Ankara rappelle pour consultations son ambassadeur en France

Turquie. Ankara a annoncé hier le rappel pour consultations de son
ambassadeur à Paris en raison de désaccords avec la France sur
l’appellation «génocide» des massacres d’Arméniens sous l’Empire
ottoman pendant la Première Guerre mondiale. La Turquie avait averti
la France la semaine dernière que les relations bilatérales
pourraient souffrir des «dommages incalculables» si l’Assemblée
nationale française vote une loi permettant des poursuites pénales
contre toute personne niant le caractère génocidaire des massacres.
L’ambassadeur au Canada a également été rappelé pour les mêmes
raisons.

interne

Le gouvernement canadien a évité lundi de commenter le rappel en
consultations par Ankara de son ambassadeur à Ottawa, en raison de
désaccords sur l’appellation du “génocide” arménien, estimant que ces
consultations étaient une affaire intérieure turque.

“Ces consultations sont une affaire intérieure turque et nous ne
voulons pas nous livrer à des spéculations sur leur nature”, a
déclaré Kim Gurtel, une porte-parole du ministère des Affaires
étrangères.

“Nous avons été avisés par une note diplomatique le 4 mai que
l’ambassadeur turc quitterait le Canada le 6 mai pour des
consultations à Ankara”, a noté la porte-parole. Un porte-parole du
ministère turc a indiqué que les ambassadeurs à Paris et Ottawa “se
trouvaient à Ankara pour une brève période pour des consultations
liées à la question arménienne”, a-t-elle ajouté.

La Turquie a annoncé officiellement lundi le rappel en consultations
des deux diplomates, indiquant sans autre précision que celles-ci
concernaient “les derniers développements”.

Ankara avait averti la France la semaine dernière que les relations
bilatérales pourraient être gravement affectées si l’Assemblée
nationale française votait une loi permettant des poursuites contre
toute personne niant l’existence du “génocide” arménien. Et les
autorités turques s’étaient déclarées “consternées” par des propos du
Premier ministre canadien Stephen Harper.

Ce dernier avait salué le 21 avril la commémoration du génocide
arménien, reconnu par des résolutions du Parlement canadien.

Les signataires de la pétition “Liberté pour l’histoire” se disent
“profondément choqués” par la proposition de loi socialiste qui
entend compléter la loi du 29 janvier 2001 stipulant que “la France
reconnaît publiquement le génocide arménien de 1915”, et préconisant
la “nécessité de sanctionner pénalement la négation du génocide
arménien”. Ils mettent en garde contre la proclamation par
l’Assemblée nationale de vérités officielles “prenant une nouvelle
fois les historiens en otages”.

