National fiber optics network to be operational soon

TEHRAN – Iran’s 31,000 km fiber-optic cable network will soon be
operational, Fars News Agency (FNA) reported. `The network will link
all the cities, provinces, and border points together, once the
required infrastructures for implementing this plan are fully taken
care of. The network is to be extended from Bandar Genaveh in Iran
all the way to Kuwait, and the extension of it would also reach other
neighboring countries such as Azerbaijan, Afghanistan, and Armenia.’

After the invention of laser in the early 1960s, the idea of
employing fiber optics for relaying information took shape gradually.
According to the Telecommunication Company of Iran (TCI), the
research in this field assumed its initial theoretical development in
the early 1980s. The work eventually led to the establishment of
Fiber Optics Production Complex in Punak area of Tehran, and the
actual production with the capacity of 50,000 km began in 1994.

Fiber optics is used in the form of cables made of thin glass or
plastic fibers for sending information; however, it does lend itself
to be used in the other fields such as measuring electrical currents
and medical and military applications.

/PanARMENIAN.Net/ Mr. Olli Rehn, the EU Commissioner for Enlargement stated
that Turkey should normalize relations with Armenia and open the Armenia
border. In his words, the opening of the border is profitable for the
eastern regions of Turkey. However he noted that the recognition of the
`events of 1915-1916′ is not a precondition for opening membership
negotiations with Turkey. He regretted over the fact that the Turkish
authorities forbade the Armenian Genocide conference in the Bosphorus
University, Istanbul. The EU Commissioner noted that the EU has adopted
rigorous negotiation rules for Turkey. According to him, taking into account
the previous experience of the organization `more attention will be paid to
real steps and deeds than to commitments and words, Mediamax agency
reported.

with the participation of about 50 heads and representatives of the
Armenian-French organizations was held in Marseilles, RA MFA press center
reported. During the meeting Armenian Ambassador to France Edward Nalbandian
familiarized the participants with the draft program of events scheduled
within the frames of the Year. The ideas and proposals advanced during the
meeting will be submitted to the special governmental commission. The
interlocutors noted that the decision by the Presidents of the two states is
the evidence of the high level of the Armenian-French relations. They also
stressed that the Year of Armenia in France will render a brilliant
opportunity to present the Armenian cultural values to France and the whole
Europe. To remind, the year of 2006 was declared the Year of Armenia in
France.

President’s press center reported. During the meeting Robert Kocharian noted
the necessity of strengthening of economic ties emphasizing that the
dynamically developing Armenian economy offers new possibilities for
cooperation. In this view, the President pointed out to the importance of
the highway connecting Armenia and Iran, thanks to what the volume of cargo
transportation can be considerably increased. He also noted that with two
free and three special economic areas, three international airports and a
seaport the Iranian province can create a good atmosphere for the
development of the Armenian-Iranian economic ties. The Armenian President
said he is ready to personally assist the Armenian businessmen.

the Iranian province of Hormozgan, Armenian President Robert Kocharian
welcomed the establishment of cooperation between the province and the
Ararat region of Armenia. He noted that interregional cooperation is a
tested way of strengthening relations. Robert Kocharian also expressed hope
that the Armenian-Iranian ties and agreements will remain in force during
the tenure of office of the newly elected Iranian President. In his turn
Ebrahim Derazmisu conveyed the greetings of former President Mahammad
Khatami and added that the incumbent Iranian President will carry on his
predecessor’s policy towards the neighbor states.

Governor of the Iranian province of Hormozgan Ebrahim Derazmisu, RA
government’s press service reported. Congratulating the guest with the
presidential election held in Iran Andranik Margarian expressed hope that
the Iranian-Armenian relations will keep developing. The parties stressed
the importance of mutual visits and Iran’s balanced policy towards the South
Caucasian states. Andranik Margarian and Ebrahim Derazmisu noted with
satisfaction the positive index of the economic relations and the growth of
the commodity turnover stressing the importance of the construction of the
Iran-Armenia gas pipeline and of hydroelectric power plants on River Araks.
A document on cooperation between the Iranian province of Hormozgan and the
Ararat region of Armenia was signed. When touching upon the possibilities of
cargo transportation via the province Ebrahim Derazmisu said that
cooperation can be established in tourism, agriculture and other fields.
Andranik Margarian assured that the Armenian government is ready to render
the essential assistance to implement the programs outlined.

