A reception was held at the Embassy of Bulgaria in Armenia on the occasion of the Day of Saints Cyril and Methodius, the Bulgarian alphabet, education and culture, as well as Slavic literature.

As part of the event, students of School No. 131 named after renowned Bulgarian poet Peyo Yavorov performed the national anthems of Armenia and Bulgaria. The pupils also presented Armenian-Bulgarian national dances and songs.

Welcoming the guests, Bulgaria’s Ambassador Extraordinary and Plenipotentiary to Armenia, Nikola Nikolov, stressed that the holiday holds special significance not only for Bulgaria, but also for all peoples who share the spiritual heritage of Slavic script and culture.

“The work of Saints Cyril and Methodius serves as a bridge between nations, becoming a symbol of cultural identity, heritage, national pride and mutual respect. Today, more than ever, May 24 is not merely a calendar date for Bulgarians and other Slavic peoples. It is a day symbolising the spirit of education, culture and literacy. We celebrate not only a historical achievement, but also a living tradition that continues to inspire and shape our societies. This day is a true testament to the enduring power of knowledge and cultural heritage. Thank you for celebrating this joyful occasion together,” the ambassador said.

During the event, the embassy presented certificates of appreciation to Eduard Khachatryan, head of the “Khachatryan” dance group, and Ashkhen Shahazizyan, the choir’s artistic director, for their support in organising the event, as well as for the dance and musical performances.

Armenpress: Government to initiate process to nationalise Electric Networks of

The Armenian government will initiate a process to declare the shares of Electric Networks of Armenia as being of overriding public interest and proceed with their expropriation, acting head of the company Romanos Petrosyan said in a Facebook post.

“Yesterday, on May 25, the deadline established by the Administrative Court of Armenia through interim measures expired, during which the shareholders of Electric Networks of Armenia CJSC were expected, based on a proposal by the Armenian government, to transfer 100% of the company’s shares in a manner agreed with the government,” Petrosyan wrote.

“Considering that no transfer of shares took place within the established timeframe, and guided by Article 52, Part 3 of the Armenian Law ‘On Energy’ and Article 60 of the Constitution of the Republic of Armenia, the government will initiate the process of declaring the shares of Electric Networks of Armenia CJSC as being of overriding public interest and proceeding with their alienation (nationalisation),” he added.

Armenian Prime Minister Nikol Pashinyan announced on June 18, 2025, that the time had come to nationalise Electric Networks of Armenia.

In July 2025, Armenia’s parliament adopted in second and final reading legislative amendments aimed at nationalising the company, granting new powers to the Public Services Regulatory Commission.

Under the legislation, if the activities of a licensed company are deemed high-risk, the government-authorised body may submit a report enabling preventive measures to be applied before formal proceedings are launched, while also defining the types of measures, the procedure for their application and the conditions for their legality.

On July 18, by decision of Public Services Regulatory Commission Chairman Mesrop Mesropyan, Petrosyan was appointed temporary manager of Electric Networks of Armenia.

The company is owned by Tashir Capital, which challenged the appointment of a temporary manager for Electric Networks of Armenia in the Stockholm arbitration court.

On November 17, 2025, Armenia’s Public Services Regulatory Commission decided to revoke the licence of Electric Networks of Armenia.

Verelq: Absurdity of the day

The Ministry of Defense of Armenia, which has brought military equipment to the streets of Yerevan and is preparing for the May 28 parade, urges citizens not to take photos and distribute them.

Can you imagine? military equipment and weapons are widely “scattered” on the streets of the capital, including in front of hundreds of thousands of tourists, from whom it is hardly clear who is who, but they urge you not to take photos and not to spread them.

Amnesty, property tax reduction. What pre-election proposals is important?

7 proposals for Armenia that I want to highlight and attach great importance to in the PAP program.

– double the property tax
– to bring the minimum amount of monthly pension into line with the minimum subsistence basket, gradually increasing it to 100,000 AMD from 2027
– to make the minimum salary 150,000 drams in stages over the next two years
– create the “Youth’s first workplace” program, where the state and the private sector will cooperate to solve the employment problem of newly graduated young people
– to make all state and community-owned educational centers (kindergartens, schools, secondary professional institutions: colleges, higher education institutions) free of charge starting from 2028
– build comfortable and affordable dormitories for students from regions
– declare amnesty

Just a joke. Pashinyan presents all anti-Armenian failures as

But I never cease to be amazed at Pashinyan and his team’s simply fantastic ability to present all their arrogant, nation-destructive, anti-state, anti-Armenian failures as “victory”. In fact, there is no other government in the world that regularly “dissects” its people and state and is not upset or at least ashamed of it (despite this, where is the shame), but is proud and claims that they are “cool” pro-state rulers, putting people in the place of madness.

