Nairi Petrosyan has been appointed as press speaker for the RA National
Assembly Chairman starting April 1, 2009.

Petrosyan started his career in 1997 at the RA Foreign Affairs Ministry
in the Departments of Turkey (1997-1998), Relations with Mass Media
(1998-2000) and the South Caucasus (2000-2001).

In 2001-2003, Petrosyan was in charge of the Departments of the
U.S. and Canada, and was Head of the Department of Relations with
Mass Media in 2003-2004. In 2004-2007 Petrosyan was commissioned to
the RA Permanent Representation to the OSCE. Upon termination of his
mission, he was transferred to the OSCE Secretariat as Secretary of
OSCE Regulatory Bodies and Head of Organization of Meetings.

Nairi Petrosyan, 33, graduated from the Department of Turkish Studies
of the Faculty of Oriental Studies of the Yerevan State University. He
is also a graduate of the American Tufts University, the Fletcher
School of Law and Diplomacy (1999) and the courses designed for
high-ranking officials at the NATO college of Defense stationed
in Rome.

On March 28, within the framework of a month of greenery planting
and area accomplishment declared in the Republic, city-wide tree
planting participated by the NKR authorities as well, was organized
in Stepanakert.

The NKR President B.Sahakyan, NA Chairman A.Ghulyan, Prime Minister
A.Haroutyunyan, many responsible persons of executive and legislative
bodies planted trees in the memorial complex adjoining area in
commemoration of homeland victims.

That day, tree planting and area accomplishment works were carried
out in the regional administrative centres and residential areas of
the Republic as well.

Brazilian Art Week to launch in Armenia

Ministries of Culture and RA Brazilian Embassy will launch on Apr. 1
in Armenia. Within Brazilian Art Week framework , Trio Imajes music
band will hold performances in Gyumri and Yerevan. RA National Gallery
will host retrospective screening of Brazilian movies entitled `Women
in cinematography’ and an exhibition of Brazilian photographers’
works.

the last 3 months, as the spontaneous return of our compatriots is
already in process," RA Migration Agency Head Gagik Eghanyan told in
an interview to PanARMENIAN.Net. reporter.

He suggested creation of mechanisms that would mitigate social strain
to overcome financial crisis consequences.

"Unemployment in Russia increased dramatically. Demands of Russian
government that employees should give first priority to Russian
citizens must also be considered. The 200 000 people who, in changing
circumstances, will be left unemployed will have to choose between
Russia where they have neither job or shelter, or Armenia where they’ll
at least have shelter. If 400 000 people who chose to stay are added
to those mentioned above, the strain on job market will be virtually
overpowering," Eghanyan noted.

"By the end of spring we will get data on the number of those who did
not leave the country for seasonal job and those who returned. People
are waiting for construction works to start. But this spring their
hopes won’t be justified."

Last week, in an open letter to President Barack Obama, the
International Association of Genocide Scholars, the leading
organization of scholars who study genocide, urged Obama to "refer
to the mass slaughter of Armenians as genocide in your commemorative
statement," adding that it was what "you urged President George W. Bush
to do in a letter dated March 18, 2005," reported the Armenian Assembly
of America (Assembly).

"By acknowledging the Armenian Genocide," the letter reads, "you would
demonstrate that you are that ‘leader’ you referred to on January
19, 2008, who ‘speaks truthfully about the Armenian Genocide and
responds forcefully to all genocides’." Moreover, "you would signal
a new chapter in U.S. diplomacy. You would also honor the truth of
our own valiant history, which saw brave and selfless Foreign Service
Officers risk their lives rescuing Armenians during the Genocide and
compiling the more than 40,000 pages of documentation now housed in
the National Archives."

In regard to Turkey’s refusal to acknowledge its history, the letter
reads, "We also believe that it is in the interest of the Turkish
people and their future as participants in international, democratic
discourse to acknowledge the responsibility of a previous government
for the genocide of the Armenian people, just as the German government
and people have done in the case of the Holocaust. Over the past
decade a growing number of Turkish scholars, writers, intellectuals,
and publishers have been risking imprisonment and assassination to
tell the truth about the Armenian Genocide. They understood that
facing and accepting the history of one’s country, however dark,
is an essential part of growing a healthy democracy.