UN chief appoints advisory committee on genocide prevention

UN Secretary-General, Kofi Annan, has announced the appointment of a new
eight-member advisory committee to counsel him on strategies to prevent
genocide. The formation of the committee answers growing world criticism over the UN’
s inaction in the troubled west Sudan region of Darfur where over 200,000
ethnic Africans have died as a result of conflict since 2004.
According to a 3 May UN press release, Annan said the committee – which
includes such eminent persons as Nobel Peace Prize winner Bishop Desmond Tutu;
International Crisis Group president Gareth Evans and former High Commissioner
for Refugees Sadako Ogata – has been formed to `provide guidance and support
to the work of the Secretary-General’s Special Adviser on the Prevention of
Genocide, Juan E. Méndez, and contribute to the broader efforts of the United
Nations to prevent genocide.’
International censure of the UN’s lack of effective response in Darfur has
been backed up by evidence of the UN’s historical inability to act decisively
to prevent genocides and massacres. In noted cases such as Rwanda in 1994,
East Timor’s 1999 independence referendum and the 1995 Srebrenica massacre,
the mass slaughter of local inhabitants continued unabated despite the presence
of UN peacekeepers.
The UN’s most well-known failing occurred during the genocide in Rwanda from
April to June 1994 when over 800,000 minority Tutsis were massacred in a
100-day period by the dominant Hutus. Calling the massacre an “internal
matter”, the UN Security Council refused all requests from Lieutenant-General
Dallaire – the commander of the United Nations Assistance Mission For Rwanda
(UNAMIR) Force – for permission to intervene to protect innocent Tutsis. Dallaire
had been advising UN headquarters of the impending genocide from as early as
January 1994.
In what has since been described as one of the UN’s darkest hours, UN
peacekeepers were prohibited from acting to prevent the carnage and were ordered
not to turn their weapons against the rampaging Hutu armies.
Darfur
Possibly the single most important present problem facing the newly-appointed
advisory panel is the tragedy occurring in the Darfur region of West Sudan.
It is estimated that government -backed militia – known as Janjaweed – have
killed over 200,000 Africans and displaced some two million people
allegedly with the assistance of the Sudanese army in the world’s latest example of
attempted genocide.
Though the announcement of the formation of the advisory committee comes
amidst some optimism following the signing of last week’s peace deal between
rebel groups and the government of Sudan, the situation remains dire.
`As Rwanda marks a grim twelfth anniversary, we must accept that while vast
human destruction in Darfur has unfolded plainly before us, we have again done
little more than watch,’ says Sudan expert Professor Eric Reeves from Smith
College, Massachusetts.
The need to act urgently in Darfur is not lost on Gareth Evans, president of
the International Crisis Group and one of the members of the group appointed
by Kofi Annan. Speaking just days before his appointment, Evans addressed the
B’nai B’rith Anti-Defamation Commission as guest speaker at the University
of New South Wales, Sydney.
” ‘Never again’ we said after the Holocaust. And after the Cambodian
genocide in the 1970s. And then again after the Rwanda genocide in 1994.
And
then, just a year later, after the Srbrenica massacre in Bosnia. And now we’re
asking ourselves, in the face of more mass killing and dying in Darfur,
whether we really are capable, as an international community, of stopping
nation-states murdering their own people,” said Evans.
“How many more times will we look back wondering, with varying degrees of
incomprehension, horror, anger and shame, how we could have let it all
happen?”
Chaired by David Hamburg, President of the New York Carnegie Corporation, and
with backgrounds in human rights, diplomacy, peacekeeping and conflict
prevention, the diverse group will liaise with the Secretary-General’s Special
Advisor on the Prevention of Genocide Juan E. Méndez.
Mr Méndez, who was appointed in 2004 by Secretary-General Annan to be the UN’
s chief expert on genocide prevention has also spoken of the need to do more
to prevent repeats of Rwanda and Darfur.
`We cannot claim to have learned the lessons of the 1994 Rwandan genocide if
our action in the face of genocidal violence remains half-hearted. Action is
particularly needed in Darfur, where the threat of genocide continues to loom
large,’ he wrote in an article published on the eve of the 12th year of
commemorations for the Rwanda massacre.
The committee’s first meeting is scheduled for 19 June.

YEREVAN, MAY 6, ARMENPRESS: A prominent Armenian
pilot and the chairman of the National Aviation
Association Dmitry Adbashian said all theories about
the likely cause of the Wednesday airliner’s crash off
the Black Sea in Russian resort of Sochi would remain
theories as long until the so-called black boxes are
recovered from the sea and deciphered.
Adbashian downplayed some Russian media
speculations that the black boxes may destroy in the
water due to some chemical reactions saying they can
remain intact for one month. “It is in the interest of
Armvaia to take the boxes out and save its reputation
if it wants to prove that the plane was in good
technical shape and that the crash was due to either
bad weather or human factor.”
Adbashian said bad weather, like a technical fault
might have caused a dramatic loss of speed that led to
the Airbus crashing into the Black Sea.
“One thing is clear that the crew did not report
any technical malfunction to the ground controllers,
which may mean that everything occurred in a flash and
that the pilots were unable to control the fall,
evidenced also by the fact that passengers did not
have life jackets on, which they have to put on when
an airliner has to land on water,” he said. He also
said the impact on water could have fragmented the
plane and passengers’ bodies. He said lighting could
have also been responsible for the tragedy.

His Holiness Aram I received the president of the Armenian General
Benevolent Union (AGBU), Berdj Setragian,Esq. is his office in Antelias on
May 6. Deputy Director and member of the AGBU Central Committee, Sarkis
Demirdjian, also attended the meeting.

The two delegates of AGBU thanked His Holiness for the Encyclical he issued
on the occasion of the union’s centennial. The delegates discussed various
topics with the Pontiff, including cooperation between Armenia and the
Diaspora, issues related to the further organization of the Diaspora
communities and educational issues.

Liberation of Shushi Began on May 8

On May 8, 1992 the Armenian squads, all in all 2800 soldiers, led by
Colonel Arkady Ter-Tadevosyan (Commandos), launched the operation of
liberation of Shushi. There were 2300 Azerbaijani soldiers in
Shushi. Stepanakert and the adjacent villages were bombed from an
emplacement in Shushi. At 2.30 in the morning of May 8 the Armenian
troops opened fire from the villages of Shosh and Karin Tak. Then the
offensive was launched in four major directions – Janhasan, Central,
Shushi, Lisagor – and two additional directions- Karin Tak and
Ghaibalu. The Azerbaijani forces counterattacked. However, the
operation was so well-planned, that the Armenian squads managed to
liberate the town, which was an effective emplacement of the foe. In
the evening of the same day the Armenian army entered Shushi. On May 9
the Azerbaijani guard had to recede to Lachin. The Armenian troops
provided a corridor for the peaceful population and the soldiers to
leave the town.