For example, Pashinyan declares that those who accuse him of providing a “corridor” to the Turkish-Azerbaijani tandem are facing a “fiasco” and that TRIPP will be implemented soon, and in general, house prices are rising in Syunik.

You don’t know whether to laugh at all this or cry, but the funny thing is that everything in Pashinyan’s statement is exactly the opposite, 180 degrees.

What exactly is TRIPP?

It is the corridor of Zangezur, which leveled the sovereignty of Armenia to the ground, which they just wrapped with colorful American ribbons and now they are telling fairy tales, making people look like idiots, as if we did not give them a corridor.

Dear people, Pashinyan is directly and freely deceiving us, because the Armenian border guards and customs officials will not have primary access to the passports and cargo documents of Azerbaijanis entering the territory of Armenia. They emphasize: PRIMARY! In other words, according to Aliyev’s demand, the Azerbaijani cargo and its citizens will not have a direct relationship with the employees of the Armenian state services. In the best case, Armenia will receive this information in a mediated way, through the so-called front office and back office systems.

And that means that the Armenian side will not have the right to control the exit of Azerbaijanis directly, without an intermediary. In other words, Pashinyan has provided a logistical path outside of direct Armenian control, which, in turn, means INTERMEDIATE.

Can they really be convinced that we are completely fooled by their propaganda and do not distinguish the sovereign road from the corridor?

Yes, one more thing. when Pashinyan says that house prices have increased in Syunik, and that means that everything is good, then it is like a situation where a cancer patient bought himself a new “botas” and it is a sign that he has recovered.

In other words, this is a manifestation of perfect, harsh and very primitive manipulation, which, however, does not deny the truth. And the truth is as follows: Nikol Pashinyan handed over the Zangezur Corridor to Azerbaijan at the hands of the Americans and is trying to present it as a “victory”. However, I don’t know, maybe he means the victory of Azerbaijanis and Americans over Armenia? If that is what he means, then yes, this is a “victory” over Armenia’s sovereignty.

Features of Rubio’s visit

1. First, this visit will be the first visit of the Secretary of State to Armenia after Hillary Clinton’s visit in 2014.

2. This seems to be a short, non-overnight “transit” visit. The Secretary of State is returning from India and, following Donald Rumsfeld’s 2001 visit, will spend a few hours in Yerevan. At that time, Defense Secretary Donald Rumsfeld met with Defense Minister Serzh Sargsyan and then President Robert Kocharyan at the presidential residence and was satisfied with both negotiations.

3. Rubio will meet with his Armenian counterpart at the airport for 30 minutes, then he will sign a memorandum of understanding, and then, maybe, he will have a meeting with the Prime Minister in the government. If such a meeting does not take place, it will certainly be a significant circumstance.

4. The American agenda in the South Caucasus has two main priorities: the implementation of the TRIPP project and the tightening of the ring around Iran. By the way, TRIPP is also considered in the context of the policy towards Iran.

5. Rubio’s not going to Baku, in my opinion, is not accidental from this point of view. TRIPP passes through the territory of Armenia and is primarily an Armenian-American project. Azerbaijan’s position is known to the Americans both on the TRIPP and Iran issues, so there is almost no need for additional clarifications. Therefore, the main focus of the negotiations, I think, can be focused on the developments around Iran and the future of TRIPP.

6. I am sure that many people are also interested in whether Rubio will directly support the current government before the elections. I consider it possible, but one of the busiest people in the world would definitely not visit Yerevan for that purpose alone. It is another matter that the government will use this visit for PR purposes, even if Rubio does not make any public message.

7. More globally, the US in Armenia will naturally support any force that will advance American interests in the South Caucasus, regardless of what that force is.

8. I hope that the authorities of Armenia will not get involved in any anti-Iranian adventure, because even the Trump administration does not find an “exit strategy” in line with the situation after being involved.

Armenia and the United States have entered an unprecedented phase in their bilateral relations, as the two countries elevate their strategic partnership to a Comprehensive Strategic Partnership and expand cooperation across a wide range of areas, Armenian Foreign Minister Ararat Mirzoyan said after signing multiple bilateral documents with U.S. Secretary of State Marco Rubio.