"We believe that security and historical truth are not in conflict, and
it is in the interest of the United States to support the principles
of human rights that are at the core of American democracy."

"President Obama’s upcoming trip to Turkey presents a unique
opportunity to address this critical human rights issue and
the irreversible trend toward its reaffirmation. We applaud the
International Association of Genocide Scholars and its President,
Gregory Stanton, for its open letter and its steadfast support of
the importance of historical accuracy as one method of countering
the problem of genocide denial," stated Assembly Executive Director
Bryan Ardouny.

ARMENIAN NATURE PROTECTION MINISTER DISPROVES INFORMATION ABOUT THE PROJECT ON CONSTRUCTION OF GOLD CONCENTRATING FACTORY AT THE LAKE OF SEVAN BASIN

Armenian Nature Protection Minister Aram Harutyunyan has disproved the
information about the project on construction of the gold concentrating
factory at the lake of Sevan basin by GeoProMining company.

He said at today’s press-conference that the company did not apply
to the ministry with a request to hold the state ecological expertise
and the construction project was not submitted to the ministry. ‘May
be the owners of the company want to build this factory, but this
contradicts legislation of the republic’, – he said and added if such
construction project is submitted to the ministry, it will ve revised
according to the order set by the law.

But according to the information of ‘Ekolur’ organization, a
document with 123 pages "Conceptual decisions of location of gold
concentration plant at the territory of Sotk mine taking into account
nature protection risks" under the name of GeoProMining company. It
estimates how the Sotk processing company affects environment. This
document is necessary for holding of the state nature protection
expertise. Moreover, Nature Protection Ministry consulted on this
project.

It is noteworthy that the talks about possible construction of a gold
concentrating plant in the area of the lake are held despite the Law
on Sevan banning any concentrating activity in the area of Sevan basin.

Ecologists have repeatedly expressed concern over possible amendments
to the Law to implement the project. Chairman of the Association
For Sustainable Development Karine Danielyan shares the concern of
ecologists. She says the statements on the necessity of amendments
were made yet last year when the parliament discussed the possible
increase of water releases from the lake.

Moreover, the coalition called the Law exhausted and the chairman of
the Water Resources Management Committee agreed with it. ‘The best
experts of Armenia in cooperation with international experts drafted
the Law On Sevan.

In addition, the Law was based on the Soviet experience. A big amount
of work has been carried out. This law must not be amended. It must
be executed’, K. Danielyan said.

Today ecologists are going to hold an action of protest in front of
the presidential residence against construction of a gold concentrating
plant in the area of Sevan basin by GeoProMining company.

The Week Of Brazilian Culture In Armenia To Kick Off From April 1

YEREVAN, MARCH 24, ARMENPRESS: A week of Brazilian culture will be
held in Armenia from April 1. Vice-Consul of Brazilian embassy in
Armenia, press attach? Hovsep Seferian told Armenpress that within
the frameworks of week of culture one of the most famous Brazilian
ensembles "Trio imazhes" will arrive in Armenia in the end of March. On
April 1 it will give a concert in Gyumri, and on April 3 – in Yerevan
House of Chamber Music after Komitas.

Within the frameworks of the week of culture on April 4 Brazilian
films shot in different periods of time will be shown in the Armenian
National Gallery.

"This time we have chosen "The Woman in film" theme, through the films
the audience will have an opportunity to get acquainted with famous
Brazilian actresses. During the week we will present the Brazilian
culture from different viewpoints, we want the Armenian people to
get more closely acquainted with it",- H. Seferian said.

Besides the film shows, works of Brazilian photographers will also
be presented in the National Gallery. According to H. Seferian, these
events will contribute to consolidation of the relations between the
two states and put the cooperation on firm bases.

The cultural events will also continue during the year. The 100th
anniversary of famous Brazilian writer Mashado Deasis is marked this
year, on the occasion of which one of his works which was translated
into Russian, will also be presented in Armenia in the nearest future.

RA Prime Minister Tigran Sargsyan attended the securities-placement
ceremony for Artsakh HPP OJSC held at Marriott-Armenia hotel
complex. The event was attended by NKR Prime Minister Ara Haroutunyan.