THE GEOPOLITICAL BALANCE IN CENTRAL ASIA TILTS TOWARD RUSSIA

Turbulent events in Central Asia this year – including Kyrgyzstan’s
revolution and the bloody suppression of protest in Uzbekistan – are
helping to fuel a shift in the region’s geopolitical balance. Russia
appears to be the primary beneficiary of the realignment, while the
United States now finds itself increasingly out of favor in the
region.

Moscow has worked through regional multilateral organizations to
enhance its strategic position in Central Asia. On July 5, one such
group, the Shanghai Cooperation Organization, issued a request for
the United States to set a deadline for the withdrawal of American
military personnel from the region. [For background see the Eurasia
Insight archive]. US officials, citing bilateral agreements with
Kyrgyzstan and Uzbekistan, rejected the SCO’s request. [For

Nevertheless, the request seemed to confirm that Washington is on the
diplomatic defensive, as both Uzbekistan and Kyrgyzstan are SCO
participants. The other SCO members are China, Kazakhstan and
Tajikistan.

Immediately after the September 11 terrorist tragedy, Central Asian
leaders embraced strategic cooperation with the United States as a
means to contain the growth of Islamic militancy in the region.
Almost four years later, however, Islamic radicalism continues to
pose a security threat, prompting enthusiasm among regional leaders
for a strong US strategic presence in Central Asia to wane. [For

many Central Asian officials believe that the Bush administration’s
aggressive democratization policies have helped foment political
upheaval in the former Soviet Union, leading to regime change in
Georgia, Ukraine and Kyrgyzstan. [For background see the Eurasia
Insight archive]. Incumbents throughout Central Asia are now intent
on preventing the revolutionary turmoil that engulfed Kyrgyzstan from
spreading.

The SCO request offers the clearest sign to date that US prestige in
Central Asia is eroding. It is additionally provides proof that
Russia and China are teaming up to undermine the United States’
strategic position.

In addition to the SCO, Russia is working through two other regional
organizations — the Eurasian Economic Commonwealth (EEC) and the
Collective Security Treaty Organization (CSTO) – to reassert Moscow’s
influence in Central Asia. The EEC, linking Russia, Kazakhstan,
Kyrgyzstan, Tajikistan and Belarus, focuses on multi-lateral economic
integration, while the CSTO, including the same members plus Armenia,
aims to tackle regional security concerns.

The groups are dominated by Russia. Both are headed by retired
Russian generals — with Grogory Rapota leading the EEC and Nikolai
Bordyuzha serving as secretary-general of the CSTO. The two
organizations have so far functioned mostly on paper only. [For

believe growing security concerns are encouraging greater regional
cooperation. At an EEC summit on June 22, for example, political
leaders expressed new-found optimism about the establishment of a
regional free-trade zone and customs alliance.

During the EEC summit, Kazakhstani President Nursultan Nazarbayev
noted that trade among bloc members in 2004 totaled $28 billion, up
roughly 40 percent over the previous year. Russia has devoted
particular attention to strengthening economic ties with Kazakhstan,
which possesses Central Asia’s most robust economy. [For background
see the Eurasia Insight archive]. Russia and Kazakhstan agreed to
create a regional investment bank with initial capital of $1.5
billion, the bulk of it to be supplied by Russia. The bank, expected
to be operational by December 2005, is to be headquartered in Almaty,
Kazakhstan. “This is not a closed bank, it will be open to
shareholders from other CIS countries,” Russian President Vladimir
Putin said.

In conjunction with the EEC summit, Moscow played host to a June
22-23 gathering of CSTO states. Participants signed agreements
providing for the deployment of a unified air defense system and the
establishment of rapid reaction forces in Central Asia. These forces
could be used in peacekeeping operations, Putin told journalists.

