiatives, often lack the skills and capacity needed to effectively counter this – so gaps in reliable, accessible information are quickly filled with misleading or fabricated narratives.”

 WHY IT MATTERS 

This week’s meetings mark a turning point in Armenia’s geopolitical direction. Once closely aligned with Russia, Armenia signed a comprehensive partnership agreement with the EU in 2017, and last year formally declared its intention to apply for membership in the 27-nation bloc.

As well as ongoing pressure from Moscow, the country faces regional tensions with Azerbaijan combined with political turmoil and manipulation.

Last month, the EU approved a new two-year civilian mission for Armenia, designed to counter Russian disinformation, cyberattacks and illicit financial flows. It follows similar support for Moldova, where the success of pro-European forces in last year’s key elections – in no small part due to the efforts of independent media and civil society – shows that Kremlin hybrid tactics can be thwarted. 

“Disinformation in Armenia and around the world is not only about false facts; it goes beyond that,” Mkrtchyan said. “It is about shaping public perceptions at moments when public opinion matters most, when it is precisely that opinion which will influence the future.”

 THE BOTTOM LINE 

The European focus on Armenia reflects a global trend: modern geopolitics is not only fought with armies or economics, but also with information.

SIOP Europe 2026 was a great mix of strong science and real-world clinical discussion – the kind of meeting where you come back with new ideas, better questions, and renewed energy from the people around you.

This year, I presented a clinical case from our center in Armenia in the Young SIOP session on childhood cancer predisposition syndromes. I shared our experience with therapeutic decision-making in a child with an underlying genetic predisposition and significant treatment vulnerability – highlighting how ‘host biology’ can redefine what is feasible and safe when standard pathways are limited.

SIOP-E was also a great chance to reconnect with the network and to meet new colleagues and friends. Thank you to everyone involved in this patient’s care and to the wider community advancing pediatric oncology through collaboration and shared learning.

ICC President concludes official visit to Armenia

On 5 and 6 May 2026, the President of the International Criminal Court (ICC), Judge Tomoko Akane, paid an official visit to the Republic of Armenia. This marks the first official visit by the President of the ICC to Armenia, which has joined the Rome Statute as the 124th State Party on 1 February 2024.

The President held a series of high-level bilateral meetings with the Minister of Foreign Affairs, H.E. Mr Ararat Mirzoyan, the Minister of Justice, H.E. Ms Srbuhi Galyan, the President of the Supreme Judicial Council, H.E. Mr Artur Atabekyan and the Prosecutor General, H.E. Ms Anna Vardapetyan. Discussions centred around further strengthening cooperation between the Court and Armenia with a view to safeguarding the rule of law. The President also expressed her appreciation to the Armenian officials for reaffirming Armenia’s unwavering support for the ICC.

At the international forum “Yerevan Dialogue 2026”, President Akane participated in a panel discussion entitled “Beyond Geopolitical Divides: International Human Rights and Justice Institutions as Guardians of International Law”, which was dedicated to discussing means to reinforce international justice and accountability mechanisms amidst contemporary challenges. Acknowledging the challenges faced by the Court since its inception, the President underlined that “the ICC, like other institutions that underpin the rule of law, was created after years of preparatory work and as a result of the suffering of millions of innocent victims. We must cherish these institutions, as if they fall, we cannot just create replacements”. “There is no stronger demonstration of resilience than maintaining judicial processes unaffected, which can only be achieved through States’ cooperation”, added the President.

During her visit, the ICC President also participated in a flower-laying ceremony at the Armenian Genocide Memorial Complex.