The placement of corporate securities is carried out by Armenbrok OJSC.

Artsakh HPP OJSC intends to direct the funds so mobilized towards
the construction of new HPPs in the NKR.

RA Prime Minister Tigran Sargsyan said in his speech that the
event had a special meaning not only because it was taking place
amidst the global financial and economic crisis, but also because it
could give rise to a new tide of activity in the financial market by
fostering economic recovery. The Prime Minister also spoke about the
attractiveness of the project for investors and its aptitude to promote
infrastructure development with the latter supposed to generate several
new jobs and build economic capacity in the Nagorno Karabakh Republic.

($923.7mln) GDP was registered in Armenia – an annual decrease of 3.7%.

The RA Statistical Service reports that 10.1% GDP growth was registered
in Armenia last January-February.

Also, 9.2% GDP growth has been budgeted in Armenia this
year. ($1/372.98 AMD).

GAGIK JHANGIRIAN: THE MAIN CRISIS IN ARMENIA IS THE CRISIS OF JUSTICE AND ADMINISTRATION OF JUSTICE

YEREVAN, MARCH 20, NOYAN TAPAN. The court of first instance of
Yerevan’s Kentron and Nork-Marash communities presided over by judge
Zhora Vardanian will publish the court act on the case against the
former deputy prosecutor general of Armenia Gagik Jhangirian on
March 23.

At the March 18 court sitting, Gagik Jhangirian, who is charged with
"committing violence (not dangerous to life or health) against a
representative of authorities", made a defence speech, which, in his
opinion, was an accusatory speech. He underlined that he does not
need to make a defence speech as he is unfairly accused of a crime
that he did not commit, whereas those who committed an "abortive
murder provocation" against him and his brother Vardan Jhangirian in
Argavand highway near Yerevan on February 23, 2008, have not been held
accountable so far. Gagik Jhangirian considered the case initiated
against him as "political by its content and false criminal by its
form," noting that the direct reason for that was his speech at an
opposition meeting. He explained that for that speech, the next day
the Armenian president relieved him of his post, illegally deprived
him of his prosecutor’s rank and instructed to liquidate him (which
resulted in failure). For that reason the "murder provocation" turned
into criminal prosecution of not only Gagik Jhangirian, but also his
brother. G. Jhangirian stressed that by opening a case against him
and illegally depriving him of freedom, the authorities also aimed
to warn, by his exapmle, all the officials and state servants who
sympathize with the opposition.

A considerable part of the defence-accusatory speech was dedicated
to, as G. Jhangirian put it, the "bullying, illegalities and
permissiveness" of the pre-election, election and postelection period
of 2008. In particular, analyzing the March 1-2 events, G. Jhangirian
said that the people did not hold any event in violation of the
Constitution and laws, the people just resorted to self-defence,
while the actions of the authorities were "full-value military actions
against their own people". By official data, these actions left 10
people dead, whereas the real number, according to G. Jhangirian,
is not known so far. In his opinion, the number of those wounded
was also much greater, but these persons did not apply to medical
institutions – for fear of requital.

According to G. Jhangirian, although the former Armenian president
Robert Kocharian declared a state of emergency in Yerevan on March
1, in reality it was a martial law regime with the involvement of
sub-units of the armed forces, which is envisaged by the Constitution
only in case of an armed attack, its threat or during a war.

"Who and how usurped power in violation of the Constitution and
law?" G. Jhangirian asked, expressing conviction that the pre-election
illegalities, the elections held with rigging, the postelection
political persecutions and requital will get "flesh and blood" in
the indictment of a future case. In his words, the main crisis in
Armenia is the crisis of justice and administration of justice.

G. Jhangirian demanded that the court "acquit him without any
precondition".

His defence lawyer Lusine Sahakian said at the court sitting
that the transfer of G. Jhangirian from Vardashen penitentiary to
Yerevan-Kentron penitentiary was illegal, and she demanded that he be
moved back to Vardashen. She expressed concern that G. Jhangirian had
no opportunity to personally carry his things, including voluminous
correspondence, due to which other persons received the opportunity
to read G. Jhangirian’s complaint to the European Court. The principle
of secrecy was violated in this way.