The CSTO summit resolved to create an inter-state commission on
military-economic cooperation, aiming to promote closer ties among
member states’ defense industries. Russia, the leading power in the
region, agreed to train military personnel for member states and sell
military equipment to them at a discount. Russian officials also
expressed a desire to expand the CSTO’s membership. “We plan to
invite other countries to participate in CSTO activities as
observers, and also foresee the admission of new members in the
future,” the RIA-Novosti news agency quoted an unidentified Kremlin
source as saying.

Putin used the CSTO summit to criticize the US-led anti-terrorist
coalition in Afghanistan, characterizing it as “very ineffective.”
The Russian president pointed out that Taliban insurgents remain
active in Afghanistan and the country has again developed into a
drug-trafficking hub.

CSTO members also declined to support demands by the United States
and other Western countries for an independent investigation into the
Uzbek government’s handling of the Andijan events in May. [For

CSTO member, and we do not interfere in the internal affairs of other
countries,” Russian Foreign Minister Sergei Lavrov said.

System Of A Down lead vocalist provides narration for documentary that
tells of
decade-long blockade of Armenia

WASHINGTON, DC (ANCA)- – “Armenia, a Country under Blockade,” a powerful
documentary film on the impact of Turkey’s blockade of Armenia was featured at
the recently concluded Myrtle Beach International Film Festival, and has
officially been selected for the upcoming “Golden Apricots,” Yerevan’s
International film festival, which will take place between July 12-17.
Narrated by System of a Down lead vocalist, Serj Tankian and directed by
Diran
Noubar, the 52-minute documentary film describes, in compelling images and
through first-hand accounts, the human impact of Turkey’s decade-long, illegal
blockade of Armenia. It has earned critical acclaim, including a standing
ovation at the Cannes Festival’s film market held earlier this year. Academy
Award nominee Atom Egoyan (1997-The Sweet Hereafter) has called “Armenia, a
Country under Blockade” a “very worthy and important document.”
The timing of the film’s release–on the eve of the European Union’s
membership negotiations with Turkey–sparked a sharp reaction from Ankara, and
interest for Europeans troubled by the prospect of accepting a member state
that so flagrantly violates international law. The film was shot entirely in
Armenia.
“Diran Noubar’s powerful work is bringing the story of Armenia–and the
brutal
impact of Turkey’s illegal blockade–to the attention of vast new
international

2) Genocide Denial Has No Place in European Parliament, Says Member Howitt

BRUSSELS–The chair of conference that was held in the European Parliament on
June 15, stressed he was unaware that conference participant Justin
McCarthy is
an adamant denier of the Armenian genocide.
European Parliament Member Richard Howitt, said he accepted the chairmanship
believing a balanced debate–aimed at building reconciliation and mutual
understanding between Turks and Armenians–was the goal of organizers.
Howitt responded to the European Armenian Federation’s (EAFJD) objection to
not only McCarthy’s participation, but also the conference, which was
organized
by the Turkish think-tank Ari Movement.
Howitt contacted the Armenian organization to make it clear that he was not
responsible for the organization of the meeting. Chairman Howitt also made it
understood that he specifically opened the meeting by confirming successive
European Parliament resolutions supporting unequivocal recognition of the
Armenian genocide.
The European Parliamentary Labour Party sits as part of the multi-national
Socialist Group in the European Parliament, but it has its own leadership and
spokespeople representing Britain in Brussels and Strasbourg. Labour has 19
Euro-MPs in the European Parliament.
A longtime anti-racist activist in the UK, Howitt emphasized that neither he,
the Socialist Group in the European Parliament, nor the European Parliament as
a whole, would in any way accept genocide denial, or any denial of ethnic or
racist violence.
Howitt is a substitute member on the Employment & Social Affairs Committee,
President of the European Parliament’s all-party group on disability, and
worked in the voluntary sector before becoming an MEP. He is also a member of
the European Parliament’s Foreign Affairs Committee and is first Vice Chair of
the Sub Committee on Human Rights.
Howitt and the Socialist Group of MEPs pay tribute to the victims of the
Armenian genocide and their relatives today, in the year of its 90th
anniversary.