Mirzoyan noted that Rubio’s visit to Yerevan reflects the commitment of both countries to consistently strengthening their relations.

“Our comprehensive strategic relations between our two countries are stronger today than ever before. It would not be an exaggeration to say that we have entered a historically unprecedented phase, given the frequent developments on our bilateral agenda,” Mirzoyan said.

According to him, one of the key events was the peace summit held in Washington on August 8, 2025, hosted by U.S. President Donald Trump.

The summit, he said, made it possible to establish peace between Armenia and Azerbaijan, as well as to reach agreements on unblocking regional communications.

The Foreign Minister also noted that in January 2026 in Washington, he and Secretary Rubio signed a document on the framework for the implementation of the TRIPP project, and that now in Yerevan an interstate agreement has been initialed.

According to him, Armenia and the United States have already signed commitments in the fields of AI, semiconductors, and nuclear energy, and a new document has also been signed on critical minerals and rare earths.

Mirzoyan also highlighted the transformation of the strategic partnership format.

“Together with Secretary Rubio, we elevated our strategic partnership to a new level just a short while ago by renaming it a Comprehensive Strategic Partnership,” he said.

According to the Foreign Minister, the new framework has been enriched with additional opportunities, particularly in artificial intelligence and other areas of cooperation.

Mirzoyan also highly praised the role of the Trump administration in the process of establishing peace in the South Caucasus.

“I want to once again emphasize and highly appreciate the role and dedication of President Trump and his entire administration, Secretary Rubio and all others, in the process of establishing peace in the South Caucasus and in creating not only security but also new economic opportunities for Armenia,” he said.

The United States Secretary of State Marco Rubio has hailed the Armenian government’s efforts toward regional peace as a “courageous path”.

“I’m really pleased to be here today to continue to further advance President Trump’s and Prime Minister [Pashinyan’s] vision for the future,” Rubio said alongside Armenian Foreign Minister Ararat Mirzoyan at a joint press event in Yerevan following the signing of cooperation agreements.

“It is a courageous path, a courageous path toward peace in the South Caucasus, solidified in Washington on the 8th of August last year. And so I was honored to join the Foreign Minister here today to initial this bilateral agreement on the Trump Route for International Peace and Prosperity, also known as TRIPP. This agreement marks the biggest step to date in making this historic route a reality, in advancing peace, and in increasing prosperity in Armenia and, frankly, in the region,” he added.

Armenia and the United States initialed a framework agreement on strategic cooperation concerning the Trump Route for International Peace and Prosperity (TRIPP) on Tuesday.

Now, therefore, the United States of America (“United States”) and the Republic of Armenia (“Armenia”) (each a “Party” and together the “Parties”) hereby enter into this Framework Agreement Concerning the TRIPP (“Agreement”), as set forth herein.

Article 1: Definitions

For purposes of this Agreement:

“Shareholders” means TDC US and Armenia. “Shareholders’ Agreement” means a commercial instrument, governed by the laws of the United States and the state of New York, which is to govern certain rights and obligations of the Shareholders of the TDC, and matters concerning management and governance of the TDC. “Special Purpose Vehicle” (SPV) means a subsidiary to be formed by the TDC for the purpose of implementing a specific TRIPP modality. “TDC” means TRIPP Development Company, a joint venture between the TDC US and Armenia, which is to be incorporated in Armenia as a joint stock company. “TDC US” means a commercial entity to be incorporated in the state of Delaware as a wholly-owned subsidiary of the United States International Development Finance Corporation (DFC), an agency of the United States. “TDC Charter” means a commercial instrument, governed by Armenian law, which is to establish the TDC. “TRIPP Implementation Area” means the area of land in Armenia to be mutually decided by the Parties that is to be used for a specific TRIPP Project, in consultation with the TDC once established, based on factors including, but not limited to, feasibility and design studies and political considerations (collectively the “TRIPP Implementation Areas”). “TRIPP Project” means a specific project in Armenia that the Parties mutually confirm fall under the TRIPP framework, including, but not limited to, the following TRIPP modalities: rail, road, oil and gas pipeline, fiberoptic, and electricity projects (collectively the “TRIPP Projects”).

Article 2: Objectives of the Agreement

It is the objective of this Agreement and the policy of the Parties to further economic cooperation between the Parties, as facilitated by the instruments referred to in Article 3(2), for the purpose of implementing the TRIPP and ensuring its success. The Parties shall cooperate to enable TRIPP implementation with the aim of enhancing international, inter-state, and intra-state transportation connectivity; regional and global trade; and peace, stability, and prosperity in the region.

