The Ministry of Justice has published a project that envisages changes in the RA Law “On the Formation and Activities of the Security Council”.
The main change is that from now on the Security Council will be headed by the RA Prime Minister. In the rationale of the project, it is stated that this is due to constitutional changes. Under the 2005 amended Constitution, the President establishes and chairs a National Security Council. And here, with the amendments of 2015, the Constitution of the Republic of Armenia established new legal regulations regarding the Government due to the transition to the parliamentary system of governance in the Republic of Armenia. The institution of the president of the republic also underwent significant changes.
According to the project, the Security Council defines the main directions of the defense sector policy, may discuss issues related to the security, territorial integrity and integrity of the borders of the Republic of Armenia at the recommendation of the Prime Minister. The powers of the Security Council are defined by this law and the Law of the Republic of Armenia “On Defense”. The Security Council adopts decisions on issues related to the main directions of defense policy, and on other issues within its jurisdiction, decisions of an advisory nature.
If the project is accepted by the National Assembly, and it will be, the new regulations will come into force on April 9. In other words, the day when RA President Serzh Sargsyan will give up his powers as the president of the republic and assume the position of the prime minister. And there is no doubt about that. In practice, this means that Serzh Sargsyan will continue to lead Armenia’s key sectors. The Republican Party has not yet officially announced that Serzh Sargsyan is their candidate for Prime Minister, but unofficially, all party members and everywhere are talking about it. Some even declare that there are irreplaceable people for them and turn their eyes to Baghramyan 26…
There is not much time left for the announcement of the name of the prime minister’s candidate. Today, Serzh Sargsyan announced that the choice of his successor was made by the RA Ambassador to Great Britain, the former RA Prime Minister Armen Sargsyan and although the latter took time to think, it is obvious that the intrigue has ended and the management of Armenia in the coming years will be in the hands of the two Sargsyans.