The liberation of Shushi allowed the population of Stepanakert to
leave the basements of their houses.

The operation continued in the direction of Lachin, and the result was
that in mid-May the only road connecting Armenia and Karabakh was open
again.

After liberation life in Shushi began to develop. On common consent,
the town was turned an educational and cultural center. Music
schools, even a musical college was established in Shushi, where young
people from Karabakh, and even Armenia and the Diaspora teach. The
population counted 4.5 thousand.

However, both unbearable conditions (the greater part of the town is
burntand ruined) and the attitude of the authorities cut the
population of the town twice. The authorities have not started
reconstruction of the town. Ghazanchetsots Church and Kanach Church,
as well as the central street were repaired.

Several new shops were opened in the part of the town, called
Khachmeruk (Crossroad). A small carpet weaving factory and a
processing unit of herbal tea are operating in the town. However,
there is so much to do that very little change on the appearance of
the town can be seen.

Presently, there are about a dozen cultural establishments – theaters,
bands, choirs – in Shushi. These are in half-ruined buildings. Most
houses have not been repaired yet. However, there are flowers in every
window.

The past month in Karabakh was full of meetings with Armenian public
officials. Debates, parliamentary hearings and the meeting of the
parliamentary committee were held. Foreign Minister of Armenia Vardan
Oskanyan gave a surprise, visiting Stepanakert, and delivered a
lecture at Artsakh State University.

On May holidays Prime Minister Andranik Margaryan is visiting
Karabakh. What is the reason of such interest?

Vahram Atanesyan, Chair of the NKR Committee of External Relations,
said there is no need to look for a political context of this
activity. He mentioned that the delegation headed by Tigran Torosyan
arrived in Karabakh for the meeting of the parliamentary committee,
the delegation headed by Armen Rustamyan visited NKR for the
parliamentary hearings. For Oskanyan, he said you had better ask
him. In answer to our question if Karabakh and Armenia disagreeon the
principles of settlement of the Karabakh conflict, the leader of the
Democratic faction Vahram Atanesyan said at the moment Armenia should
not recognize the independence of NKR, and should claim a status of
Karabakh in the talks, which will not be inferior to the present
status. The leader of the parliamentary group ARF-Movement 88 Armen
Sargsyan said his political party claims the dominance of NKR in the
liberated territories, and silence over refugees and peacemakers, for
these would cause the war to ignite.

We possess information that during the NKR-Armenia Parliamentary
Session the two parliaments arranged to make a joint statement on the
settlement of the Karabakh issue. This statement has not been
considered so far. Answering the question of KarabakhOpen.com, NKR
Deputy Speaker Rudik Hyusnunts said, =80=9C During the session of the
Karabakh-Armenia Parliamentary Committee on April 26 and 27 in
Stepanakert a series of important legislative, political and social
questions were discussed, including the present state of debates on
the Karabakh issue in European organizations and parliamentary
relations, and the opportunities of spurring cooperation between the
parliaments of both countries.

During the debates the participants voiced the idea of issuing a joint
statement. However, considering the statement of the parliamentary
hearings involving the parliamentarians of both states on the Karabakh
issue, there was not a final decision on issuing another message.’

REQUIEM SERVICE IN ANTELIAS FOR THE MEMORY
OF THE ARMAVIA AIRPLANE CRASH VICTIMS

His Holiness Aram I presided over a special requiem service in the Antelias
headquarters of the Catholicosate of Cilicia on May 7 in memory of the 113
innocent victims of the Armenian “Airbus-320” airplane crash recently. The
airplane that belonged to the Armenian Armavia Airlines crashed into the
black Sea as it headed from Yerevan to Sochi in the early morning hours of
May 3.

His Holiness delivered a sermon before the service, speaking about the sad
incident. Stressing the concept of the wholeness of a nation, the Pontiff
presented the tragedy as a pain for the entire Armenian nation.

“Not only the relatives of the victims felt the pain, not only Armenia felt
the pain, but we, as a nation, mourned the sad incident. We’re a small
nation and therefore our pain is double. Christ came to heal our wounds. He
came to remind us that this earthly life is not the end of our lives,” he
said.

“As we conduct requiem in the Catholicosate of Cilicia on this sad occasion
today, we express our condolences on behalf of the Cilician Brotherhood, the
central committee of this Holy See, its Dioceses around the globe and
believers to the president of the Republic of Armenia H.E. Robert
Kotcharian, Catholicos of All Armenians His Holiness Karekin II and the
relatives of the victims. We pray to God to strengthen our nation in its
internal life and unity, to brighten and develop our motherland and church,”
added the Catholicos.
