The Armenian Government is going to take another unprecedented step
to mitigate the influence of the global financial-economic crisis. It
will be primarily related to the sphere of construction, Chairman of
the National Assembly’s Standing Committee on Financial-Credit and
Budgetary Affairs Gagik Minasyan told a press conference today.

The MP informed that the parliament is not going to pass a vote of
no confidence in the government for the fact that 15.7% fall has been
registered instead of the 9.2% growth projected by the state budget.

Currently the economic situation is more unpredictable than the
domestic political developments in Armenia. Gagik Minasyan does not
expect essential surprises from the three parties on the opposition
field – the Armenian National Congress, ARF Dashnaktsutyun and the
Heritage Party.

According to the Chairman of the National Assembly’s Standing Committee
on Financial-Credit and Budgetary Affairs, thanks to the loans from
international structures and the measures taken, Armenia will manage
to close the year with a 6-7% downfall. Gagik Minasyan considers
that this figure is good, because it means that the situation will
stabilize and even some growth will be registered.

Gagik Minasyan commented on what could be expected from the opening
of=2 0 the Armenian-Turkish border. According to the Deputy, Armenia
is in an advantageous position today. "They have found themselves
in a situation where they either have to agree to open the roads
without preconditions or run counter to the international opinion,"
Gagik Yeganyan said.

The FINANCIAL — JSC Aeroflot Russian Airlines has received a new
A319 aircraft by Airbus. By the end of the year, the company plans
to receive one more aircraft of this model.

Currently, the company’s air fleet has 54 airplanes of the A319/320/321
family. This aircraft was named after Aram Khachaturyan, a composer,
conductor, teacher, prominent figure in the musical society, People’s
Artiste of the USSR, Hero of Socialistic Labour, and author of
Armenia’s National Anthem.

The aircraft is received under an operational lease contract signed
in 2008. The lease holder is BOC Aviation Limited.

All the machines are supplied directly ex-factory. The cabins are
delivered in two-class layout to accommodate 116 (A319), 140 (A320)
and 170 (A321) passengers. Aeroflot operates A320 family aircrafts to
a network of destinations in Russia and Europe. The company is among
the world’s leaders in terms of operational reliability and actual
hours flown per aircraft.

The A319/320/321 family are among the best machines for medium range
flights, complying with all safety, reliability and passenger comfort
requirements.

Israeli President Shimon Peres will come to Azerbaijan with peace,
Mountain Jews Azerbaijan Community Head Semen Ikhilov said at a
conference National Security and Freedom of Consciousness.

"Peres is laureate of the Nobel Peace Prize and will come to Azerbaijan
with peace in an effort to help. He has never been enemy to Azerbaijan
and friend of Armenia. Israel was first to tell the world about the
tragedy that took place in Baku on January 20, 1990," Ikhilov said.

Israeli President Shimon Peres will arrive in Azerbaijan on June 28.

There were attempts to discuss so-called Armenian genocide in the
Israeli Knesset, he said. "Israel will never recognize the so-called
Armenian genocide," he said.

Unfortunately, some Azerbaijani public figures say Israel is enemy
to Azerbaijan. "This is wrong and this is not view that can be held
by intellectual people," Ikhilov said.

ArmInfo. International conference ‘Armenia at crossroad of
communications’ has got underway in Armenian resort town of
Tsakhkadzor. The event organizer is the Eurasian Studies Institute
Development Fund, Russian commercial organization in cooperation with
the Yerean State University Center for Culture and Civilization.

ArmInfo correspondent to Tsakhkadzor reported that representatives of
government, business communities, experts and political scientists
rom Armenia, Russia, Abkhazia, Georgia, Turkey, and South Ossetia
are participating in the event. ‘Unfortunately, our colleagues from
Azerbaijan refused to arrive as can be clearly understood. As regards
our Iranian colleagues, they could not arrive because of the latest
developments in that country’, said David Hovhannissyan, Head of the
YSU Center for Culture and Civilization.

The conference covers such topics as Armenia’s involvement into the
process of inter-regional economic cooperation, certain aspects of
the Karabakh conflict, the strategic nature of relations between
Armenia and Russia as well as the reason of upgrading Armenia’s
involvement into the exiting and planned international communications
projects. The participants in the conference will sign a communique
after the conference.

Jeweler to celebs makes grill for Celtics star Kendrick Perkins

Chillin’ and grilling for the average Joe means a backyard bash and a
few brewskis. For Celtics [team stats] center Kendrick Perkins [stats]
it involves a smile brimming with diamonds, the bejeweled mouthpiece
of the elite rap and sports set.

That the Celtics center recently spent thousands on oral bling is no
surprise to jeweler Richard Berberian of Reading, who has dozens
celebrity clients on his roster.

`If they win, I win,’ Berberian said of Boston’s players and `playas.’

More surprising is the unpretentious locale of Berberian’s business,
Elyse Jewelers: an unassuming spot on Main Street in Reading, neatly
set back from gas stations, an insurance company and a garden center.

`Geographically, it’s the apex of everything around here – Boston, the
Mass Pike, New Hampshire. It’s private, it’s safe, it’s easy to
park. It works really well for celebrities and athletes,’ Berberian
said. `A lot of people come in and see the type of jewelry I carry and
say, `It doesn’t look like Reading.’ That’s because my market, for the
most part, isn’t.’

A glance at his star-studded walls tells you that the glitterati leave
with shining grins, designs combining geometric shapes and stones. His
accessories have adorned Channel 7’s Victoria Block, Mario Lopez and
Shelley Hennig of `Days of Our Lives.’