3) OSCE Parliamentary Assembly Concludes Session

YEREVAN (Combined Sources)–The Parliamentary Assembly of the Organization for
Security and Cooperation in Europe (OSCE PA) session in Washington, DC,
continued on July 5 with Swedish Member of Parliament and OSCE Parliamentary
Assembly Rapporteur on the Karabagh conflict Goran Lennmarker remaining
optimistic about finding a peaceful resolution satisfactory to both sides.
“There is no alternative to a peaceful solution; in fact, there is an urgent
need to solve the conflict in order to end the personal, economic, and social
suffering on both sides,” said Lennmarker, who has served since June of
2002 as
the OSCE PA special representative on this issue.
An Azeri news agency quoted Lennmarker as saying, “By appointing a special
representative, the OSCE intended to engage the parliamentarians of Armenia
and
Azerbaijan in the efforts for resolution of their dispute.”
Meanwhile, Sattar Safarov of the Azeri delegation told Baku-based daily
Zerkalo that during the closed session, Lennmarker said, “The recognition of
the Nagorno Karabagh Republic by Europe is unacceptable and would lead to many
negative consequences.” Zerkalo also reported that Lennmarker added, however,
that “the best way to ensure Armenians’ security is to unify Karabagh with
Armenia.”
The OSCE PA meeting on July 5 in Washington, DC, voted overwhelmingly to
defeat a controversial measure on Karabagh authored by Safarov. The Safarov
resolution, which was widely viewed as a biased and divisive measure, received
only token support, with nearly all the Heads of Delegation voting to keep the
measure off of the OSCE PA agenda. The defeat of the Safarov resolution set
the
stage for the standard consideration by the Assembly of the Mountainous
Karabagh conflict.

4) Aronian Third at European Chess Championship

WARSAW–Armenia’s Levon Aronian came in third at the sixth European Individual
Chess Championship, behind Romanian Grandmaster Liviu Diter Nisipeanu, who
clinched first place with 10 points, and Teimur Radjabov of Azerbaijan who
finished second.
Twenty-three year-old Aronian, who is ranked 10th in the world, is ranked
number one in Armenia.
Aronian, along with fellow team member Levon Asrian, went into a tie-breaker
round for third place. Asrian placed seventh.

5) All Aboard from Marseille

YEREVAN (Combined Sources)–The Armenian “Cilicia” sailing ship, named and
modeled after the 13th century vessels used in and around the Armenian kingdom
of Cilicia, dropped its anchor in the French port city of Marseille on July 3.
The crew was greeted by the warm welcomes of Armenian ambassador to France
Edward Nalbandian, Marseille mayor Jean-Claude Gaudin, local senate and
parliament members, and the community’s Armenians.
Ambassador Nalbandian spoke of Marseille’s history as “a friendly destination
for Armenians.” The vessel will continue its voyage on July 6.
Cilicia’s Seven Seas Navigation expedition began in June 2004, as it sailed
through the Marmara, Aegean, Mediterranean, and Adriatic seas to arrive in
Venice in September of 2004, where it stayed for the winter. The crew returned
to Venice to start the second leg of the expedition, taking the ship from the
historic Italian city to circle Europe and arrive in Amsterdam by September
2005.
The ship is constructed in accordance with medieval shipbuilding
technologies.
Carpenters and designers avoided using modern methods and conveniences. To
complete the authenticity, the crew wears period uniforms, while even the
ship’s menu corresponds to the times. Participants of the historical
experiment
are of different professions: musician, engineer, doctor, signaler, film
director, and cameraman.

OKL AGAINST PARTICIPATION OF ARMENIANS IN PACE SITTING

/PanARMENIAN.Net/ July 5 a group of activists of the Organization for
Karabakh Liberation (OKL) organized a protest action against the
participation of Armenia’s representative in the conference of the PACE
Subcommittee in Baku. At about 12.00 the OKL activists gathered at the Hyatt
Regency Hotel, where the sitting of the PACE Monitoring Committee was held
and protested against the arrival of Armenia’s representative. Some of them
succeeded in breaking into the hotel, where they were stopped by policemen.
Deputies Samed Seyidov, Bakhtiyar Aliyev and Asim Mollazade assured them
that there are no Armenians present at the meeting. The activists started a
fight, however no one was arrested or seriously hurt. To remind, July 4
Robert Melik-Pashyev took part in the sitting of the PACE Subcommittee on
Migration, Refugees and Population in Baku.