Article 3: Enabling the Establishment of a Joint Venture

It is the policy of the Parties to work together toward the establishment of the TRIPP and for both Parties to have a direct interest in the success of the TRIPP. The Parties intend to have the TDC US and Armenia establish a joint venture known as the TDC in which the TDC US holds a 74% controlling ownership stake and Armenia owns a 26% ownership stake. The Parties further intend for the TDC to support implementation of the TRIPP. To create the TDC, the Parties intend for the TDC US and Armenia to enter into two separate instruments: (i) TDC Charter; and (ii) Shareholders’ Agreement. It is the intent of the Parties for the Shareholders to have the option to extend by mutual consent the rights described in Article 6(2) at the expiration of an initial 49-year term, for an additional 50 years; at such time, Armenia’s ownership stake of the TDC is to increase to 49%, and the extension of the term is to be the sole consideration from Armenia for such increase in its ownership of the TDC. The increase of ownership for Armenia is to be the sole consideration from the TDC US for the extension of the term. It is envisioned by the Parties that the Shareholders are to establish special decision-making mechanisms in the TDC Charter and the Shareholders’ Agreement, as appropriate, for reserved matters requiring mutual consent as to be detailed in the TDC Charter and/or Shareholders’ Agreement. The reserved matters are to include, without being limited to, matters pertaining to: stakeholder participation (including change of control in the TDC, share transfers in the TDC, incorporation and ownership of SPVs); certain major contracting and financial decisions; awarding of concession rights and final terms of concession agreements; and matters concerning the Joint Declaration, national security, and matters of political consideration. Matters of a similar nature at the SPV level are also to be considered reserved matters requiring mutual consent, as to be detailed in the TDC Charter and/or the Shareholders’ Agreement. In order to facilitate the conclusion of necessary business by the TDC or its SPVs, Armenia agrees to adopt deviations from Armenian legislation with respect to joint stock companies, procurement, and formation of public-private partnerships. Armenia agrees that such deviations shall be specified in the Shareholders’ Agreement and/or the TDC Charter, as appropriate. The Parties envision that the TDC US is to remain ultimately owned and controlled by the United States, and no third party is to acquire ownership rights in the TDC US.

 Article 4: SPVs

The Parties expect that SPVs are to operate as subsidiaries of the TDC to implement each TRIPP modality as a TRIPP Project. Further to Articles 3(4) and 3(5), it is envisioned by the Parties that the TDC, through its creation of and ownership stake in each SPV, is to reserve for itself decision-making over certain matters, as to be decided by the TDC. Armenia agrees that the TDC shall be empowered to select third parties to support each TRIPP Project established by the SPVs, including the third parties serving as the concessionaire, sponsors, operators, contractors, and EPC (engineering procurement & construction) providers of such TRIPP Project. Following the creation of each SPV, upon notification from the TDC, Armenia shall enter into concession or other agreements with the SPV in accordance with Article 4(3) and approved by the TDC, in accordance with Article 3(4) and 3(5).

Article 5: TRIPP Coordination and Enabling the Work of the TDC

Armenia shall designate a senior-level point of contact to lead the Government of Armenian’s engagement in executing and implementing this Agreement, and the TDC Charter, and the Shareholders’ Agreement to ensure efficient coordination across Armenian government agencies. To fulfill the objectives of this Agreement, the Government of Armenia shall facilitate:

(a) the adoption, amendment, maintenance, and enforcement of relevant legislation; and

(b) the grant of timely licenses, permits, approvals, and regulatory processes for the TDC and its SPVs.

The United States agrees that it will appoint a senior-level point of contact to discuss any policy issues related to TRIPP. The United States intends to take steps to obtain authorization to establish the TDC together with Armenia, which includes notifying Congress, and getting requisite approval from the DFC Board of Directors. Armenia confirms that, consistent with its Constitution, this Agreement shall apply in case of any conflict with Armenian law. The United States intends to provide for and/or assist in securing financing for TRIPP Projects, subject to the availability of funds and consistent with applicable requirements or on commercial terms from public and non-public investors.