Berberian just wrapped up a season accessorizing `Superstars of Dance’
hosts Michael Flatley and Methuen’s own former Miss USA, Susie
Castillo. He’s also enjoyed an `American Idol’ hook-up: one of his
latest pieces, a stunning 113-karat blue topaz pendant necklace, was
slated for exposure on America’s top-rated show – until, for the first
time in the show’s eight-season history, no female contestant made the
finale.

`I like working with color, making larger pieces using gemstones that
are more nontraditional,’ said Berberian. `I’m doing a lot of work
with lesser-priced but striking gems like beryl. I’ve made some really
cool pieces out of topaz and quartz – striking gems but not
over-the-top expensive. I like building more substantial pieces that
grab your attention.’

He’s captured the eye of Canadian-cum-Boston designer Samuel Vartan,
with whom he worked for Boston Fashion Week.

Vartan, who has used the same metal belt designs of Berberian’s that
have adorned the likes of Paris Hilton and supermodel Karolina
Kurkova, said: `His work really does have a very Mediterranean
cultural theme to it. Europeans like nice, exorbitant jewelry and his
is very obviously tastefully done, but it can easily be the other way
around.’

Vartan says his spring-summer collection is an `ode to Mediterranean
cultural living’ that includes resortwear influenced by Italy and
Turkey. Berberian, a seventh-generation jeweler in a family with
Turkish and Armenian roots, says he particularly likes Italy, where
he’s traveled frequently for business and pleasure, and is inspired by
architecture.

There are several affordable pieces in Berberian’s My First Gems
collection, a line ranging from $95 to $2,999 (for one-carat ideal-cut
diamond studs) geared toward children. But he’s quick to note, `It’s
not kiddie jewelry.’

`It’s not necessarily small, either,’ he said. `Everything is set in
gold or platinum; you can wear it your entire life. I’ve sold as much
of this to adults as to people’ buying for children.

One versatile three-in-one diamond-pendant design features concentric
circles that can be worn together or individually with just the
yellow-gold or diamond circles. Sales of the ideal-cut diamond studs
have been steady, he said, especially in graduation season, and
Berberian envisions a long future for them: `Quarter-carat sets might
be too small for a young woman. But they’d make perfectly matched side
stones to any engagement ring.’

And Berberian is feeling the love: Despite the economically driven lag
in the retail jewelry market, Elyse’s bridal business is going
strong. (He recently ran a Jordan’s Furniture-like promotion, where if
it rained on a couple’s wedding day, their rings were free; Jordan’s
offered free furniture if the Red Sox [team stats] won the World
Series.)

`I think it’s to the point where if it’s time for a young couple to
get engaged, it doesn’t matter what the economy’s doing. If it’s time
to pull the trigger, you pull the trigger,’ he said. `Maybe instead of
spending $10,000, they’re backing off and it’s going to be $7,000. But
all the boomers kids are coming of age. There’s a huge crop of kids
getting engaged and married.’

$1m ADB Loan for Railroad

Yerevan and Asian Development Bank discussed cooperation in the
establishment of Iran-Armenia railroad.

According to Moj News Agency, Asian Development Bank is to loan
Armenia $1 million for the establishment of the railroad, which will
link the Central Asian country to Iran, Armanian Transportation
Minister Gurgen Sargsyan said.

"Armenia and ADB will sign the contract in the near future," he added.

Sargsyan said once the Iran-Armenia railroad is established, the ports
of Central Asia, Russia and Persian Gulf will be linked to the ports
of Black Sea.

He said the railroad is the Armenian government’s top priority, as the
crucial communication route will provide landlocked and
border-restricted Armenia with a link to the outside world.

The establishment of the 470-Km railroad will cost $2 billion and take
5 years for completion.

The agreement on the railroad was signed by the Iranian and Armenian
presidents a few months ago.

Russia has also announced readiness to participate in the
project. Another agreement envisages the construction of two large
hydroelectric plants on River Aras on the Armenian-Iranian border.

Armenian Energy Minister Armen Movsisian said they will be built by
Iranian companies and that Armenia will finance its share of the $240
million project with electricity supplies to Iran.

The two sides also formally agreed to start building a 300-kilometer
pipeline to deliver gasoline and diesel from an oil refinery in
northern Iran to Armenia.

Mousavi yesterday asked his proponents to go home, streets have been
full of thousands of people since morning.

Most of demonstrators are young people and intellectuals. Today’s
protest is going to attract a big crowd, radio "Liberty" reports. "We
will not stop battle just for nothing. We want to reinstate justice,"
one of protesters said.

As reported by Amnesty International human rights organization,
protest repression has left 10 people dead.

The country’s supreme leader Ayatollah Khamenei had previously denied
opposition’s claims on elections results being falsified. He strongly
demanded that protest actions be discontinued, otherwise not ruling
out possibility of authorities’ using force.

and audit systems into compliance with international standards, are
planned to be completed by the end of 2009, RA Finance Minister Tigran
Davtyan told at the conference on implementation and dissemination
of accounting and audit rules in Armenia. "Armenia is implementing
legislative and institutional reforms of accounting and audit systems
to be brought to logical ending by the end of year," he noted.

According to Davtyan, accounting and audit system are among the
most important spheres of financial and economic sector, which is an
important factor in the economic development of the country. In this
contest, RA Finance Minister emphasized the importance of bringing
the systems in compliance with European standards, also noting that
reforms in Armenia are actively influenced by international partners,
specifically, the World Bank.

In his turn, Head of WB Armenia Aristomene Varudakis added that
usage of corporate management standards in Armenia will help reduce
corruption risks and increase the level of trust among investors,
become a foundation for small and medium-sized businesses and promote
stable economic development in Armenia.