Article 6: Land/Development Rights/Concessions

Armenia shall take all steps consistent with Armenian law and with all expediency to: (i) ensure that the land along the TRIPP Implementation Areas is, or may become, the property of Armenia; and (ii) ensure such land is free from any encumbrances or third-party rights, and shall bear all financial costs associated with these processes. Following the incorporation of the TDC and once each TRIPP Implementation Area has been determined, Armenia shall grant to the TDC, for an initial term of 49 years, exclusive land use rights, development rights, related permissions, and all other rights, to be mutually decided by the Government of Armenia and the TDC as required to effectively develop, operate and/or maintain, as applicable, the relevant TRIPP Project, which rights shall be fully assignable to the SPVs. Armenia agrees that the TDC shall be permitted to develop detailed concession terms that will inform the selection of the concessionaire as described in Article 4(3). Armenia agrees:

(a)  it remains the sole grantor of any concession and, as such, it will not deem the TDC to have assumed its obligations, in whole or in part;

(b)  it will not deem the TDC to be a concessionaire or to have assumed any obligations of the SPVs or concessionaires under any concession.

The Parties expect that at the end of the term of the development rights, or in the event the TDC ceases operations for whatever reason; or at the mutual agreement of the Shareholders, any residual rights enjoyed by the TDC are to revert to Armenia at no cost or consideration to be paid by Armenia. Nothing in this Agreement shall prevent the construction and operation of any infrastructure by any person in the sovereign territory of Armenia that are not TRIPP Projects.

Article 7: Emergency Response and Infrastructure Security

Parties affirm that Armenia retains full authority in Armenian sovereign territory and that Armenian authorities have primacy in all emergency situations in the TRIPP Implementation Areas. The Parties intend that Armenia is to have the right to approve infrastructure security plans for the TRIPP Implementation Areas. Should these plans include the hiring of private security personnel, these personnel are to be subject to Armenian licensing.

Article 8: Customs/Border

The Parties recognize that Armenia retains full sovereignty and jurisdiction over its borders and customs operations, is committed to efficient border management, and has the right to maintain physical presence at all its border control facilities. Armenia, in line with its domestic law and its international agreements, shall remain responsible for, and shall provide the appropriate infrastructure for:

(a)  security and law enforcement;

(b)  border control and border security;

(c)  customs and immigration control;

(d)  remittance of taxes and duties to the state budget;

(e)  government data systems; and

(f)  state administrative functions and oversight.

Armenia shall use its best efforts to adopt, maintain, and optimize modern border security and customs controls procedures, while maintaining Armenia’s sovereignty and jurisdiction, using digital tools to facilitate the effective operation of the TDC or its SPVs and the interoperability of the TRIPP with regional transit networks. This may include taking steps necessary to implement a “front office/back office” method of customs and immigration operations for TRIPP Projects, consistent with the TIF and the principles of the Joint Declaration. Armenia agrees to use private operators (the “front office”) to provide customer-facing services at the relevant border crossing points within the TRIPP Implementation Areas, subject to the mutual consent of Armenia and the TDC. The United States intends to collaborate on the improvement of Armenia’s border security as memorialized in the Memorandum of Understanding Between the Government of the United States of America and the Government of the Republic of Armenia Regarding the Crossroads of Peace Capacity Building Partnership, signed at Washington August 8, 2025. The Parties intend to work together to ensure that all border security processes and procedures within the TRIPP Implementation Areas are implemented in a way to further the success of the TRIPP, as allowable under Armenian law.

Article 9: Taxation

Armenia agrees that dividends distributed by the TDC (being a resident of Armenia) to the TDC US (being a resident of the United States) shall be exempt from taxation in Armenia, provided that the TDC US is wholly-owned by the Government of the United States. Armenia agrees that the TDC shall not pay tax on dividends distributed by SPVs to the TDC in Armenia. Armenia agrees that the TDC shall not pay capital gains tax on the disposal of TDC or SPV shares in Armenia. Armenia agrees that the TDC and SPVs shall not pay any tax in Armenia on the transaction of transfer of the rights, as referred in Article 6(2), from the Government of Armenia to the TDC or from the TDC to SPVs.

Article 10: Dispute Settlement

The Parties shall endeavor to agree on the interpretation and application of this Agreement and shall make every attempt through cooperation and consultations to arrive at a mutually satisfactory resolution of any matter that might affect its operation. To the extent that a dispute arises regarding the interpretation or application of this Agreement, such dispute shall be resolved by mutual consultation.

Article 11: Technical Provisions

This Agreement shall enter into force on the date of the later note in an exchange of notes between the Parties indicating that each Party has completed all internal procedures necessary for its entry into force. This Agreement may be amended by mutual written agreement of the Parties. This Agreement may be terminated by either Party by providing written notification to the other Party. Termination of this Agreement shall take effect 1 year from the date of such written notification”.
